Minutes of the Regular Meeting - November 9, 1982
The Reading Housing Authority met in regular session on Tuesday, Novem
9, 1982 at 7:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Mass.
Notice of this Meeting had been properly posted in accordance with the By -La
The meeting was called to order by the Chairman, Mr. Dempster. Those
members also present were Mr. Johnson and Mr. Rand; forming a quorum. Mrs.
Pierce, the Executive Director, was also present. 1
Upon a motion made by Mr. Rand and seconded by Mr. Johnson, it was unani-
mously:
.VOTED: To accept for the record, the Minutes of the Regular Meeting .
held October 12, 19820 copies of which had previously been mailed to all members
The Chairman thereupon declared said motion carried and said vote in effect.
Another motion was made by Mr. Rand and seconded by Mr. Johnson, and
unanimously:
VOTED: To approve the payment of checks and bills for 667-0 in the
amount of 7,7.52.03s for Section 8 in the amount of $1,631.34; and for the
new 689-1 Project in the amount of $425.00. Copies of the,-.]List of these
checks had been previously mailed to all members, and are made a part of these
Minutes.
The Chairman thereupon declared said notion carried and said vote in effect, ai
the checks were signed.
Mrs. Pierce reported that the balance in the BayBank Middlesex checking
account for 667-0 was $18,115.06 as of October 31, 1982. This included a che+
for subsidy from F*CD of $16,608 which had just been deposited. The balance
the M.M.D.T. savings account was $20,114.32 plus interest as of the date of th.
meeting, a a! $6,493 of that amount is being held for the Modernisation Program
All rents for the month of November have been collected, totalling $8,596.00.
At this point, a notion was made by Mr. Johnson and seconded by Mr.

VOrE�D: To deposit $18,500 into the savings account from the checking
account for interest, and to approve the Financial Report as read.
The Chairman thereupon declared said motion carried and said vote in effect.
Patricia Rensello, the Section 8 Administrator, was present at this timq
to discuss with the Board, several items concerning the Section 8 Program. St
first reported on the Existing Program, under which 53 units are currently unde
lease of the 55 wader Contract with HUD, - 31 of the S3 are family and 22 are
elderly. Under the Mobility Program the Authority is the issuing h9st to the
Authority and the Medford Housing Authority for one unit each, and the host to
one unit in North Reading.

Next, a Resolution was read which authorised the execution of an Amenda,
tory Annual Contributions Contract to include funding for an additional 5 unite
under the Existing Program. Forms were submitted for the signatures of the
Authority and the Board of Selectmen,:as•well . as the Authority's legal counsel,
in this regard.
Accordingly, a motion was made by Mr. Johnson and seconded by Mr. Rand,
unanimously:
VOTED: To authorise the Chairman to sign the new ACC for the Reading
Housing Authority which will increase the total units to 60.
The Chairman thereupon declared said motion carried and said vote in effect.
Next, Mrs. Rensello advised the Board that HUD was opening up applicati4
for the Moderacte.Rehabilitation Program. Under this Program, LHA's receive
and approve proposals from property owners to carry out moderate rehab. and
lease units to eligible families. Landlords must enter into a 15 year contras
with the Housing Authority, and are monitored throughout,this period for com-
pliance with federal regulations. Because of these responsibilities, only
LHA's with demonstrated expertise in this field could participate. If they do
not have this capability, they may propose to subcontract with an agency that
does. The regulations require. that a LHA's first choice for a subcontractor
be the local community development or other public agency. Also, applications
must be for a minimum.-,.of 50 units.
At the same time, the Authority received a letter from E.O.C.D. in rega
to the above Program, in which they requested that the Authority participate i.
,,their Pilot Mobility Program whereby the LHA files applications directly with
E.O.C.D. rather than H.U.D. H.U.D. then allocates units to E.O.C.D. on beh
of each LHA, and because of this unique application and funding process, the
Section 8 certificates which the LHA then can offer to households selected fro,
the LKA's waiting list are statewide mobile certificates, rather than the more
limiting LHA certificates.
All things being considered, the Authority agreed at this time not to ps
ticipate in E.O.C.D.'s Program, nor did they feel they were qualified to apply
in the Authority's name. Mrs. fe:asello was requested to call H.U.D. to see i
they had information on private- :Contractors who would be looking to come into
a small Town and undertake a program of this type, for future consideration.
Mrs. Rensello asked the Board to consider redistributing the °vxtmber:of
3 and 4 bedroom units under the Existing ..Section 8 Program to conform more to
the waiting list. Presently, there are no 4 bedroom applicants on the list,
but we have openings: *for two 4- bedroom units. She requested that the two
4- Bedroom units be changed to 3- bedroom units.
Therefore, a motion was made by Mr. Johnson and seconded by Mr. Rand,
unanimously:
VOTED: That the Annual Contract for the Section 8 Program be amended
to reduce the 4- bedroom units by two, and thak add two units under the 3- Bedroi
category.

