HomeMy WebLinkAbout1981-11-10 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Regular Meeting - November 10, 1981 The Reading Housing Authority met in regular session on Tuesday, Novemt 10, 1981 at 7:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massa usetts. This date was a departure from the regularly scheduled meeting date a notice had been properly posted in accordance with the By -Laws. The meeting was called to order by the Acting Chairman, Mr. White, in a of Mr. Dempster. Those members also present were Mr. Westra and Mr. Rand, form A quorum. Mrs. Pierce, the Executive Director, was also present. Upon a motion made by Mr. Westra i and seconded by Mr. Rand, t was unani mouslys Vr: To accept for the records, the Minutes of the regular meeting October 12, 1981 and the Special Meeting of October 20, 1981, copies of which h previously been mailed to all members. A list of these checks is attached heret Z hd made a part of these Minutes, and had been previously mailed to all members e Acting Chairman thereupon declared said :motion carried and said vote in eff At this point in the meeting, Mr. Johnson, Vice - Chairman, entered and t, over the meeting. At this time Mrs. Pierce reported on the financial condition of the Authority, declaring the balance in the BayBank checking account as of October 30, 1981, to be $1,502.49. During the month, a State subsidy check was receiv in the amount of $8,452 which was deposited into this account. Therefore, aftel payment of the above checks, the balance was $10,034.90. The balance in the M.M.D.T. savings account was $17,890.66, $7,300 of which were Modernization funds which were being held for future payments. It was also reported that all rents were paid for the month of November, totalling $7,641. Inasmuch as the checking account showed the large balance reported above, a motion was made by Mr. White and seconded by Mr. Rand, and unanimously: VOTEDs To write a check on the BayBank account to be deposited into the M.M.D.T. savings account for interest, in the amount of $8,500, and also to accept the Financial Report as read. The purpose of this Report was to lend support to the Reading Housing Authority' application for funding by HUD under the Lox Rent Public Housing Acquisition (,?rogram. The application calls for 30 units requiring only minor repairs to Ix acquired during a one year period to house lox income families. EA The Report showed that during the period July 1, 1980 through June 30, 1 81, 17 one - family homes under $60,000, 8 two - family homes under $94,000 and l 3-f ly house were sold in the Town of Reading. Inasmuch as HUD only allows $60,000 or the purchase of a single unit, which must include the rehabilitation and the n- istrative costs incurred, there was some question as to whether or not these ho es sold would have been acceptable. However, the Board agreed that this would be good way to help the lower income families in the Town, and wants to continue t pursue this funding request. Wendy Plotkin of MAPC, who is assisting the Authority with this Project, suggested that contact be made with two other Authorities who had been involved in this Program recently, - Concord and Wayland - to discuss their experiences and how Reading could deal with some of the problems which they have have encoun The Board Muested that Mrs. Pierce get in touch with them on this matter. Wen also said that she could possibly provide some technical assistance on setting u a standards schedule to use in inspecting the houses involved, if the Board woul request it of MAPC. However, it would be necessary, if funding became availabl for the Authority to contract with an architect to determine the acceptability o a unit for purchase, and the amount of repairs necessary to bring it up to stand The League members said they would request permission from their organisation to assist in any way that they could on this Program. Therefore, upon a motion made by Mr. White and seconded by Mr. Rand, it w animously: VOTED: To verify with Wendy Plotkin, the portion of the Housing Report to be suba tted to HUD, and then forward it with the Board's recommendation that it be used in support of their recant application. The Vice - Chairman thereupon declared said motion carried and said vote in effect Mr. Johnson thanked the League members for attending, and they left the meeting at this time. Mrs. Pierce distributed to the Board, a balance sheet and computation of Administrative Fee report on the Section 8 Program, which had been put together by Rick Fenton. It was noted that the Authority continues to build up an exc* of funds on administrative expense. Also, the recent quarterly report from E.O.C.D. on their Section 8 units funded in Reading, show that only 6 units are now under lease, as compared to as many as 14 at this time last year. Mr. Johnson suggested that Mrs. Pierce call that office, just out of interest, to see what has caused this decrease. Under the "Old Business" on the Agenda, Mr. Westra said he'd be interests to learn if the Project has shown any savings in energy over the past year since the additional insulation was installed and the windows caulked. Mrs. Pierce said she would check with Rick Heym to see what figures she could supply him with to btain ;this information. 2. There being no further business to come before the meeting, and upon a motion duly made and seconded, it was unanimously voted to adjourn the meet n, and Mr. Johnson declared the meeting adjourned at 9s00 P.M.
