HomeMy WebLinkAbout1997-09-08 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meeting of September 8, 1997 A regular Board meeting of the Reading Housing Authority was held on Monday, September 8, 1997, at the office of the Authority, 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. The Chairman, Mr. Sweet, called the meetin to order at 7:00 P.M. Those members present and forming a quorum were: Mr. Allen, Mr. Ke-1-10 and Ms. Galvin; Ms. Connors arrived at 7:15 P.M. Ms. Plansky, the Executive Director, was also in attendance. T1he fee accountants, Debbie Roy and Teresa Ewald were also in attendance to present the budgets for FY'98. Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously VOTED: To accept for the record the Minutes of the Regular Business Meeting of August 8, 1997, as presented. The Chairman then declared said motion carried and said vote in effect. Upon a motion duly made by Mr. Allen and seconded by Mr. Kelley, it was unanimously i' Approve and sign the checkrolAillroll for the period for Accounts Payable Check #3581 -364 Payroll Check #1484 -1513; Section 8 Certificate Program #3898 -3951; Section 8 Voucher Program #1742 -1760; and Massachusetts Rental Voucher Program #529 -530, as presented. The Chairman then declared said motion carried and said vote in effect. Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously VOTED: To authorize the Chairman to sign the Annual Contributions Contract for the FSS Coordinator in the amount of $25,724.00 for the upcoming year. The Chairman then declared said motion carried and said-vote in effect. Mr. Allen reported on the salary analysis that he and Ms. Galvin completed. After Page 2 Minutes 9/8/97 recommended that the Board authorize and approve a 5% overall salary increase for administrative personnel to bring the staff to comparable remuneration with similar positions within the town and with other authorities. The 5% salary increase for administrative staff was calculated into the budget figures that are to be presented. Upon a motion duly made by Mr. Allen and seconded by Ms. Connors, it was unanimously VOTED! To approve and sign the State budget fbF Program #4001 or elderlylhandicapped an family housing with projected total operating. receipts in the amount of $282,262.00 and total operating expenditures of $233,797.00 for the fiscal year ending June 30, 1998. The Chairman then declared said motion carried and said vote in effect. Upon a motion duly made by Ms. Galvin and seconded by Mr. Allen, it was unanimously VOTED: To approve and sign the State budget for Program #689 for Persons with Special Needs with projected total operating budget of $15,893.00 and total operating expenditures in the amount of $15,893.00 for the fiscal year ending June 30, 1998. The Chairman then declared said motion carried and said vote in effect. Upon a motion duly made by Ms. Galvin and seconded by Mr. Allen, it was unanimously VOTED: To approve and sign the State budget for the Massachusetts Rental Voucher Program with projected total operating receipts of $631.00 and total operating expenditures in the amount of $583.00 for the fiscal year ending June 30, 1998, Management Checklist Upoh a motion duly made by Ms. Galvin and seconded by Mr. Allen, it was unanimously VOTED: To ratify the following DHCD regulations: * Tenant Grievance Procedures, effective May 5, 1976. * Tenant Participation in the Administration of Public Housing, effective May 5, 1976. * Privacy and Confidentiality, effective November 15, 1996. * Standards of Conduct for Public Officials and Employees of Housing and Redevelopment Authorities, effective August 22, 1977. * Affirmative Action Governing Local Housing Authorities, effective May 13, 1988. * Eligibility and Selection Criteria, effective August 9, 1996. * Lease Provisions for State -Aided Public Housing, effective March 1, 1981. * Regulations for the Determination of Rents in State -Aided Public Housing, effective March 15, 1993. * Regulations to Local Housing Authorities Governing Collective Bargaining, effective June 22, 1984. * Regulations Governing the Massachusetts Rental Voucher Program, effective November 6, 1992. * Regulations Governing the Alternative Housing Voucher Program, effective July 12, 1996. * Regulations Governing Modernization and Development of State -Aided Public Housi: effective November 1, 1996. The Chairman then declared said motion carried and said vote in effect. Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously VOTED: To approve and sign the Management Checklist as prepared and to forward to for their records. The Chairman then declared said motion carried and said vote in effect. Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously VOTED: TQ authorize the Executive Director to have the old transformers for electrical: at Tanner Drive removed at an estimated cost of $3500.00 total if there is no hazardous rr involved. The Reading Municipal Light Department will then replace these transformers new 13.6K volt transformers on the pole for which they will be responsible. The Chairman then declared said motion carried and said vote in effect. , ,, MWIT111117 The Executive Director reported that the Authority was in receipt of a dividend check for the years 1993 ($599.47); 1994 (489.71) and 1995 (967.02) for a total of $2056.20 from the MassNAHRO Workers Compensation Trust. This dividend along with reduced rates/experiential factors have reduced the cost of Workers compensation over the past seven years. The Executive Director reported on the RHA Programs: The 667 development recertifica ions have been completed and we can expect an increase of $393 month on the rent roll; there were 2 Page 4 Minutes 9/8/97 apartments turned over this month at Tanner Drive. The new condo at Summit Village has been acquired and we are in the process of finding a tenant to lease the unit. We anticipate that this should be leased within a month. The open house for the 689 house at Bancroft Avenue should be within the next month. We are working with the house director to coordinate a date /time. The administrative report for all programs was distributed for the Board's review. „ 77 NOTA � u The Board of Selectmen have scheduled a meeting in Executive Session with the Authority to discuss the details of the possible transfer of real estate from the Selectmen to the Reading Housing Authority. The meeting will be held on Tuesday, October 7, 1997 at 7 P.M. at the Town Hall. There being no further business before the Board, it was unanimously voted to adjourn at 9:45 P.M.
