(W Minutes of the Regular and Annual Meeting -April 13, 1982
The Reading Housing Authority met in regular session on Tuesday, April 13,
at 7 :30 P.M. at 22 Frank D.-Tanner Drive in the Town of Reading, Massachusetts.

The Chairman, Mr. Dempster, called the meeting to order. Those members als
present were Mr. Westra, Mr. Johnson, and Mr. White, forming a quorum. Mrs. Pie ce,
the Executive Director, was also present.
Before going into the regular order of business, a motion was made by Mr. White
and seconded by Mr. Westra, and unanimouslys
VOTED: That the meeting go into Executive Session to discuss a situation which
has arisen with an applicant for Housing.
The Chairman thereupon declared said motion carried and said vote in effect

At this time, a motion was made by Mr. White and seconded by Mr. Johnson,

VOTED: That subject to the submission of legal documents to the Authority Office
by Mr. Rudolph Powers to the effect that he is being evicted from his current address,
and that he applied for housing in March of 1977, he be given the next available vacancy.
The Chairman thereupon declared said motion carried and said vote in effect
Getting back to the regular order of business, a motion was made by Mr. Johnson,
and seconded by Mr. Westra, and unanimously:
VOTEDs To accept for the record, the Minutes of the regular meeting held
March 8, 1982, copies of which had previously been mailed to all members.

Upon a motion made by Mr. White and seconded by Mr. Johnson, it was unanimo4sly:
VOTED: To approve and pay checks and bills for 667 -C in the amount of $13,125.83
and for Section 8 in the amount of $5,061.82 (includes deposit into savings of $11,000.).
A list of these checks had been previously mailed to all members, and are attached and
made a part of these Minutes.
The Chairman thereupon declared said motion carried and said vote in effect and
the checks were signed.

(W Mrs. Pierce reported that the balance in the BayBank Middlesex Checking Ac ount
for 667 -C was $1,110.05 as of March 31, 1982. As of the date of this meeting, ter
payment of the above bills due at this time, there remained a balance in this a count
of $5,286.22. During the month, a partial payment toward the annual subsidy h been
received from E.O.C.D. in the amount of $8,473.00, which accounted for the exce s
balance in that account. Mrs. Pierce reported that all rents for the month of pril
had been collected in the amount of $7,963.00.
The balance in the M.M.D.T. savings account was $10,015.68 plus interest as- of
this date, a portion of which is money being held for the Modernization Program
Mrs. Pierce suggested that some of the money in the checking account be de sited
into savings for interest and therefore, a motion was made by Mr. Johnson and s conded
by Mr. Westra, and unanimously:
VOTED: To deposit $4,500 from the BayBank Middlesex Checking Account into
M.M.D.T. savings account, and to approve the Financial Report as read.
The Chairman thereupon declared said motion carried and said vote in effect, and
a check was drawn on the BayBank for signatures.
Next on the Agenda, was an update on the status of the Authority's request for
the use of the remaining Modernization funds committed by E.O.C.D. in the amour of
9,830•, for work projects relative to the fire alarm system. This subject had been
recorded in the Minutes of October 1981 and January 1902, and therefore, the lengthy
details will not be repeated in this Report. However, Mrs. Pierce has now learned
(W from E.O.C.D. that she must obtain three bids on each project before final acceptance.
Originally, it was felt that the Simplex Company would be the only ones capable of in-.
stalling the new smoke detectors, since all our existing equipment is manufactured by
Simplex. But she was requested by E.O.C.D. to contact other companies to be sure that
this is the case, and at the same time request price for the service and maintenance
contract for the system for future use. Mrs. Pierce said she had contacted two other
Alarm .- .specialists in the area who had been out to inspect the work to be done, and
would be sending her quotations soon - in fact, they had promised them for this meet-
ing, but she had not received them as yet. Also, she had requested a third price
from an electrician on the hook -up of the Emergency Call System to the smoke de ctors.
The Board agreed that they would vote via telephone when Mrs. Pierce obtained th se
prices, in order to save time.
During the course of the month, E.O.C.D. had sent a Memo to all Authorities
giving details about a Management Incentive Program which th* will be setting up
soon. Briefly, it will reward Authorities who have proven to live within their
Budgets, by allowing more flexibility within the non - utility accounts, providing the
Authority conforms to E.O.C.D.'s three measures for performance which they went on
to describe in this Memo. A questionaire was attached for the Authority's comments
which had to be returned to E.O.C.D. before April 20th, leaving little time for any
extensive discussion and comments on the subject. Mrs. Pierce was asked to incorporate
this criticism into the report, and answer the rest of the questions as the Authority
dictated to her.
''Mr. Johnson introduced and read for the members' consideration, a Resoluti
concerning the new income limits for admission and continued occupancy in State-
(W Aided Public Housing, as of April 1, 1982. Since Reading falls within the Bosto
SMSA (Standard Metropolitan Statistical Areas), the new net income limits for ad
mission are as follows:
$12,180 for a single person
$13,920 for a couple

The amount of $15,000 maximum assets will remain the same.
After consideration, a motion Was made by Mr. White and seconded by Mr. ohnson,
and unanimously:
VOTED: That the Reading Housing Authority adopt the new income limits f
State Aided Public Housing, as of April 1, 1982, as regulated by the Executi
Office of Communities and Development.
The Chairman thereupon declared said motion carried and said vote in
Concerning the Authority's long- standing application for Lox Cost Public
Housing funds from H.U.D., Mrs. Pierce read a letter stating that the Appl >ic& l
has been reviewed again with the amendments sent in several months ago, and
placed :in`the "Very Good" category. They further commented that should this
application be funded, the Authority must solicit the services of a Development
Manager to assist in identifying and securing properties under this Program,
well as an attorney to perform the tasks necessary for closing on each prop; y
Inasmuch as this meeting was the Annual Meeting of the Board, a motion we
made by Mr. White and seconded by Mr. Johnson, to cast one ballot for the re-
election of all members to their current position for the ensuing year. A ro3
call vote was taken and it was unanimouslyt

The Chairman thereupon declared said motion carried and said vote in effect.
Upon another motion made by Mr. White and seconded by Mr. Johnson, it M
unanimously:
VOTED: That Janet Pierce be appointed Executive Director for the upcom
year and is therefore, ex officio, also the Secretary of the Authority in ac
with the By -Laws, Article I, Section 5.
The Chairman thereupon declared said motion carried and said vote in effect.
Referring back to the new income limits voted above, Mr. Dempster sugg
that Mrs. Pierce put an article in the Senior Citizens news in the Chronicle
the Senior Update pamphlet that is circulated around Town, to this effect.

There being no further business -to come before the meeting, and upon a
notion duly made and seconded, it was unanimously voted to adjourn and the
Chairman declared the meeting closed at 9 :45 P.M.
