(W Minutes of the Special Meeting - March 19, 1984
The Reading Housing Authority met in Special Session at 7 :30 P.M. on Monday,
March 19, 1984, at 22 Frank D. Tanner Drive in'the Town of Reading, Massachusetts.
Proper notice of this meeting was posted by the Executive Director in accordance
with the provisions of Chapter 39 of the General Laws as amended.
The Meeting was called to order by the Chairman, Mr. Dempster. Those members
also present were Mrs. Swain, Mr. Westra and Mr. Rand, forming a quorum. Mrs.'
Pierce, the Executive Director, was also present.
The purpose of this meeting was to discuss in,detail the Proposal for Funding
under the State Chapter 705 Program for low- income family housing. Mrs. Pierce
stated that she had attended the meeting in Framingham on March 14th, and learned
more about the application process, and what the funding priorities would be. First
of all, the Directors were told that the funding is going to be in two stages, dur-
ing the first part of May - and then later in the year. Authorities who are not
funded in the first round, should not be discouraged, as only half the money will be
committed at that time, and all applications not funded will be considered later.
They can be changed or amended at any time before the second funding round. The
emphasis for the spending of the money is on family housing, and if an Authority sub-
mits an application for elderly, or congregate housing, they must submit an applica-
tion for:ane.f Aily unit for every four elderly units requested as well. Those
Authorities requesting family units only are most welcome to submit a Proposal for
any number of units - new construction, or acquistion with rehab. - anything is'
(;;tisfactory.
Also, in submitting a Proposal under the 705 Program, one does not have to be
site - specific, but if the Authority has a particular property in mind, they may
specify, although all sites will be considered as tentative until final approval
is given by E.O.C.D.
Although the literature given in the package mentions the figure of $40,0100
per unit for multi - family houses, Mrs. Pierce said she was told by Kathryn Kasich
who heads up this Program, that they could go as high as $60,000 depending upon the
costs of real estate in a particular Town.
The six -unit property mentioned at the previous meeting is at 256 -274 Haven
Street in Reading and are comprised of 3 -6 room and 3 -5 room apartments, and are
owned by Morley Realty Trust in Wakefield. Mr. Morley has provided the Board with
a "fact sheet" about the property and a copy of the lot plan. These buildings
need extensive rehab. and the owners said they would consider an offer in the area
of $255,000.00.
It was the feeling of the Board to use this property as a basis for the Pro-
posal, knowing that they would hot be committed to this site, but that having a
particular plan in mind, could give them some priority. Therefore, after still
further discussion, a motion was made by Mr. Westra and seconded by Mrs. Swain,
and unanimously:
VOTED: That the Reading Housing Authority submit a Proposal for Funding
(Wnder the State Chapter 705 Program for six units of low- income family housing.
The Chairman thereupon declared said motion carried and said vote in effect.

Mrs. Pierce was instructed to prepare a draft of a letter to the Board of
Selectmen which Mr. Dempster would approve and sign, advising them of the Authority's
plan to fulfill their commitment in this regard. Also, the Application requires`,
that the Town provide support and certain commitments in this Project, and even
some capital funds if available, and this letter would contain the Authority's
request for their cooperation as specifically requested on the Forms.
A Resolution of Compliance with E.O.C.D's Housing Management Rules and
Regulations was read at this time. Mrs. Pierce said that this was a necessary
part of the Application and she must attest that it was adopted by the Board an
the form provided.
Accordingly, a motion was made by Mr. Westra and seconded by Mr. Rand, and
unanimously:
VOTED: To adopt the Resolution of Compliance, as stated above, for sub-
mission with the Application for the State Chapter 705 Program.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce said she would begin immediately to get this Application under-
way, as it is due at E.O.C.D. by April 9th, and she'.Would need to spend a large
portion of her time putting it together.
Next, a'motion'xas made by Mr. Rand and seconded by Mrs. Swain, and
unanimously: r
VOTED: That the Meeting go into Executive Session..
The Chairman thereupon declared said motion carried and said vote in effect.
There was discussion concerning an elderly applicant at this time.
Upon a motion made by Mr. Westra and seconded by Mr. Rand, it was unanimously:
VOTEDs That the Meeting go out of Executive Session.
The Chairman thereupon declared said motion carried and said vote in effect, and
the meeting returned to regular session.
It was decided at this time to hold another Special Meeting on Tuesday,
March 27 or Thursday, March 29, whichever was best with Mr. White, to take up the
matter again which was discussed above in Executive Session.
There being no further business to come before the meeting, and upon a
motion duly made and seconded, it was unanimously voted to adjourn the meeting,
and the Chairman thereupon declared said meeting adjourned at 8 :45 P.M.

RESOLUTION OF COMPLIANCE
Whereas, the Reading Housing Authority wishes to execute a
Contract for Financial.Assistance for the development of state -aided housing.
NOW THEREFORE be it resolved:
The Reading Housing Authority hereby adopts all the regulations.of the
Executive Office of Communities and Development. These regulations include, but
are not limited to, the following:,
A. Regulations Prescribing Lease Provisions for State Aided Public
Housing, effective March 1981;
B. Regulations for Tenant Grievance Procedures in Massachusetts, as
amended May "1976;
C. Regulations for Eligibility in State Aided Public Housing, effective
April 1980;
D. Regulations. for Tenant Participation in the Administration of Public
Housing; as-promulgated May 1976;
E. Regulations Prescribing Standards and Procedures for Tenant Selection"
and Tenant Transfer, as amended May 1976;
F. Regulations Prescribing Standards of Conduct for Public Officials and
Employees of Housing and Redevelopment Authorities, as promulgated
August 1977;
G. Regulations for the.Determination of Rent in State Aided Public
Housing, effective September 1980;
H. Regulations for Affirmative Action Governing Local Housing Authorities
as promulgated September.1978;
and all other regulations of the Executive Office of Communities and
Development.which affect, the operation of Local Housing Authorities..._
BE IT FURTHER resolved:
That the Reading Housing-Authority understands the requirement
that, if awarded a planning grant "for new construction or substantial-
'rehabili-tation, it must complete initial planning, including but not limited to, the
selection of professionals, site control, schematic designs, and to obtain all
local approvals and commitments within a period of 180 days from receipt of the
planning grant, and that to the best of its knowledge and belief the requirement
can be met.
