MINUTES OF THE BOARD MEETING
OF OCTOBER 13, 2000
A regular business meeting of the Reading Housing Authority was held on Friday,
October 13, 2000 at 11:00 A.M. at the office of the Authority, 22 Frank D. Tanner
Drive in the town of Reading, Massachusetts. The meeting was called to order at 11:00
A.M. with the Chair, Mr. Allen, presiding. Also in attendance were Ms. Connors, Ms.
Flammia, and Mr. Sweet as well as the Executive Director, Ms. Plansky. Mr. Kelley
appeared later in the meeting. Mr. Nelson, the construction consultant was also in
attendance.
Pleasant and Wilson Street — Modular Home Bid
Mr. Nelson presented the results of the bid solicitations for the modular home to be
erected at the Pleasant and Wilson Street lot.
Customized Structures of Claremont, l:TH - $120,698.00
Vanguard Modular Building Systems of Warren, RI - $161,870.00
Mr. Nelson reported that Customized uses an authorized installer, Templar Homes, Mr.
Joel Marron, to erect the modular home on -site. This usually takes about 2 -3 days to
join together and another week to finish out. The interior will come primed. The RHA
will have to provide boilers and final connection; electricity — final connections; and
water /septic /sewer — final connections. The front porch and dormer will be installed on
site. A 10% deposit is due for Customized with balance due at delivery. Vanguard
wants 25% of bid at acceptance; 25% at design acceptance; and 50% at delivery.
Upon a motion duly made by Mr. Sweet and seconded by Ms. Connors, it was
unanimously
VOTED: To award the Contract for a modular home to be erected at the Pleasant and
Wilson Street lot, Reading, Massachusetts to Customized Structures of Claremont, NH
and its authorized installer, Templar Homes of Peabody, Massachusetts, for the low bid
amount of $120,698.00.
The Chairman then declared said motion carried and said vote in effect.
The Board reviewed the need to have consistency with the delivery of the modular
home and a discussion to request that the Executive Director postpone her date of
departure until the end of January 2001 ensued.
Mr. Kelley and Mr. Sweet left the meeting at this point due to previous commitments.
Upon a motion duly made by Ms. Connors and seconded by Ms. Flammia it was
unanimously

VOTED: To request that the Executive Director, Ms. Plansky, postpone her date of
departure to no later than January 31, 2001, in order to assist the Authority with the
final details for the Pleasant and Wilson Street modular home.
The Chairman then declared said motion carried and said vote in effect.
There being no further business before the Board, it was unanimously voted to adjourn
at 12:25 P.M.
The next meeting of the Board is scheduled for November 6, 2000 at 7:00 P.M.
