MINUTES OF THE REGULAR BOARD MEETING - May 29, 2001
A special business meeting of the Reading Housing Authority was held on Monday, May 29
2001, at 7:00 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the town of
Reading, Mass. The meeting was called to order at 7:10 P.M. with the Chair, Mr. Allen,
presiding. Those members present and forming a quorum were Mr. Kelley, Ms. Connors, an
Mr. Allen as well as the Executive Director, Mr. Hixson, and Reading Selectman Richard
Schubert. Ms. Flammia was absent.

01 -038 VOTED: To approve and sign the checkroll/billroll for the period for Accounts
Payable Check #6046 -6099; Payroll Check #3166 -3207; Section 8 Certificate Program
Check, Section 8 Voucher Program, and MRVP — No check; as presented.
FY 2001 Budget Revision #1
4110 — Administrative Salaries - Increased due to E.D. retirement payout. Only a percentage
of the state allowable was allocated to the state programs.
4170 - Accounting — Decreased to actual audit costs
4190 — Sundry — Increased based on actual spending levels
4410 — Maintenance Labor — Increased due to 4/1/01 Maintenance Labor rates
4420 — Maintenance Materials — Increased based on actual spending levels
4430 — Maintenance Contracts — Decreased based on actual spending levels
4510 — Insurance — Increased based on salary increases noted above
4540 — Employee Benefits — Increased based on salary increases noted above
Non - Routine Items — were updated to include items not previously budgeted for and to
remove items that will not be done by year end.

Affordable Housing Trust Fund Move Tim Second Mary Vote 3 -0
01 -041 VOTED: To support the language of the Home Rule Petition of the Town of
Reading on the Affordable Housing Trust Fund (AHTF) as presented in the May 16, 2001
email.
The Board also discussed Tim's request for a presentation at the CPA Committee on needs
and uses of funds if the CPA were passed and funding became available. A 3% CPA real
estate surcharge would yield $880,000 and a possible state match from the deeds excise of
$678,000. This could tie in with AHTF. Rick Schubert said that the Town needs to work on
positive projects to reduce its vulnerability to unfriendly comprehensive permit projects. He
supported the proposal for the AHTF with RHA participation. Rick also brought up the
possibility of reviving some form of Reading Housing Partnership.
Real Estate Matters
a. - Pleasant and Wilson Street — Work is continuing, but occupancy has continued to be held
up by details.
Work on a punch list continues, with clearance possible by the end of June.
b. — Governor's Drive property - held by Selectmen for further study of soil and water issues
raised by neighbors. Test holes done. The Town Manager still intends to move this effort
forward. Two other properties, Audubon/pearl and Birch Lane, may also be put forward as
sites to move houses for first -time homebuyers. Each site would be handled individually.
c. — Old House (c. 1748) on West St. for sale — has large lot that could accommodate two
other houses for sale to first -time buyers. Houses to move are now offered on Sylvan Road
and Barrows Road in addition to the one on Wakefield Street that had an extremely short
time frame and has been demolished.
d. — Peter Sanborn Place — Jacquie has filed her HUD 202 application, with response due
between Thanksgiving and Christmas, and construction at least a year beyond that. John is
working to get RHA some consulting on the 20 units we would develop and own.
e. — John and Don had taken a look at a two - family being offered by its owner on Middlesex
Ave. The property would need considerable work, and the suggested price would require
significant grant funding.
