Minutes of the Regular Meeting - July 12, 1982
The Reading Housing Authority met in regular session on Monday, J
12, 1982 at 7 :30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading,
Massachusetts. Notice of this Meeting.,had been properly posted in accord
with the By -Laws.
The meeting was called to order by the Chairman, Mr. Dempster. Tho
members also present were Mr. White, Mr. Rand, Mr. Westra and Mr. Johnson, fo
ing a quorum. Mrs. Pierce, the Executive Director, was also present.
Upon a motion made by Mr. White and seccnded by Mr. Westra, it was
unanimously:
VOTED: To accept for the record, the Minutes of the meeting held
June 9, 1982, copies of which had previously been mailed to all members.
The Chairman thereupon declared said motion carried and said vote in effect.
Upon a motion made by Mr. Johnson and seconded by Mr. Westra, it was
unanimously:
VOTED: To approve and pay checks and bills for 667 -C in the amoun
of $10,427.33: a list of which is attached hereto and made a part of these
Minutes.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce reported that the balance in the BayBank Middlesex Check-
Account for 667-0 was $962.36 as of June 30, 1982. As of the date of this
meeting after payment of the above checks due at this time, a deficit balance
showed in this account of $1,981.33. The balance in the M.M.D.T. Savings
account was $7,222.51 plus interest.
Mrs. Pierce also reported that all rents for the month of July were
collected in the amount of $8,036, plus $410 for air conditioners.
Upon a motion made by Mr. White and seconded by Mr. Rand, it was
unanimously:
VOTED: To withdraw $1,500 from the M.M.D:T. to cover the month's
bills, and to accept the Financial Report as read.
The Chairman thereupon declared said motion carried and said vote in effect,
and a check was signed on the M.M.D.T. account.
Mrs. Pierce distributed copies of the Quarterly Statement of expense
for the final quarter in this fiscal year for review by the Board. It was noted
that the difference in the amount of the deficit budgeted, and the actual amount
was attributable to the difference in the cost of utilities, and that all othtw
accounts had been either under or very slightly over the Budgeted amounts.
At this time, the Authority referred back to the discussion at last
month's meeting concerning the adoption of certain P.O.C.D. regulations for
State Aided Public Housing and the composition of the Grievance Hearing Panel

Accordingly, a motion was made by Mr. Johnson and seconded by Mr. F
(W and unanimously:
VOTED: That the Authority adopt the Regulations Prescribing Stan
of Conduct for Public Officials and Employees of Housing Authorities, as set
E.O.0 .D.
The Chairman thereupon declared said motion carried and said vote in effect.
Next, a motion was made by Mr. Westra and seconded by Mr. Rand, and
unanimously:
VOTED: That the Reading Housing Authority adopt the Regulations Go
ing Collective Bargaining, in the event it should ever be necessary to use th

A motion was then made by Mr. White and seconded by Mr. Johnson and
unanimously:
VOTED: To reduce the number of persons making up a Grievance Panel
to one - and that person is to be Mrs. Verna Lantz of Reading at this time.
The Chairman thereupon declared said motion carried and said vote in effect.
An update by Patricia Rensello on the HUD funded Section 8 Rental As
ance Program showed that the Authority has completely leased all 55 units for
which they are funded. Of the 55, 33 are family units, 20 are elderly, and 2
,r are under the Mobility Program.
The Authority was informed by HUD that the biannual audit was due in
this year, 1982. Accordingly, letters were sent out to six accounting firms
inviting then to bid on this audit. As of the date of this meeting, three
companies had replied and they are as follows:
1. Feeley do Driscoll of Boston $1,134.00
2. Comm. of Mass. /Dept. of the State Auditor $1,387.14
3. Richard Rutfield of Boston $1,140.00
Upon a motion made by Mr. White and seconded by Mr. Johnson, it was
unanimously:
Y0T8D: To accept the low bid of Feeley do Drisaall in the amount of
$1,134.00, And to authorize the Chairman to sign the Contract for submission
HUD for approval.
The Chairman thereupon declared said notion carried and said vote in effect.
A Notice from E.O.C.D. was read to the Board concerning the submissi
of a "Priority funding List" for their review before August 1, 1982. It re-
ferred to the List, with instructions, that would be sent to the Authority un,
separate cover. As of the date of this meeting, nothing had been received.
Mrs. Pierce was asked to write to Dean Hobbs, the Authority's representative,
requesting more information about the types of work projects which qualify,
the time frame involved, and also the form, and an extension of time for
submission.

There being no further business to come before the meeting, and
motion duly made and seconded, it was unanimously voted to adjourn the i
