HomeMy WebLinkAbout1982-10-12 Reading Housing Authority Minutesr READING HOUSING AUTHORITY Minutes of the Regular Meeting - October 12, 1982 The Reading Housing Authority met in regular session on Tuesday, Octobe 12, 1982 at 7130 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Mass Notice of this Meeting had been properly posted in accordance with the By -Laws The meeting was called to order by the Chairman, Mr. Dempster. Those members also present were Mr. White, Mr. Rand and Mr. Westra, forming a quoru Mrs. Pierce, the Executive Director, was also present. Upon a motion made by Mr. Rand and seconded by Mr. Westra, it was mously: VOTED: To accept for the record, the Minutes of the Regular Meeting September 13, 1982, copies of which had previously been mailed to all members. The Chairman thereupon declared said motion carried and said vote in effect. Another motion was made by Mr. Westra and seconded by Mr. Rand, and unani- mously: VOTED& To approve and pay checks and bills for 667-0 in the amount o7 $7,982.$, and for Modernization in the amount of $1,014.51, aClist,of which is attached hereto and made a part of these Minutes. The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce distributed to the members, copies of the first Quarterly Statement for Fiscal Year 1983, based on the approved Budget, and actual expenses and income for the quarter. This report was reviewed briefly, and there were no significant comments. Mrs. Pierce reported that the balance in the BayBank Middlesex Checkin Account for 667 -C was $2,130.59 as of September 30, 1982. As of the date of this meeting after payment of the above checks due at this time, the balance in this account is $2,873.75• The balance of the Authority's savings accoun with M.M.D.T. is $16,458.69 plus interest. It was noted that all rents for the month of October had been collected, totalling $8,686.00. Upon a motion made by Mr. White, and seconded by Mr. Rand, it was unani- mouslys VOTED: To draw a check on the BayBank Middlesex checking account in the amount of $3,500 for deposit into the savings account, and.to approve the Financial Report as read. The Chairman thereupon declared said motion carried and said vote in effect. Next on the Agenda was an update on the Chapter 689 -1 Program to p AV a home for retarded adults. During the month, Mrs. Pierce had obtained the services of two local appraisers for the house at 74 Bancroft Avenue in Reading. 1. She has since heard over the telephone from one, McGee and Magane, Inc. of Wi ton that their appraisal of the property is $115,000 and that they would be f warding their formal Appraisal shortly. The second appraiser, Simmons Asso of Lynnfield had promised to submit their report before the end of the curren week. As soon as it is received, Mrs. Pierce will contact Steve Spinetto of E.O.C.D. for implementation of a Purchase Agreement Form, at an approved pric, Concerning the Contract for Legal Services with Latham & Latham, they have agreed to enter into the Contract with the Authority. However, Ken.-I&thim'Uahted it to be known that he also.pepresents the Owner of this house, but that he could see no conflict of interest in his serving both parties. Mr. White had reviewed the situation and saw no problem in this arrangement and said it was often done. But he did request that when Mrs. Pierce return the Contract for execution by Lat & Latham, she would request that the Authority be notified if at any time a c nflict was recognised. Mr. Dempster and Mr. White were both concerned about the Reading Zoning Laws pertaining to,�this house for the use intended. Although both appraiser said they would be checking into this matter, they requested that a clarification of the laws also be obtained from Mr. Iatham. Since the last meeting, Mrs. Pierce received a call from John Agnew of Selectmen's Office, advising her that Town Counsel had given permission for th Selectmen to enter into an agreement with E.O.C.D. which was discussed at the last meeting. It was necessary that the Housing Authority also sign this Memi randum of Agreement which would commit the Town to actively pursuing housing o] portunities for low income families when funding became available, in exchange for funding of a Water Systems Grant. Mrs. Pierce had taken a vote over the telephone and it was unanimously agreed upon-,by all membets to allow the Chairs to sign for the Authority. Therefore, a motion was now made by Mr. White and seconded by Mr. Rand, and unanimously: VOTED: To ratify the signing by the Chairman of the Memorandum of Agreement between the Town of Reading and the Executive Office of Communities and Development concerning Housing Development and 805 Water Systems Funding, at the Selectmen's meeting of September 27, 1982. The Chairman thereupon declared said motion carried and said vote in effect. There was discussion at this time of sevez*l toples concerning the Sec Program. First of all, Mrs. Pierce distributed copies of the Report on the biennual Independent Audit performed by Feeley & Driscoll Accot One the findings on this Report was brought to the Authority's attention by HUD f correction. This pertained to the failure to prepare quarterly cash flow fo casts. Rick Fenton, accountant for the Authority on this Program, felt that there was not sufficient cash left over after payment of all rents and admini trative costs each month to warrant such a finding, but did agree to put toge some type of form which HUD is looking for in this respect at his next visit. Next, Mrs. Pierce advised the Board of t h units by HUD from the 1982 application, and new amend the original Annual Contributions Contract they also announced a new Application Period for on 8 e award of 5 additional Section 8 contracts were forthcoming to to this effect. At this time, 1983• Inasmuch as the Authority 2. still has a long waiting list, and is currently participating in the Mobility Program, Mrs. Renzello felt it advisable to apply for more units. After some discussion concerning the number of units to request, a motion was made by Mr. White and seconded by Mr. Nestra, and unanimously: VOTED: To complete the Application for Existing Housing for an additional 50 units with a breakdown as follows: 1 BRM - 15 2 BRM - 20 3 BRM - 15 The Chairman thereupon declared said motion carried and said vote in effect. A letter was then read from HUD concerning Personal Liability Insuranc coverage. It advised that as of July 1, 1982, Public Housing Authorities which manage low income housing assistance programs may buy Public Officials Liability Insurance protecting their Board members and employees against personal lawsuits. Mrs. Pierce had found that many Housing Authorities are purchasing this insurance as there have been such suits in the past. One of the companies authorised by HUD to sell this insurance was Fred S. Janes of Boston, and they had submitted a cost chart for the Authority's information. For the S5 units of Section 8 Housing that the Authority admin sters Mith the minimum deductible level of $500, it appeared from the chart that the cost would be $229 per year, for $500$500 thousand coverage. A motion was made by Mr. White and seconded by Mr. Rand, and unanimously►: VOTED: To apply to Fred S. James Company for.Persbnal Liability I r in the amount stated above. The Chairman thereupon declared said motion carried and said vote in effect. Lastly, Mrs. Pierce submitted brochures and prices on various copiers f office use. The two best prices were from Zerox, Model 2600, and the Minolta copier from Business Copy Associates of Melrose. Each company had offered to bring its machine to the office on a trial basis. Since that would be the on way Mrs. Pierce and Mrs. Ren$ello could really judge the performance of each machine, the Board suggested that arrangements be made to this effect. The B also requested that information on warranties, service calls, etc. be obtained am= this could be a contributing factor in the selection. There being no further business to come before the meeting, and upon a motion duly made and seconded, it was unanimously voted to adjourn, and the meeting was adjourned by the Chairman at 9:15 P.M.
