Tanner Drive in the Town of Reading, �y tt Notice of the meeting had been Properly posted in accordance with the By- Iaaws.�etts. The meeting was called to order by the Chairman, Mr. Dempster. Those mem- bers also present were Mr. Rand, Mrs. Swain and Mr. White, forming a quorum. 'Mrs. Pierce, the Executive Director, was also present. Before going into the regular order of business, the Board heard from J' f Cook, Architect on the office expansion project. For this portion of the meeting, Patricia Rensello and James Muise were also present, as was Barbara Cook, the Architect's assistant. Mr. Cook gave each person attending, copies of the Documentation of the previous Meeting of November 22nd, an Outline for the Specifications for Bids,' and an & timate of Project Construction Costs, for their information. He then' exhibited his Design Development Drawings for the Board's review and answered the questions put to him concerning them. Mr. White mentioned that Mr. Cook should be sure to clear everything with the Building Inspector of Reading for any zoning, violations. The Architect said he wanted to take further measurements in the exi$ting building and would be in touch with Mrs. Pierso to set up a date. He agreed that he would meet with Mr. Stamatis, the Building Inspector, and report back to the Authority at the next meeting. At this point, he and BarbarA Cook, and', Patricia Rensello and Jim Muise left the meeting. Next, a motion was made by Mr. White and seconded by Mr. Rand, and unani- mously: VOTED: To accept for the record, the Secretary's Report for the Meeting of January 9, 1984, copies of which had previously been sailed to all members.', The Chairman thereupon declared said motion carried and said vote in effect. Prior to the meeting, copies of the Annual Report for 1983 were sent to'iall members for comment. Mrs. Pierce distributed copies of this revised Report f the members' review, and upon a motion made by Mr. Rand and seconded by Mrs. 3eiain, it was unanimously: YOTED: To approve the Annual Report for 1983 for distribution as required by the Regulations. The Chairman - thereupon declared said motion carried and said vote in effect. Another motion was made by Mrs. Swain and seconded by Mr. Rand, and unani- mously: VOTED: To approve and pay checks and bills for 667-0 in the amount of Q 16,730.7 -and to.rstify-and approve checks for the Section 8 Program in the mount of $1,743.28. A list of these checks is attached hereto and made a part of these Minutes. 1. The Chairman thereupon declared said motion carried and said vote in effect, and the checks were signed. Mrs. Fierce reported to the members that the balance in the BayBank Middljesex Checking Account.was $928.11 as of Jan 31, 1984. As of February 1 th the of this meets January r3' 3 � date meeting, and after payment of the bills due at this time, this account slowed a deficit balance of $6,507.31. The balance in the Massachusetts Municipal De�osi- tory Trust savings account was $25,782.55 plus interest. It was also reported that rents for the month of February totalled $8,693, with one still due in the amount of $86 from an incoming tenant. Upon a motion made by Mr. White and seconded by Mr. Rand, it was unanimously: VOTED: To withdraw $5,500 from the M.M.D.T. savings account to be deposited into the ��-C checking account, noting that a Section 8 reimbursement check was'also forthcoming to cover expenses; and also to accept the Financial Report as read.) The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce gave a report to the members concerning the Energy Conservation Funds recently received from E.O.C.D. She stated that during the month, she has spent much time trying to obtain competitive prices on the various projects which has bgen very frustrating. The only positive action was the purchase of replace- ment flourescent fixtures for all 20 Emergency Halls at a very reasonable price. These fixtures can be screwed into the current ineandmeent fixtures by Jim Muise, and they only burn 12 watts, but give the light of the current 60 watt bulbs which burn 24 hours a day. Mrs. Pierce requested that Mr. Rand replace Mr. Nestra,xhq is recuperating from surgery, to assist her in making decisions over the next couple of seks on the other projects planned. This was agreeable, and Mr. Rand said he Mould %pet up a meeting shortly.: On the Chapter 689 Program, there was little progress to report. It was the general feeling among the members that since the home at 74 Bancroft Avenue was pur- chased last February to be used as a Community Residence for the retarded, renovaf- tions should have at least been underway at this point. As it stands now, adver -j tisements fm Bids from Contractors have not even been posted. Mr. Dempster asked that Mrs. Pierce have John Walker, the Architect on this Project, and representa tives from EMARC, the sponsors, attend next month's meeting in order that-the Board be informed of exactly why things have gone along so slowly and just what the status of this Project is at this time. On the smoke detector replacements, Mrs. Pierce stated that Simpler; has sjtill not returned the detectors they took out over a month ago for desensitising, and that she planned to starting putting a little pressure on them to return the original !, detectors to the Project, and complete this contract once and for all. The subject of the Authority's Workmen's Compensation Insurance was brough',t before the meeting inasmuch as the renewal is due March lat. Mrs. Pierce said she had made inquiry to the Massachusetts Inter -Local Ins. Association, which many of the Housing Authorities zre.�now using for their coverage. They are able to prov�de higher dividends to Authorities based on each individual record of claims which i the only way money can be saved on this insurance since the rates and categories e set by the Massachusetts Insurance Commission. The members thought this was worth a try, and advised Mrs. Pierce to send the necessary letter of intent to begin cover - e with their agent on March 1, 1984. She also stated that this policy would only through June 30, 1984 and renewed again in July, in order to have it run concur- rently with the fiscal year. 2. Permission was requested of the Board to replace the typewriter used by Patricia Rensello which was an inexpensive model purchased a few years ago after he office robbery. Since her work requires considerable typing, the current rt- tble type is really not adequate and produces a poor copy. Since this typewriter r was purchased with Section 8 funds, it could be traded in towards a newer model and paid again with Section 8 money which is available. It was agreed that Mrs. Pierce could begin to obtain some prices on a suitable model, and report back at a later meeting. A subject which was previously mentioned at a meeting some time ago, but had never been resolved, was again brought before the Board. It had to do with the' Authority's policy on accepting the application of a retarded adult under the Eligibility regulations with respect to the "handicapped ". Since a young woman who is slightly retarded but capable of living alone, had applied to live at the elderly project, Mrs. Pierce had made verbal inquiry to E.O.C.D. and was told that the Board should make its own policy. However, upon reviewing the Eligibility requirements, there was mention In it that only projects built after 1977 were required to accept the handicapped.', The Baaed felt that this should be clarified to establish a policy which could be used for this case, and in the future, and requested that Mrs. Pierce write to the Field Representative from E.O.C.D. concerning this matter. At this point, a motion was made by Mr. While and seconded by Mr. Rand, and unanimously: VOTEDt That the meeting go into Executive Session. W 'he Chairman thereupon declared said motion carried and said vote in effect. Discussion at this time concerned an elderly applicant for housing, Mrs. Violet Weston. A motion was made by Mr. White and seconded by Mrs. Swain and unanimously: VOTED: That the meeting go out of Executive Session. The Chairman thereupon declared said motion carried and said vote in effect. There being no further business to come before the meeting,and upon a motion duly made and seconded, it was unanimously voted to adjourn, and the Chairman there- upon declared said motion carried and the meeting was adjourned at 9:30 P.M.
