December 14, 1981
(W The Reading Housing Authority met in regular session on Monday, Decembe
14, 1981 at 700 P.M. at 22 Frank D. Tanner Drive in the Town of Reading,
Massachusetts. Notice of this meeting was properly posted in accordance with
the By -Laws.
The meeting was called to order by the Chairman, Mr. Dempster. Those me
bers also present were Mr. Westra and Mr. Rand, forming a quorum. Mrs. Pierce,
the Executive Director, was also present.
Upon a motion made by Mr. Westra and seconded by Mr. Rand, it was
VOTEDs To accept for the records the Minutes of the regular meeting h
November-=0, 1981, copies of which had been previously mailed to all members.
The Chairman thereupon declared said motion carried and said vote in effect.
Upon a motion made by Mr. Westra and seconded by Mr. Rand, it was
VOTEDs To approve and pay checks and bills in the amount of $10,884.34 for
667 -C, ZT7866.66 for Section 8. A list of these checks is attached hereto an
made a part of these Minutes.
The Chairman thereupon declared said motion carried and said vote in effect,
the checks were signed.
Mrs. Pierce reported on the financial situation of the Project. As of
%ovember 30, 1981, the balance in the BayBank Middlesex checking account was
Oil,534-90. With the yment of the above approved checks, this account showed
a deficit balance of 1,616.14. The balance in the M.M.D.T. savings account x
$26,655.59 plus interest. Mrs. Pierce reported also, that all rents for the
month of December, totalling $7,720 were collected.
At this time, a motion was made by Mr. Rand and seconded by Mr. Westra,
and unanimauslys
VOTEDs To withdraw $2,000 from the M.M.D.T. account to pay for the
December-riMs, and to approve the Financial Report as read.
The Chairman thereupon declared said motion carried and said vote in effect, and
Mrs. Pierce drew a check from the M.M.D.T. account for signatures.
At this time the subject turned to the Housing Authority's application fo
funding under the Low Rent Public Housing Program with H.U.D. Members of the
League of Women Voters were present to discuss with the Board, some new developm nts
concerning this application.
Mrs. Pierce advised that she had been in contact with Jane Johnson from
HUD concerning the status of the applications for 40 units of elderly housing
and 30 units of acquisition with minor rehabilitation, for families. As:requesi
by the Board at the previous meeting, Mrs. Pierce had also had discussions with
the Housing Directors of Concord and Wayland concerning their experiences with tY
implementation of the Program in their respective Towns. Mrs. Pierce said she t
hnson had explained that there were many problems obtaining units, clearing

relocating families currently in the units, obtaining certifications from ins]
tions, etc. and this was discouraging to some of the Authorities with limited
staff as the paperwork and time spent on each acquisition was substantial. S)
also said that "minor rehab." really could not exceed approximately $2,500 ark
units obtained must be in almost "move -in" condition. The M.A.P.C. Survey of
Housing Turnover and Prices in the Town of Reading, indicated a number of one,
two and 3- family units having been sold in the Town over the past year, which
would be within the purchase price HUD allows, but it was felt that most of
these dwellings would require more rehab. than would be cover ed under HUD's
allowance to bring them up to standard.
Harold Wyatt of the LWV spoke about the possibility of purchasing two
3- family houses on Lincoln Street in Reading which he has reason to believe
would be up for sale if the Authority was interested. He agreed to put toge
a short description of the properties for the Board's submittal to HUD.
Mrs. Pierce advised the members that she had not yet submitted the
"Survey" to HUD, after her talk with Jane Johnson last month, as she indices
that the Authority may be more likely to be funded if they requested a more
realistic proposal for the units they could obtain within a year.
Therefore, with the hope of obtaining the six units referred to above,
and the possibility of at least six more, a motion was made by Mr. Rand and
seconded by Mr. Westra, and unanimously:
VOTED: To amend the Reading Housing Authority's Application for Public
Housing family units by reducing the request to 12 units, with supportive mater
as discussed.
The Chairman thereupon declared said motion carried and said vote in effect, an

The members of the League left the meeting at this time.
Next on the Agenda, was an Application for the 4th and final payment
the Contractor, R. J. Cronin, on the Modernization Contract for Painting, Wa
proofing Porches and Exterior Repairs. All work specified under this Contra
had been completed and approved by the Architect, Rick Heym. Therefore, up
a motion made by Mr. Westra and seconded by Mr. Rand, it was unanimously;
VOTED: To approve the payment of $2,216.65, the balance on the Con
with R. J. Cronin Company, and to authorize the Chairman to sign all necesm
completion documents.
The Chairman thereupon declared said motion carried and said vote in effect,
papers were signed for submission of final approval from E.O.C.D.
Mrs. Pierce brought before the meeting, the matter of office space. S:
would like to have Pat Ren zello, Section 8 Administrator, in the office when
she is in; the way it is currently, she moves into the Recreation Hall when
and Mr. Crouse are in on the same day. This makes for a lack of privacy for
Section 8 tenants, as there are usually classes going on in the Hall at the &
time.

During the month, the Discount Office Furniture Company in Cummings Par ,
(W Woburn, had featured a special 1 price sale on office desks. Mrs. Pierce said
she had inquired about them, and obtained a promise from the owner that he wou.d
hold the low price of $127 for her until a purchase could be arranged. Mrs. Pierce
said she felt that if the two large pieces could be removed from the office, tiat is,
her desk and the big conference table, - there would be room for 3 smaller des s like
the one on sale. She had called a used furniture man in Reading, and he had offered
her $125 for the two pieces now in the office. Currently, there are funds in he
Section 8 Program which could be used for this purpose, and Mrs. Pierce asked hat
the Board consider this arrangement.
Upon a motion made by Mr. Rand and seconded by Mr. Westra, it was
VOTED: To obtain the 3 new office desks as needed, and buy chairs as
necessary for the staff and Authority members' meetings, using Section 8 Admin s-
trative funds, crediting this account with the money obtained from the current
used furniture sale.
The Chairman thereupon declared said motion carried and said vote in effect.
There being no further business to come before the meeting, and upon a i
duly made and seconded, it was unanimously voted to adjourn the meeting,and tht
Chairman thereupon declared the meeting adjqurned at 9:45 P.M.
