Minutes of the Special Meeting - October 29, 1984
The Reading Housing Authority met in Special Session at 7:30 P.M. on
Wednesday, October 29, 1984, at 22 Frank D. Tanner Drive in the Town of Reading,
Massachusetts. Proper notice of this meeting was posted by the Executive Direc-
tor in accordance with the provisions of Chapter 39 of the General Laws, as Eimended.
The meeting was called to order by the Chairman, Mr. Dempster. Thos
members also present were Mr. Westra, Mr. White, Mrs. Swain, and Mr. Rand,
forming a quorum. Mrs. Pierce, the Executive Director, was also present.
The purpose of this meeting was to approve the 1984 -85 667-C Budget.
But, first of all the Authority was visited by neighbors abutting the prope
at 74 Bancroft Avenue, the 689 Project.
During that week, the person who had been in residence there since
July of 1983, Peter Kohm, had moved out. Mrs. Pierce had heard of a family
who were in need of a temporary residence through the oil dealer, S. M. Hodson;
and after meeting them and feeling it would be a satisfactory arrangement for
them, as well as the Authority, she had signed an agreement with them to movo, in.
Apparently, the commotion of their moving in over the previous weeken
had upset the neighbors who did not know what was really going on with the�use
4Wof this house. They wanted to hear straight from the Authority concerning their
future plans. There was then much discussion concerning the background of the
Program, and the fact that the Authority had no idea, going into this originally,
that the whole process of renovating the house, and placing the residents th ,
would go on for the length of time that it has.
Mrs. Pierce also apologized for not keeping the neighbors more informe
as to what was going on, and promised to keep the lines of communication open
from now ono The Board thanked the neighbors for coming, and requested tha
they attend any meeting they wished to in the future, and to advise Mrs. Pier
of any problems with the current residents there. It was the hope that the
Project would soon be completed - at least by early Spring - and the neighbor
would have no further problems.
The neighbors left the meeting feeling more informed, and hopefully ha
ing more confidence in the Authority's handling of the Project.
Before getting into the Budget, the subject of the 705 Program was brojaght
before the meeting. A letter from Curtis Davis, Staff Architect for EOCD on
this Program, was read, in which he summarized his observations of the potential
Family Housing sites which he visited in Reading on October 2nd. The three sites
preferred are:
1. The Pearl and Audubon Street sites
2. The Oakland and Waverly St. site
3. The Wilson and Pleasant St. site
LV All of the above, it stated, conformed to EOCD site selection criteria.
He then went on to more detail about each site, stating the pros and cons for
development, and advised the Board to meet with key Town officials to prepared,
an article for the warrant for a future Town Meeting.
