HomeMy WebLinkAbout2009-05-04 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE Regular BOARD MEETING, May 4. 2009 A regular business meeting of the Reading Housing Authority was held on Monday, May 4, 2009 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 5:45 P.M. with the Chair, Mary Connors, presiding. Those members present and forming a quorum were Kevin Mulvey, Diane Cohen, Timothy J. Kelley and Karen L. Flammia as well as the Secretary/Executive Director, Lyn Whyte. Minutes Move Tim Second Diane Vote 4 -0 Absent for vote Kevin Mulvey 09 -056 VOTED: To accept for the record the Minutes of the Regular Business Meeting of April 6, 2009, as presented. Finances Move Tim Second Diane Vote 4-0 Absent for vote Kevin Mulvey 09 -057 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #2164 -2200 Payroll Summary as presented for April, 2009. Section 8 Voucher Program, #3675 -3775 as presented. Finances Move Tim Second Karen Vote 4 -0 Absent for vote Kevin Mulvey 09 -058 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end March, 2009 of the current fiscal year. Personnel Matters: - Richard Jones will be working 20 hours per week in the maintenance wea.beginning 4/21/09. This person's salary will be paid in conjunction with AARP federal grant monies. - Executive Director, Lyn Whyte requested permission to attend NERC -NAHRO annual housing conference in June 2009. - Mr. Timothy Kelley's tern on board expires June 30, 2009. He was asked to continue serving the RHA by extending his term. Report of Programs: - Vacancy Report- Mitch Hudzik presented report for all state programs. There was one elderly vacancy at Tannerville as of 3/31/09 but it was leased on 4/16/09. Family program fully leased through April 2009. - Sec 8 Report- Section 8 leasing rate is over 95% with 124 of 125 vouchers issued and placed. We do have three participants leaving program before year end, however, we have issued additional vouchers to compensate. RHA is approaching our fiscal year end with hopes for a continued high leasing rate. - Resident Service Coordinator- Current Tannerville Newsletter provided. New Business: - No new business at this time. ' Real Estate Matter: Executive Director received an email from the Town Manager regarding our possible interest in the purchase of an affordable unit in the vicinity of Cross and Main Street. When this property was first introduced to us, RUA passed due to lower expected subsidies and the overall uncertainty of the market. The Town Manager is willing to look at use of the Affordable Housing 71rust Fund if the housing authority would reconsider its position.
