Minutes of the Regular Meeting - November 15, 1983
The Reading Housing Authority met in regular session on Tuesday, November 15,
1983, at 7:30 P.M. at 22 Frank D. Tanner Drive inthe Town of Reading, Massachusetts.
Notice of this meeting had been properly posted in accordance with the By -Laws.
The meeting was called to order by the Chairman, Mr. Dempster. Those members
also present were Mr. Rand, Mrs. Swain and Mr. Westra, forming a quorum. Mrs. Pierce,
the Executive Director, was also present.
A motion was made by Mr. Rand and seconded by Mrs. Sprain, and unanimously:.
VOTED: To accept the Secretary's Reports for the regular meeting held
October 10, 1983, and the Special Meeting of October 17, 1983, copies of which had
previously been sent to all members.
The Chairman thereupon declared said motion carried and said vote in effect.
Next, a motion was made by Mr. Westra and seconded by Mr. Rand, and unanimously:
VOTED: To approve and pay checks and bills for 667 -C in the amount of $9,618.20
and $2,420 for the Section 8 Program and $42.40 for the 689 -1 Project. A list of
these checks is attached hereto, and made a part of these Minutes.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce then reported to the members that the balance in the BayBank
Trust Checking Account for 667 -C was $4,232.09 as of October 31, 1983. As of the
date of this meeting, with the payment of all checks due at this time, the balance
in this account is $4,914.78. The balance in the.Massachusetts Municipal Depository
Trust (MMDT) Savings account was $22,187.86 plus interest.
She also reported that all rents had been collected for the month of November,
totalling $8,713.00.
The extra money in the checking account was from a State Subsidy check received
prior to the meeting, and at this time a motion was made by Mr. Rand and seconded by
Mrs. Swain, and unanimously;
VOTED: To write out a check on the BayBank Trust Account in the amount of
$4,000 for deposit into the Savings account for interest, and also to accept the
Financial Report as read.
The Chairman thereupon declared said motion carried and said vote in effect.
A letter was read from E.O.C.D. announcing the availability of funds on a
one -time only, small scale basis for conservation improvements in elderly housing
projects. Requests had to be into the Modernization Office by November 18th, and
Mrs. Pierce said that she felt this would be a good chance to do some of the smaller
jobs suggested in the recent Audit Report performed by MassSave. This Report docu-
mented the need for such conservation measures, as well as the costs and the savings
estimated, and this would simplify the application process. At this time, the members
reviewed the several work items that Mrs. Pierce and the Maintenance Man, Jim Muise
had suggested which could be covered by the allotted amount, $4,000.00 ($50 per unit).

At this point, Mr. White entered the meeting and was filled in on the topic
for discussion. After a session of debate among the members concerning the pros and
cons of each work item suggested, it was the unanimous opinion of the Board to request
funding as follows:
1. Insulation Kits for the 10 - 100 gal. hot water tanks, one in
each of the buildings.
2. Replacement of incandescent light fixtures with circular flour -
escent fixtures in the Emergency Exits of the 10 buildings.
3. Caulking and weatherstripping on entrance doors, exit door of all
buildings, and windows as funds would allow.
Mrs. Pierce said she would get this request, $long with documenting excerpts
from the Audit Report into the State before the deadline.
Next, a Resolution authorizing execution of an Amendatory Annual Contributions
Contract with HUD for the Section 8 Program was read by the Chairman. This was
discussed briefly at the previous meeting, and increases the number of units funded
from 60 to 75, with additional funds of $69,324.00.
Mrs. Pierce said that all paperwork had been prepared for the Selectmen's
signatures and Opinion of Counsel which is required, and was awaiting the Board's
approval at this time.
Therefore, a Motion was made by Mr. White and seconded by Mr. Westra and
unanimously.
VOTED: 'To approve the Amended Annual Contributions Contract for 75 units
under the Section 8 Rental Assistance Program for a total amount of $268,584.00.
The Chairman thereupon declared said motion carried and said vote in effect, and all
papers were signed by the Chairman.
At this time Mrs. Pierce advised the members that the Architect on the Office
Expansion Project, Jeffrey Cook, would like to present his revised plans to them at
a Special Meeting the following week. It was agreed that Tuesday, November 22nd would
be a convenient evening for all members, and Mrs. Pierce said she would set up the
meeting for that date.
Mr. Westra inquired about the status of the 689 Project, and Mrs. Pierce
said that the Architect, John Walker, had advised her that day that the revised
plans were in the hands of Steve Spinett.) of E.O.C.D. awaiting a conference with
Steve Demos of the Design Selection. Board. The members agreed that too much time
has elapsed from the very beginning on this Project, with each step moving at a
"snail's pace ", and told Mrs. Pierce to call Steve Spinetto on a routine basis, docu-
menting her calls and pushing this project along as fast as possible.
There being no further business to come before the meeting and upon a motion
duly made and seconded, it was unanimously voted to adjourn the meeting, and the
meeting was adjourned by the Chairman at 9:15 P.M.
