Minutes of the Executive Session of November 3, 1997
The Reading Housing Authority held an Executive Session on Monday, November 3, 1997 at
6:35 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the Town of Reading,
Massachusetts. The Chairman, Rev. Robert K. Sweet, Jr., called the meeting to order. Those
members present and forming a quorum were: Mr. Allen, Mr. Kelley, and Ms. Galvin. Ms.
Connors was unable to attend the meeting. Ms. Plansky, the Executive Director, was also in
attendance.
The Executive Director reported on the resignation of the Program Coordinator. A letter was
received from the Attorney General's office regarding a non - payment of wages issues. Our
attorney, Mr. Greco, recommended that she not be given the checks for the full amount of me
requested which included all compensatory time; personal days /floating holiday and hours
worked along with travel expenses, without her signing a release for payment. Ms. Tumsaro(
refused to sign the release. Nevertheless, the Authority did send the checks stating in the
transmittal letter that cashing the checks by her acknowledges all sums due from RHA to her
paid in full. We since received another letter with an additional demand for the 5% pay raise
retroactive to July 1, 1997 on all wages. We are also in. receipt of a report from unemployme;
stating that her claim has been denied for 8 weeks. She has the right to appeal. We have not
heard as yet; there are still a few days left on the time limit for appeal.
The Board discussed the issues:
1) The Authority will defend against the unemployment claim.
2) The Authority settled all claims and does not intend to pay the 5% retroactive pay rai;
3) The letter from the Attorney General's office along with the Authority's response was
revieVed. /'
The Board asked that the Director report back on these matters at the next meeting.
There being no further business before the Board, it was unanimously voted to adjourn at 6:55
P.M.
