Minutes of the Regular Meeting - June 13, 1983
The Reading Housing Authority met in regular session on Monday, June 13, 1983
at 7:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts.
The meeting was called to order by the Chairman, Mr. Dempster. Those members
also present were Mr. White and Mr. Rand, forming a quorum. Mrs. Pierce, the Exec-
utive Director, was also present.
A motion was made by Mr. White and seconded by Mr. Rand, and unanimously:
VOTED: To accept the Secretary's Report for the meeting held on May 9, 1983,
copies of which had previously been sent to all membdi-s.
The Chairman thereupon declared said motion carried and said vote in effect.
Another motion was made by Mr. Rand and seconded by Mr. White, and unanimously:
VOTED: To approve the payment of bills and sign checks for 667-0 in the
amount of 17,631.34 and to ratify the signing of checks for the Section 8 Program
in the amount of $2,473.46 and for the 689 Program in the amount of $403.28. A list
of these bills had previously been mailed to all members, and are attached hereto
and made a part of these Minutes.
The Chairman thereupon declared said motion carried and said vote in effect.
A Financial Report was read to the members which stated that the balance in
the BayBank Middlesex Checking Account for 667 -C as of May 31, 1983 was $257.96.
As of the date of this meeting with the payment of the above checks due at this
time, this account showed a deficit balance of $5,659.92• The balance in the
M.M.D.T. Savings account was $26,807.66 plus interest.
Mrs. Pierce also reported that all rents had beeip.collected for the month
of June, totalling $8,582.00.
At this time a motion was made by Mr. White and seconded by Mr. Rand, and
unanimously:
VOTED: To withdraw $6,000 from the M.M.D.T. account to cover the current
bills, and to accept the Financial Report as read.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce then presented a Proposal for accounting services for all Pro-
grams from Rick Fenton, CPA, in light of Mr. Crouse's upcoming retirement at the
end of the month. Since Mr. Fenton has performed the work for the Section 8 Pro-
gram for sometime, and recently set up the books for the 689 Program, Mrs. Pierce
stated that she has the highest confidence in his ability, and looks forward to his
being available to guide her in all financial matters, as well as provide assist-
ance with Budgets and all E.O.C.D. procedures. His rates were within the guide-
lines set up by E.O.C.D. for 667 -C and reasonable for the 689 Program at this stage
of development. The Board reiterated their agreement of last meeting, to retain
Mr. Fenton on a two -month trial basis.
At this point Mr. Westra entered the meeting and was filled in on prior
proceedings.

In line with this change in office personnel, Mrs. Pierce brought up the subject
of Patricia Renzello's salary for the Section 8 Program and her work on the 667 -C Proj-
ect starting July lst. It was established that she will be working one day a week,
or 7 hours for 667 -C at the rate of $50, or $2,600 annually. Her Section 8 salary of
$11,024 which was based on 55 units would be increased due to the addition of 5 more
units during the past year, to $12,026 for the upcoming fiscal year, making her total
salary $14,626.00.
It was decided also at this time not to get into a discussion of Mrs. Pierce's
salary inasmuch as the 667 -C Budget could not be put together until E.O.C.D. sends
their approval of a spending cap based on the Management Checklist to be discussed
later at this meeting. In the meantime, she is to receive the same salary as she
has been receiving and adjustments will be made later.
Prior to the meeting, Mrs. Pierce had left a copy of the results of the recent
Energy Audit by Mass. Save with Mr. Westra for his report. At this time, he pointed
out to the members many interesting comments and suggestions for conservation as stated
in the Report. There were some that would be far too expensive to implement under
the Authority's restrictive Budget and Reserve Account, but others were reasonable.
It was the suggestion of Mr. White that Mrs. Pierce make copies of this Report
for Mr. Westra and Mr. Rand and that they be appointed as a sub - committee to study
it and make recommendations for the next meeting when the 1984 FY Budget will be prepared.
Mrs. Pierce reported that there were no new developments in the 689 Program.
A Meeting had been s et up with the Architect and E.O.C.D. personnel earlier in the
month, but was cancelled due to the illness of a member of their staff. At this time
there is still no one living at the house at 74 Bancroft Avenue and Mrs. Pierce was
asked to continue to try to find someone to occupy it, as it looks as if it will be
some time before renovations are actually started. Mr. Rand suggested that the Authority
offer it to a family recently burned out of their home in North Reading and it was felt
that this would be a charitable act on the Authority's part, and asked Mrs. Pierce to
look into it further.
Next, Mrs. Pierce reported that the deadline for the applications from Archi-
tects on the expansion of the office had been June 10th, and only three Architects
responded. Mrs. Pierce said that she didn't know if that number was sufficient to
satisfy E.O.C.D. as they are suppose to select three out of a group for the Authority's
interview and subsequent Contract. Hopefully, they won't ask that bid notices be
sent out again.
A letter was read to the Board from E.O.C.D. concerning a Spring Clean -up Pro-
gram to beautify housing projects. Funds would be available for a Project of Reading's
size up to $250, but matching funds must be solicited from local benefactors. After
some discussion, it was decided not to participate in the Program since the deadline
of June 20th did not allow time to become involved in it, and also it was felt that
the general appearance of the Project is good.
Lastly, Mrs. Pierce brought the member's attention to the annual Management
Checklist which she had completed as thoroughly as requested and had them look it
over for comment and sign where indicated on the forms. Part IV of this Report,
"Management Initiatives" gave Authorities an opportunity to describe particular
initiatives taken during the past year, and the Authority had the option to respond
or not, without any negative effects. However, after a brief review of the questions,
Mr. Dempster felt that responses should be made where applicable to show the Authority's
positive approach to the management of the Project and its constant strides, with a
limited Budget, to improve upon it. Mrs. Pierce was then briefed on the responses

to be included with the Report for submission to E.O.C.D.
At this time, a motion was made by Mr. Rand and seconded by Mr. Westra,
and unanimously:
VOTED: That the meeting go into Executive Session.
The Chairman thereupon declared said motion carried and said vote in effect.
During this period there was discussion concerning Board Member, Frank
Johnson.
A motion was then made by Mr. Rand and seconded by Mr. Westra, and
unanimously:
VOTED: That the meeting go out of Executive Session.
The Chairman thereupon declared said motion carried and said vote in effect.
There being no further business to come before the meeting, and upon a
motion duly made and seconded it was unanimously voted to adjourn the meeting,
and the Chairman did so at 9:45 P.M.
