HomeMy WebLinkAbout2008-11-10 Reading Housing Authority MinutesREADING HOUSING AUTHORITY ' MINUTES OF THE Regular BOARD MEETING, November 10, 2008 A regular business meeting of the Reading Housing Authority was held on Monday, November 10, 2008 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 5:35 P.M. with the Chair, Mary Connors, presiding. Those members present and forming a quorum were Kevin Mulvey, Diane Cohen and Karen L. Flammia as well as the Secretary/Executive Director, Lyn Whyte. Minutes Move Diane Second Karen Vote 4 -0 09 -035 VOTED: To accept for the record the Minutes of the Regular Business Meeting of October 6, 2008, as presented. Finances Move Diane Second Kevin Vote 4-0 09 -036 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #1872 -1932 Payroll Summary as presented for October, 2008. Section 8 Voucher Program, #3086 -3180 as presented. Finances Move Kevin Second Karen Vote 4 -0 09 -037 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end September, 2008 of the current fiscal year. Revised Section 8 Payment Standards Move Diane Second Kevin Vote 4 -0 09 -038 VOTED: To approve updated Payment Standards per K. Rolli's memo. Effective 12 -01 -08 the RHA 101% of FMR would be no greater than: 0BDR 1BDR 2BDR 3BDR 4BDR $1086 $1153 $1353 $1618 $1778 Personnel Matters: - None Report of Proarams: - Vacancy Report- Report provided by State Program Coordinator, Mitch Hudzik. All units at our elderly development are leased. A three- bedroom unit at Oakland Ave has been leased as of 10/30/08. That unit was vacant for fifty -nine days due to the administrative process. All family units are fully leased at this time. - Sec 8 Report- No official report will be provided until Qtr. End December 2008, however, RHA has 122 of its 125 vouchers leased at the present time. We have issued six additional vouchers to qualified applicants in the past month and hope to be fully leased within thirty to sixty days. - Current Tannerville Newsletter provided. Board members were reminded of the upcoming Annual Christmas Luncheon to be held on Wednesday, December 17rh at noon for RHA Tannerville residents. All members are welcome to attend. New Business: - Per ongoing discussions with RHA staff, we requested the Board revise the Fair Market Rents to reflect October 2007 numbers. The change for 2008 was less than t %; therefore, the administrative burden to make necessary changes when adopting 2008 rents far outweighed the small deduction in rents. A revised motion was presented and approved. - At this time, all housing authorities are unaffected by the Governor's most recent budget cuts. - RHA's budget for FY2009 has been approved by DHCD. ' - For discussion: Executive Director asked that R14A consider approaching the Town of Reading to request the use of funds from the Affordable Trust Fund to offset some of the losses incurred by the Housing Authority while trying to development the 75 Pleasant Street property. The Board felt we had nothing to lose by making this request. The Executive Director will draft a letter to the Board of Selectmen and present it at the December meeting for further discussion. Real Estate Matter: - The affordable unit at Gazebo Circle has been sold to a qualified first time homebuyer. The date for passing is set for December 15, 2008.
