HomeMy WebLinkAbout1981-03-09 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Regular Meeting - March 9, 1981 The Reading Housing Authority met in regular session on Monday, March , 1981 at 7 :30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. In the absence of the Chairman, Vice - Chairman Frank Johnson called the meet- ing to order. Those members also present were Mr. Ogden, and Mr. Westra, forking a quorum. Mrs. Pierce, the Executive Director, was also present. Upon a motion made by Mr. Ogden and seconded by Mr. Westra, it was unanimously: VOTEDs To accept for the record, the Minutes of the regular meeting held February 9, 1981, copies of which had previously been mailed to all members. The Vice - Chairman thereupon declared said motion carried and said vote in effect. Upon a motion made by Mr. Westra and seconded by Mr. Ogden, it was unanimously: VOTED': To approve and pay checks and bills in the amount of $10,132.61 for 667 -C and to ratify the signing of checks in the amount of $848.33 for Section 8, and approve a check in the amount of $1,645 for the Modernization Program. A list of these checks is attached hereto and made a part of these Minutes, and had been previously mailed to all members. The Vice - Chairman thereupon declared said motion carried and said vote in eff ct. It was reported at this time that the balance in the BayBank Middlesex checking account for 667 -C was $537.32 as of February 28, 1981. If all of the above checks were paid at this time,: this account would show a deficit balance of $2,639.29• Therefore, a motion was made by Mr. Ogden and seconded by Mr. Westra, and unanimouslyr VOTED: To withdraw $3,000 from the M.M.D.T. savings account to be posited into the BayBank checking account to cover current expenses. The Vice- Chairman thereupon declared said motion carried and said vote in The balance in the M.MDT account as of the date of this meeting was $30,669.59 plus interest. Mrs. Pierce also reported that all rents had been collected for the month of March, totalling $6,956.00. Upon a motion made by Mr. Westra and seconded by Mr. Ogden, it was unanimo VOTED: To accept the Financial Report as read. The Vice- Chairman thereupon declared said motion carried and said vote in effect. Mr. White entered the meeting at this point, making a total of four bers present. 1. Several letters from John Zorabedian, Chairman of the Reading Planning were brought to the attention of the.meeting. One was a copy of a letter from to the Board of Appeals concerning the proposed elderly housing project on Bay Road by the Congregational Church. It outlined the various concerns which the Planning Board had with respect to parking, neighborhood impact, and safety of pedestrians and vehicles. Mrs. Pierce reminded the members that another meeti on this subject was going to be held on March 11, 1981 at the Community Center Another letter from the Planning Board concerned a Conference which wa forthcoming by E.O.C.D. on School Building Reuse. This was still in the plane stage, but they asked for any suggestions that local officials may have on the subject. Board him State A third letter from Mr. Zorabedian requested that Janet Pierce represent him at an MAFC meeting in Boston on March 16th. Mr. Zorabedian is a member of MAPC's Technical Advisory Committee and he cannot attend the meeting, pnd since the subject will be housing, he felt Mrs. Pierce could take his pla=ce and.take notes. Mrs. Pierce said she had contacted the person running the meeting and he said they would be happy to send Minutes of the meeting to Mr. Zorabedian, she felt that Monday was a bad day to be out of the office as it is generally busy on Mondays. The Board agreed and asked that she inform Mr. Zorabedian of the Board's feelings and the comment of the offical from MAPC. Mrs. Pigtce advised the members that she was in the process of completing the application for Low Rent Public Housing funds which was voted upon at the last meeting. Wendy Plotkin of MAPC had come to the office to assist her and Patricia Renzello with the forms involved. During this process, it was found that it would be necessary for the governing body of the Town, the Board of Selectmen in Read g's case, to sign a Cooperation Agreement with the Authority before the application would be considered. Mr. White had read over the form and felt that the Selectmen would not sign it without discussing many of the conditions contained in it wit the Board. Rowever, Mrs. Pierce was asked to fill in the Authority's portion and send it along, suggesting to the Selectmen that they meet with the Authorit if they would like at a convenivnt time for all. In the meantime, Mrs. Pierce said she would be getting the rest of the application put together as agreed. A letter from E.O.C.D. was read concerning funding availability for Chapter 705 and 667 housing developments. Proposals are due in by April 30th. Mrs. Pierce said that Wendy Plotkin had asked that the Authority consider apply ing for these funds as she felt that there was a possibility that they could be in line for some consideration. However, the letter states that priority woul be given to applications for combined elderly and family housing developments (which the Authority does not feel strongly about) and where suitable sites would be contributed locally. The application forms themselves indicate that the Authority should ha a specific site or building in mind when applying, inasmuch as the Authorit does not have this 1pformation at this time. Because of these facts, as well as the Authority's current involvement in applying for the Low Cost Public Hous . funds through HUD, and the State Chapter 689 funding for retarded citizens, it was the general feeling of the Board that they do not get involved in another application process at this time. „► Next on the Agenda, was the subject of the air conditioner charges to tenants for the coming year. Authorities have been awaiting word from E.O.C.D concerning the cost and the manner in which payments are to be made since the n leases went into effect, and finally a directive has come through, as follows: 2. Cooling Season (June 1 - Sept. 1) $15 per mo. or $45 /season Off Season (Sept. 2 to May 31) $10 per month Mrs. Pierce explained that the feeling of E.O.C.D. is that Air con should be taken out of windows during the off - season to prevent heat loss through the opening, thus the charge of $10 if the units remain in the wi There was discussion as to the inability of some elderly to have the unit taken in and out of the window and also the problem of storage. Therefore, it is the recommendation of the Board that tenants who do not have family members to handle this problem, can pay $5 per season to have the maintenance man perform this chore while he is on duty. The cost will be used as additional accounts receivable for this account. If the tenant wishes to have the air conditioner put in before June 1st, and wants to leave it in after September lst, they must pay the $10 charge. If the tenant has a storage problem, they will be allowed to keep the uni in the hall closet, if there is room, or on the porch with-proper coverin Mrs. Pierce said she planned to hold a meeting with the tenants wb own air conditioners to explain this new method of payment to them, and i will go into effect June lst. There being no fur t her business to come before the meeting, and upon a motion duly made and seconded, it was unanimously voted to adjoin and the Chairman adjourned the meeting at 9 :00 P.M.
