HomeMy WebLinkAbout1982-03-08 Reading Housing Authority MinutesREADING HOMING AUTHORITY Minutes of the Regular Meeting - March 8,_1982 (W The Reading Housing Authority met in regular session on Monday, March 8, at 7 :30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. Notice of this meeting had been properly posted in accordance with the By -Laws. The Chairman, Mr. Dempster, called the meeting to order. Those members present were Mr. White, Mr. Rand and Mr. Westra, forming a quorum. Mrs. Pier the Executive Director, was also present. A motion was made by Mr. White and seconded by Mr. Rand, and VOTED: To accept for the record, the Minutes of the regular' meeting hel on February 16, 1982, copies of which had previously been mailed to all members The Chairman thereupon declared said motion carried and said vote in effect. In reviewing the check list, the Board was concerned about the high cost of the current electric bill - $10,400. Although the rates are higher, and th winter has been a cold one - the increase was in the kilowatt hours themselves more than in any one period last year. It is felt that the tenants do not mak, the effort to conserve energy, as Mrs. Pierce and Mr. Muise will attest. Their apartments are extremely hot for the most part, and even though they can contro each room individxtally, many do not turn the thermostats down in the rooms tha- are not in use. Some get their apartments so hot, that they open windows, rat] L;;Zth lower the thermostats. Mrs. Pierce said she has had numerous talks with nts on this subject, but everyone always claims they do make the effort to conserve, so it is fruitless to try to talk to them about it. Up until now, the Board has been hesitant to put governors on the thermostats, but they feel that the time has come to consider such action. It would be expensive to chm the thermostats completely, as there are 4 in each of the 80 apartments, and Mr Rand said he would look into some regulators that possibly Mr. Muise could hook. to save installation Boats. Mrs. Pierce said she would inquire at her Housing Directors' meeting next }.ve�k-to see what other Authorities may have done in this line. In any event, more thought has to be put into this problem before anothi heating season is upon us. After this discussion, a motion was made by Mr. Westra and seconded by Rand, and unanimously: VOTED: To approve and pay checks and bills for 667 -C in the amount of $14,402- 5 and for Section 8 in the amount -of $975.86, a list of which had been previously mailed to all members, and are attached hereto and made a part of th Minutes. The Chairman thereupon declared said motion carried and said vote in effect, the checks were signed. Mrs. Pierce reported that the balance in the BayBank Middlesex Checking Account for 667-0 was $887.71 as of February 28, 1982. As of March 8, 1982, the date of this meeting, this account showed a deficit balance of $5,706.22, ith the payment of the above checks due at this time. The balance in the .M.D.T. Savings account was $15,878.35 plus interest. However, $7 ,,300 of that amount was Modernization money held in that account for interest. All rents had been collected for the month of March, totalling $7,893.00 NO 1. Upon a motion made at this time by Mr. White and seconded by Mr. Rand, i�t Af was unanimously: VOTED: To withdraw $6,000 from the M.M.D.T. account to pay current bill , and to accept the Financial Report as read. The Chairman thereupon declared said motion carried and said vote in effect, the members signed the necessary check for deposit into the checking account. A letter was read to the Board from Patricia Renzello, Administrator for the Authority for the Section 8 Program, on a contractual basis. In it, she asked for consideration for status as a regular Housing Authority employee wit; benefits for which she would be eligible. Mrs. Pierce explained that Mrs. Renzello is the sole support-of her fami: with 5 dependents still at home, and her Medicaid benefits were being taken awi from her under the latest Federal cut - backs. She needed to participate in a health insurance program and Mrs. Pierce said she had made inquiries and learn that as long as an employee works 20 hours per week for the Authority - he/she is entitled to be a regular employee on the payroll. It was concluded that in addition to her salary of $10,400 per year, the Authority would be responsible for another $2,000 - $3,000 for their share for her in the State Health Plan ar the Reading Contributory Retirement Fund. However, all of these payments woul( be reimbursed to 667 -C from HUD money. Mrs. Pierce said that it would be goof to establish her as a regular employee in order that she could eventually work on other Authority Programs in the future, as she was willing to work a full -ti week if the workload required it. After a brief discussion, a motion was made by Mr. White and seconded by Mr. Westra, and unanimously: VOM: To terminate the Contract between Mrs. Patricia Renzello. and the Reading Housing Authority as of April 1, 1982, at which time she will bei a regular employee on the payroll with all entitled benefits. The Chairman thereupon declared said motion carried and said vote in effect, Mrs. Pierce was told to make all the necessary applications and arrangements this matter. There being no further business to come before the meeting, and upon a motion duly made and seconded, it was unanimously voted to adjourn, and the Chairman declared the meeting closed at 8:30 P.M.
