Minutes of the Regular Meeting - January 10, 1983
The Reading Housing Authority met in regular session on Monday, January 10,
1983 at 7 :30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Mass. Notice
of this Meeting had been properly posted in accordance with the By -Laws.
The meeting was called to order by the Chairman, Mr. Dempster. Those members
also present were Mr. Westra, Mr. Rand and Mr. White, forming a quorum. Mrs. Pierce,
the Executive Director, was also present.
Upon a motion made by Mr. White and seconded by Mr. Rand, it was unanimously:
VOTED: To accept for the record, the Minutes of the Regular Meeting held
December 13, 1982, copies of which had previously been mailed to all members.
The Chairman thereupon declared said motion carried and said vote in effect.
A motion was made by Mr. Rand and seconded by Mr. Westra, and unanimously:
VOTED: To approve the payment of checks and bills for 667 -C in the amount
of $12,092.58, and also to approve the signing of checks for the Section 8 Pro-
gram, and Project 689 -1. Copies of the list of these checks had been mailed to
all members, are attached hereto, and made a part of these Minutes.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce reported to the members that the balance in the BayBank Middle-
sex Checking Account for 667 -C was $1,861.98 as of December 31, 1982. As of the
date of this meeting, after payment of the above checks due at this time, the
balance in this account shows a deficit balance of $335.17. The balance in the
M.M.D.T. savings account was $38,120.5.5 plus interest., .
Mrs. Pierce reported also, that all rents for the month of January had
been collected, totalling $8,616.00.
At this time, a motion was made by Mr. Westra and seconded by Mr. Rand,
and unanimously:
VOTED: To deposit a check from the savings account in the amount of
$1,000 into the checking account to cover the deficit noted above, and to approve
the Financial Report as read.
The Chairman thereupon declared said motion carried and said vote in effect.
At this point, attention turned to Mrs. Lucie Cripps and Ms. Nancy Watt,
representatives from EMARC who were in attendance to answer any questions the
Board may have in regard to Project 689-1, the Community Residence for retarded
citizens. First of all, however, Mrs. Pierce brought the members up to date on
the status of things at this point. She advised that January 5th had been the
deadline for bids from Architects on this Project, and a listing of the sixteen
applicants was shown to the Board. At this time, applications had been '.sent to
E.O.C.D. and would be reviewed by a Selection Committee in that office, and the
Authority would receive notice to interview three which they select under this
process. Concerning, the closing date, E.O.C.D had requested that MUM *find
someone woo could live in the h6use' during _ the interim betwden the closing date
and the renovation process. Nancy Watt submitted for the Board's review, an

Agreement between EMARC and a Mr. Willie W. Underwood, Jr. for his occupancy of the
house. The question was raised concerning the responsibility for liability and fire
insurance after papers are passed, and Mr. Dempster asked Mrs. Pierce to check on that
with E.O.C.D. Otherwise, the Board found the Agreement to be in order for submis-
sion to E.O.C.D. Mr. Dempster also asked Mrs. Pierce to advise him of the date of
the closing so that he could try to be there if possible.
The members asked questions of Mrs. Cripps and Ms. Watt concerning the opera-
tion of the house after occupancy such as the Lease, collection of rents, and use of
these funds for maintenance, etc. It was explained that EMARC has a standard Lease
which they will present to the Board at a future date, and changes could be made that
will be agreeable to both parties. The Board, having been satisfied that their
questions were answered for the moment, thanked the EMARC representatives for attend-
ing, and they left the meeting at this point.
A copy of HUD's Management Review of the Authority's Section 8 Program was
distributed among the members. Mr. Segal who conducted the Review reported "no
findings" and seemed very satisfied that all HUD regulations were being followed
and the operation of the Program was being handled competently. He did strongly
suggest, however, that the office space be enlarged if at all possible to include
some privacy for the interviews and discussions of the Program with Section 8 tenants.
Mrs. Pierce said that a Reserve from Administrative money not spent over the
years could be used for this purpose, and that she would check further with HUD and
E.O.C.D. concerning this matter.
Mr. Dempster asked Mrs. Pierce to send the Reading Board of Selectmen a copy
of the Management Review for their information and records.
On the Modernization Program, Mrs. Pierce said that Simplex and Collins
Electric were still in the process of completing their Contracts for the installa-
tion of new smoke detectors and the tie-in between them and the Emergency Call System.
It was hoped that everything would be in operation by the next meeting.
Mrs. Pierce showed the members a Memo from E.O.C.D. in which they submitted
a Checklist and an Energy Consumption Report to be completed on each Development.
It indicated that an Authority's ability to manage its energy resources will be
considered in the future evaluation of the performance rating" for the Management
Incentive Program. Mrs. Pierce said she had completed the Checklist as best she
could and sent it back with a letter to the effect that E.O.C.D. has never acted on
the Authority's request in 1980 for funds for an Energy Audit, and also deleted the
item included in the 1983 Budget for new energy - saving thermostats for apartments.
The letter reiterated the fact that the Authority would be more than willing to im-
plement energy conservation measures providing the funds are made available to them.
There being no further business to come before the meeting, and upon a motion
duly made and seconded, it was unanimously voted to adjourn, and the Chairman there-
upon adjourned the meeting at 9 :30 P.M.
