The Reading Housing Authority met in regular session on Tuesday, Febru
1982 at 7:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massachus
This date was a departure from the regularly scheduled date, but notice of this
had been posted accordingly, as stated in the By -Laws.

The Chairman, Mr. Dempster, called the meeting to order. Those members also
present were Mr. Westra, Mr. Rand and Mr. Johnson, forming a quorum. Mrs. Pierc ,
the Executive Director, was also present.
A motion was made by Mr. Rand and seconded by Mr. Johnson, and
y To accept for the record, the Minutes of the regular meeting he on
January 2 , 1982, copies of which had previously been mailed to all members.
The Chairman thereupon declared said motion carried and said vote in effect.
Upon a motion made by Mr. Rand and seconded by Mr. Johnson, it was
VOTED: To approve and pay checks and bills for 667 -C in the amount of
$13,581. for Section 8 in the amount of $1,013.47, a list of which had beer
previously mailed to all members, and are attached hereto and made a part of then
Minutes.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce reported that the balance in the BayBank Middlesex Checking
rccount for 667-0 was $787.48 as of January 31, 1982. Inasmuch as the meeting
date was late this month, it was necessary for her to withdraw $6,000 on February
12, 1982 from the M.M.D.T. account to cover the electric bill and obtain the dis-
count involved. Therefore, a vote to ratify this action was in order. This
left a balance in the MMDT savings account, after this withdrawal of $13,686.09
plus interest.
After payment of all the checks due at this time, there remained a b
in the BayBank Checking account of $1,146.50. All rents for the month of Fe
had been collected, totalling $7,669.00.
At this time, a motion was made by Mr. Johnson and seconded by Mr. Rand,
and unanimously:
VOTED: To ratify the signing of a check to withdraw $6,000 from the M.1
account and posited to the 667 -c checking account, and to accept the Financial
Report as read.
The Chairman thereupon declared said motion carried and said vote in effect.
At this point in the meeting, Patricia Rensello entered to discuss with
the Board, some aspects of the Section 8 Program. First of all, she reported tht
under the existing program, 54 of the 55 units Reading has allocated to them, are
,pow under lease, with one certificate pending. Of the 54, 32 units are rented tc
families, 20 units to elderly and the Reading Housing Authority is the Issuing HOE
two units, one in Lynn and one in Medford, under the Mobility Program.

Mrs. Renzello further reported that there are currently 118 applications
on file, in various bedroom categories, and there is no immediate hope of r eiv-
ing new allocations with the funding cut -tacks in Washington. Therefore, s e
felt it was not practical to continue to accept applications, and build up false
hope in people, and requested permission to close applications at this time.
Accordingly, a motion was made by Mr. Johnson and seconded by Mr. We tra,
and unanimously:
VOTED: That applications for the Section 8 Rental Assistance P
be closeU as of March 1, 1982, and notice be given to the public through
Reading Chronicle.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce then distributed copies of the Quarterly Balance Sheet
Computation of Administrative Fee for the Section 8 Program, as put together
by the accountant, Richard. Fenton. These were briefly reviewed, and seemed to
be in order.
A letter was read from the Chairman of St. Agnes' Church Administrat ve
Commission, Mr. Francis Kyle. This was in reply to the Authority's inquiry of
October 16, 1981 relative to the possibility of using the old school as future
housing for the elderly if funding permitted. The letter briefly stated that
they were in the process of negotiating to rent the space and were not interest
in selling the building at the present time.
Inasmuch as it was not known if the Reading Housing Authority's a
tion for funding with HUD for additional elderly units would be approved,
Board felt it was best not to pursue the matter at this time.
There being no further business to come before the meeting, and upon
motion duly made and seconded, it was unanimously voted to adjourn, and the
Chairman declared the meeting closed at 8 :30 P.M.
