' MINUTES OF THE REGULAR BOARD MEETING, June 2 2008
A regular business meeting of the Reading Housing Authority was held on Monday, June 2, 2008 at 7:00
P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to
order at 7:10 P.M. with the Chair, Timothy J. Kelley, presiding. Those members present and forming a
quorum were Diane Cohen, Karen L. Flammia, Mary Connors and John Conte as well as the
Secretary/Executive Director, Lyn Whyte.

08 -062 VOTED: To accept for the record the Minutes of the Regular Business Meeting of May 5,
2008, as presented.
Finances Move Mary Second Diane Vote 5 -0
08 -063 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable
Check #1601 -1641 Payroll Summary as presented for May, 2008. Section 8 Voucher Program,
#2606 -2706 as presented.

08 -064 VOTED: To certify receipt of monthly operating statements for all RHA programs for the
month end April, 2008 of the current fiscal year.
Personnel Matters:
- Frank Veglia and Joe Costello complete Fair Housing training in April 2008. This training was
provided by Mass Housing as part of their Tenant Assistance Program.
Report of Proerams:
- Vacancy Report- The elderly development had three turnovers to report this month. All available units
have been leased. A three - bedroom unit at our 705 family development at Oakland has been leased as
of May 6's.
- Sec 8 Report- RHA has leased all vouchers as of June 1, 2008. We will continue to prepare potential
applicants for lease up in the future, as vouchers become available.
- Resident Service Coordinator- Current Tannerville Newsletter provided.
New Business:
Budget planning for fiscal year 2009 is underway. No budget guidelines have been issued by DHCD yet, however, we
will go into our new fiscal year using 2008 budget figures. The Executive Director and maintenance staff recently
completed an inspection of all of our properties m part of a plan to prepare a capital improvement schedule for our
properties. These plans may include roofs, siding, windows, kitchens, porches, etc. at different locations as needed.
- Plans to replace curbing and repair /replace sidewalks should be underway before June 1&, This is a capital project
' being done by the Town of Reading with $90K DHCD Capital Funds awarded to RHA in October 2007.
Executive Director informed the Board of a complaint by our neighbor, Mr. Clark who resides next to our
Summer/Main properties. He alleges that our snow contractor damaged his chain link fence during the winter and
wanted it repaired. He did not call the housing authority but instead lodged this complaint with the local police
department. Executive Director informed Officer Savio that we would address his concerns immediately and suggested
that he contact the RHA directly in the future. Officer Savio relayed my message. Maintenance staff did go to
Summer/Main and observed one of the fittings holding rail had become loose. They will purchase the necessary parts

and repair the fence as soon as RHA can coordinate the repair with adjacent homeowner. RHA staff had suggested we
erect a guardrail along the fence to prevent future damage, however, the Board declined to do that at this time.

c) Presently, nine RFP's have been forwarded by mail to
prospective bidders.
Discuss special meeting to review any bids. (Opening June 18, 2008 @
10:00am ) Board did decide to post a special meeting for June 18, 2008 @
10:000am and changed our July annual meeting to Tuesday, July I, 2008 at
7:00pm to review all bids. RHA will request that legal counsel Brad Latham
join us at bid opening. Executive Director will confirm with Mr. Latham.
Comment from Historic Comm. on the potential resale of Pleasant St.
Executive Director did respond to the letter by email informing the
Commission of our ads for the resale of property being posted at Town Hall,
Boston Globe and Reading Chronicle as well as the Federal Register.
