The Reading Housing Authority consists of a five - member Board, four by the Town and one State appointed member. They meet on the second Monday each month, with the Annual Meeting in April. White, Jr. 97 Prospect Street Term Expires 1984 Term Expires 1986 Re- appointment due May 1986 Term Expires 1983 Term Expires 1985 At the Annual Meeting in April of 1981, the above members were elected (W their respective positions on the Board, with the exception of William Rand w2 was appointed by the Governor in August, 1981, replacing Richard J. Ogden. M Janet Pierce was appointed Ex4outive Director, and therefore Secretary of the Authority, in accordance with the By -Laws. Currently under the jurisdiction of the Housing Authority is an 80 -rani Housing for the Elderly Project, #667 -C, at Frank D. Tanner Drive which was completed in 1970 and is funded through the Commonwealth of Massachusetts. T be eligible, a person must be 65 years of age or older, or in the case of a couple, one party must be at least 65. Also, the net income limit for a sing person is $8,680 and for a couple it is $9,920. The asset limit is $15,000 The Authority also provides rental assitance with federal funds throug: HUD Section 8 Program to 32 families and 22 elderly in scattered apartments throughout the Town. This Program has been in effect since 1975 and the Aut has applied for additional allocations in 1982 to assist those on the waiting The Authority has also entered pinto a Section 8 Mobility Program with 75 othe: communities, whereby each will honor the certificate of another through a rec: rocal arrangement, giving an applicant more flexibility in finding suitable housing. In order to be eligible for this Program, the gross annual incomes of families cannot exceed the following: to the ty t. One Person Two Persons Three Persons Four Persons Five Persons Six Pere $15,250 17,400 19,550 21,750 23,100 24,450 There is no asset limit for this Program, but the interest on any sa must be added to the income of a participant, and that figure cannot exceed th income level requirement. Financial statements showing the assets and liabi ties of each of the above named Programs are available for inspection at the Housin Authority office. Reading Housing Authority Annual Report - 1981 Mrs. Patricia Renzello is the Administrator of this Program under the supervision of the Executive Director and the Housing Authority. On April 10, 1981, the Authority applied for funding under HUD's Publi, Housing Program, for 40 units of elderly through acquisition and rehabilitatiol of an existing property, and 30 units of family through acquisition of scatter units in the Town. In June, the Authority was notified by Him that these applications were placed in the "Very Good" category in the Pipeline Ranking System. Since that time, the Authority has modified the Family application to be reduced to 12 units, inasmuch as a recent Survey taken by Metrapblitan Area Planning Council (M.A.P.C.) has shown this to be a more realistic figure for acquisition within one year. Under the State's Modernization Program, several improvements were mad at the Frank D. Tanner Drive Housing Project, with funds left over from the previous year. Work to correct structural deficiencies on existing porches, waterproofing same, exterior painting and replacement of shutters were all corn pleted during this year. Through these funds, the Authority has been able to continually upgrade the Project, and keep it a source of pride to the communit, Application has also been made this year through the State's Chapter 6 Program, for housing retarded adults in a home purchased by the Authority, and run with supervision through the East Middlesex Association for Retarded Citiz (EMARC) personnel. This has not yet been approved officially. The Reading Housing Authority feels that the year 1981 was one of in serving the housing needs of the Town.