Concerning the Audit Finding 4iscusaed at. =last month's meeting, "Failure]
to Prepare Quarterly Flow Forecasts ", Mrs. Pierce reported that R.U.D. has re- !i
sponded to the Authority's explanation in her letter of October 15, 1982. Their
letter said that based on the information submitted, they have closed this finding.

At this point, Patricia Renzello left the meeting.
Relative to Project 689 -1, the Community Residence for retarded adults, Mrs.
Pierce informed the members that E.O.C.D. had approved the selection of the ho se
at 74 Bancroft Avenue in Reading, and a Purchase and Sales Agreement had been
entered into with the owners and the Reading Housing Authority, with a deposit f
$6,000 having been applied. Also, Mr. Stamatis, the Reading Building Inspect r
for the Town has sent a letter clearing this property under the Zoning Laws, a - -sub-
ject to completion of the renovations complying to the code standards.
The house was appraised by two companies at $115,000, and the Authority
chased it for their asking price of $114,000. The State has established that
$50,000 more will be used for renovations, and $6,7,50 will be paid to an Archit
after going through that selection process.
A motion was then made by Mr. Rand and seconded by Mr. Johnson, and
unanimously:
VOTED: To ratify the signing of the Purchase and Sales Agreement by Mr.
Dempster for the Authority, and the signing of a check in the amount of $6,000 f
deposit, on the property at 74 Bancroft A *enue in Reading, Massachusetts.

Mrs. Pierce said that personnel from EXARC would like to start at-this-

who are not at home. Mrs. Cripps from EMARC thought this should be done
soon, before news about the purchase was heard by the neighbors from the "grape-
vine ". The Board agreed that this was the right course to take, and Mr. Demp
also suggested that Mrs. Pierce send a letter to the Selectmen to bring them up
date on this Program, as well as Representative Michael Barrett.
As a follow -up to the vote at last month's meeting concerning Personal
Liability Insurance with Fred S. James, Mrs. Pierce reported that.when.she calla
to set up the Authority's coverage, she found that all units under the Housing
Authority have to be lumped together. Therefore, the coverage would be for the
80:.units under 667-C and the 55 under Section 8, or 135 units. This brought the
Size CAtogory to a higher level, and the Deductible Level to $750, rather than t e
$500. The annual. premium would be $306, rather than the $229 ab discussed at the
last meeting.
It was the general consensus that the Authority should be covered by this
type of insurance in this day of excessive lawsuits, and that the vote should st4
to go into this policy.
Mrs. Pierce reported that she and Mrs. Rensello had tried out three Copie
in the office since the last meeting= two were Aerox' and the Minolta 310. The
difference in the performance of the machine, the warranty, and service call charg
were strongly in favor of the Minolta. She requested permission to purchase that
machine with funds from the Section 8 Operating Reserves.

of Melrose, Mass. for $1,995, plus a cost of $65 for a 9 X 14 Cartridge, and o
request the free stand for this machine offered by BCA, and the 6 month guar tee.
The Chairman thereupon declared said motion carried and said vote in effect.
There being no further business to come before the meeting, and upon a
motion duly made and seconded, it was unanimously voted to adjourn, and the
Chairman thereupon adjourned the meeting at 9:00 P.M.
