READING HOUSING AUTHORITY (W Minutes of the Regular Meeting - June 9, 1982 The Reading Housing Authority met in regular session on Wednesday, J 1982 at 7 :30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massac usetts. Notice of this Meeting, which was a departure from the regularly scheduled date, had been properly posted in accordance with the By -Laws. In the absence of the Chairman, Mr. Johnson, the Vice - Chairman, ca the meeting to order. Those members also present were Mr. Rand and Mr. We forming a quorum. Mrs. Pierce, the Executive Director, was also present. Upon a motion made by Mr. Rand and seconded by Mr. Westra, it was unanimously: VOTED: To accept for the record, the Minutes of the meeting held May 10, 19$2, copies of which had previously been mailed to all members. The Vice - Chairman thereupon declared said motion carried and said vote in Upon a motion made by Mr. Rand and seconded by Mr. Westra, it was unanimously: 9, VOTED: To approve and pay checks and bills for 667-0 in the amount of $14,7 9� _r% -'and - to approve the payment later in the month of two checks for items purchased through Operating Reserve funds, as listed on the attached checklist which is made a part of these Minutes. The Vice - Chairman thereupon declared said motion carried and said vote in eff t. Mrs. Pierce reported to the members that the balance in the BayBank Middlesex Checking Account for 667 -C was $1,470.93 as of May 31, 1982. As of the date of this meeting, after payment of the above checks due at this time, the balance in the BayBank b:ccount showed a deficit of $4,613.10. The balanc In the M.M.D.T. savings account was $12,815.18 plus interest. It was reported also that all rents for the month of June had been collected, totalling $7,905, plus an additional income towards the installa- tion and use of the air conditioners of $825.00. In order to cover payment of the above checks, a motion was made by Mr. Weatra and seconded by Mr. Rand, and unanimously: VOTED: To withdraw $5,000 from the M.M.D.T. account to be deposited into the checking account, and also to accept the Financial Report as read. The Vice - Chairman thereupon declared said motion carried and said vote in effect. At this time Mr. Dempster arrived, and assumed his role as Chairman f the remainder of the meeting. During the month, Mrs. Pierce had made telephone calls to all members (W of the Authority to obtain their approval for the Continental Cablevision Coa pany to install equipment in each apartment, as well as outside underground cables at no cost to the Authority. This will allow any tenant who is interested in the future, to tie into the system. The Board reaffirmed this permission at this time. 1. The current Contract with the Automatic Laundry Equipment Company was the 4t subject for discussion. Since joining into an annual contract with this 14pany in September of 1975, the Authority has been generally satisfied with their service, although they have never provided the Authority with new machines, and replace brotoen down appliances with second, -hand ones. During the past year, equipment has been breaking down more frequently, and service calls are not prom; Also, in repairing machines, damage has been done to the tile floor on two differ occasions, once resulting in the complete replacement of the floor at the cost of Laundry Company, but causing some inconvenience. Mrs. Pierce advised the Board that she has learned that Gray's Appliance of Melrose will provide brand new energy- efficient and water - saving machines to the Authority with a 30% return from collections. M.G. only pays the Authority 25;x. Also, the installation of new machines would be a good time to %wise the c of a wash and dry to 50¢ each, rather than 350 - brining in more money to the Authority. Mainly, Gray's promises instant service for repairs, as they have trucks on the road all the time. Mrs. Pierce said that the Wakefield Housing Authority has used them for many years and have been very satisfied. The current Contract with M.G. expires at the end of August, and requires a 30 -day notice for termination, and Mrs. Pierce requested that the Board give their permission to make this change. Therefore, upon a motion made by Mr. Johnson and seconded by Mr. Westra, it was unanimously: $W,2YCTED: To send a letter to M. G...Automatic Laundry Equipment on July 1, ' giving 60 -day notice to terminate the contract as of August 31, 1982, and o authorise the Chairman to sign a Contract with Gray's Appliances for service to begin September 1, 1982. The Chairman thereupon declared said motion carried and said vote in effect. Before going further into the 1982 -83 Budget which Mrs. Pierce had tenta- tively drafted, she read a letter from E.O.C.D. with the results of their review of the Authority's performance based on the recently submitted "Management Check1 They have determined that the RHA is eligible for the Incentive Program on the col dition that the Authority vote to adopt certain Regulations before August 1st, and to change the Grievance Hearing Panel from two to one, three or five persons. The Board decided to take this matter up at the next meeting. Otherwise the Authi performance was rated "Satisfactory ", which according to our Field Representative Hobbs, was the best ranking he gives. Therefore, a 6% Budget Cap was given to 1 Executive Director and Administrative staff salaries, and 4% for non - utility expet Subsequently, the Board reviewed the suggested Budget, mating changes whe: they felt it was necessary, but generally keeping within the spending cap. The new figures were based on the "actuals" on each line item for the current fiscal ; At one point, Mrs. Pierce presented to the Board, a copy of the new Contract subm: by the Simplex Time Recorder Company for service and maintenance of the Fire Alarl Smoke Detector system. This was increased for the coming year from $1,100 to $1, and upon a motion made by Mr. Rand and seconded by Mr. Westra, it was unanimously VOTED: To authorize the Chairman to sign the Contract with Simplex, as Locribed—aNVe for a period of one year to run concurrent with the Authority's Fiscal Year. Before concluding the discussion of the Budget, a motion was made by Johnson and seconded by Mr. Westra, and unanimously: VOTED: That the meeting go into Executive Session. The Chairman thereupon declared said motion carried and said vote in effect, Mrs. Pierce was asked to leave the room. During this time, the Board had a brief discussion concerning personnel. Subsequently, another motion was made by Mr. Johnson and seconded by Westra, and unanimously: VOTED: That the meeting go out of Executive Session. The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce was told upon her return, that salaries for herself and administrative staff were to be increased 6% in the new Budget for Fiscal 1983. Then, Mr. Johnson moved that the proposed Operating Budget for State-aided. Elderly Housing of the Reading Housing Authority, #667 -C, for fiscal year ending June 30, 1983, showing Total Operating Receipts of $106,400 and Total Operating Expenditures of $131,420, thereby requesting a subsidy of $25,020 be submitted to the Executive Office of Communities and Development for its review and approval. tw Mr. Westra seconded the motion which, upon roll -call vote, was passed a vote of 4 to 0. The Chairman thereupon declared said motion carried and said vote in effect. At this time, all members present signed the Budget Certification Form to be included with the Budget which states that the Authority is in complian with the provisions of the Massachusetts General Iaws, the Contract for Finarn Assistance and other requirements by E.O.C.D. as listed on the form, but not limited thereto. There being no further business to come before the meeting, and upon a notion duly made and seconded, it was unanimously voted to adjourn the meeting and the Chairman thereupon declared the meeting adjourned at 9:45 P.M.
