MINUTES OF THE EXECUTIVE SESSION MEETING
OF MARCH 6, 2000
An Executive Session meeting of the Reading Housing Authority was held on Monday, March 6,
at 7:15 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the town of Rea
Massachusetts. The meeting was called to order at 7:15 P.M. with the Chairman, Mr. Sweet, presi
Also in attendance were Mr. Allen, Ms. Galvin, Mr. Kelley and Ms. Connors as well as the Exec
Director, Ms. Plansky and the Authority's attorney, Mr. Greco
.Executive Session
Upon a motion duly made by Mr. Allen and seconded by Mr. Kelley, it was unanimously
VOTED: To adjourn to Executive Session at 7:15 P.M. to discuss matters relative to real estate and
possible litigation and to return to Regular Session before final adjournment, upon the following rol call
vote:
Mr. Allen — aye
Ms. Galvin — aye
Ms. Connors — aye
Mr. Kelley — aye
Mr. Sweet — aye
The Chairman then declared said motion carried and said vote in effect.
82 Linden Street — Comprehensive Permit
The Executive Director reviewed with the Board the requirements for a Comprehensive Permit. The
Board appeared before the Board of Selectmen Tuesday, January 18, 2000 , to request their support of
this application to the ZBA for operation of a 6 family house at 82 Linden Street. A walk-through was
done on March 4`'' with members of the Board of Selectmen, the Town Planner and Town Manager. No
one was present from ZBA. The Board will meet with the Selectmen on March 14th. The Board will
proceed to the Zoning Board of Appeals for a Comprehensive Permit application for a 6 family
dwelling. The Executive Director will take pictures of the property to show the location of the bu ding
and parking. The parking spaces will be measured. The building would have to meet HUD ho ing
quality standards and State Sanitary Code. Any design work would be postponed until ZBA appro al.
Marriott Corporation
The draft agreement between the Reading Housing Authority and Marriott Corp. is still under review.
The issue seems to be that Marriott does not want a mortgage on the property but would accept at lien
that would be recorded at the Registry of Deeds. The proposal made by the Authority would subr� gate
the mortgage to any primary mortgage. Mr. Greco said that he would review their proposal but di not
foresee that a lien, if structure properly, would pose a problem.
Mr. Greco reported that Marriott expects to close on this property in May and be in the ground in June
or July 2000. The Executive Director is to check with the Town to be sure that no Building Permit will
be issued without the Reading Housing Authority signing off that the linkage provision has', been
satisfied.
Section 8 Wait List Openine — Appeal
A draft proposal for next wait list opening has been received by the Authority from Mass. Law Reform.
The Director also reported that any legal action against an Authority about the Section 8 Program is also

reviewed by HUD's Fair Housing and Equal Opportunity Department. HUD will review the agreement
between Mass. Law Reform and the Authority and decide if they have cause to proceed further.
Regular Session
Upon a motion duly made by Mr. Allen and seconded by Mr. Kelley, it was unanimously
VOTED: To adjourn from Executive Session at 7:35 P.M. to return to Regular Session to continue
discussion on the listed agenda items, upon the following roll call vote:
Mr. Allen — aye
Ms. Galvin — aye
Ms. Connors — aye
Mr. Kelley — aye
Mr. Sweet — aye
The Chairman then declared said motion carried and said vote in effect.
There being no further business before the Board in Executive Session, it was unanimously voted to
return to regular session at 7:35 P.M.
