MINUTES OF THE EXECUTIVE SESSION BOARD MEETING
OF OCTOBER 1, 2001
The Executive Session of the Reading Housing Authority was held on Monday, October
1, 2001 at 9:25 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the town
of Reading, Massachusetts. The meeting was called to order at 9:25 P.M. with the
Chairman, Mr. Kelley, presiding. Also in attendance were Mr. Allen, Mr. Coote, Ms.
Flammia and Ms. Connors, and the Executive Director, Ms. - Whyte.
Upon a motion duly made by Mr. Allen and seconded by Ms. Flammia, and upon a roll
call vote, it was
VOTED: To adjourn to Executive Session for the purpose of discussing personnel,
tenancy and legal matters and to reconvene in regular session by the following vote:
Mr. Allen - aye
Mr. Kelley - aye
Ms. Connors - aye
Mr. Coote - aye
Ms. Flammia - aye
The Chairman then declared said motion carried and said vote in effect.
a. The Board discussed the upcoming eviction process regarding tenant Ms. Duncan
who resides at one of our Gazebo properties. Legal counsel for RHA, John Greco, is
working with legal counsel, Julia Healey, who represents the tenant association located
at the Summit Village.
The original court date had been postponed due to scheduling conflicts and has been
rescheduled for October 25, 2001. At this time, we are expecting to go forward with the
proceedings and present witnesses. The extra time was needed to prepare a substantial
case.
b. The court case RHA vs. Flaschner has been postponed indefinitely. This matter may
not by heard for up to a year or more. This is the case involving a claim for damages as a
result of a fall down the stairs of one of our properties located at Summer/Main. Ms.
Flaschner was a tenant of ours at the time of incident. She has since left the program and
was not in good standing.
c. A discussion was also held regarding a potential landlord who would like to
participate in our program. We have experienced difficulties with this possible landlord,
Mr. Ron Wood. He has on numerous occasions appeared hostile towards RHA staff and
has even frightened them to the point that they do not want to be left alone to deal with
this man.
Making the process more difficult has been our delay in obtaining proper documentation
as to the validity of his said property. It has come to our attention that there is a very
old but yet outstanding zoning violation on his property located at 167 Washington
Street. Our office is making every attempt to contact the building inspector to clarify the
information we have to date so that the RUA can make a determination and notify this
potential landlord of our decision. The Executive Director noted that she feels that the
situation will be a difficult one no matter which way the agency goes. The purpose of
this discussion was to bring this experience to all members so that all would be as
informed as possible in order to address any future problems that might arise.
At 10:30 P.M., upon a motion duly made by Mr. Allen and seconded by Ms. Connors,
and upon a roll call vote, it was
