HomeMy WebLinkAbout2009-06-01 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE Regular BOARD MEETING, June 1. 2009 A regular business meeting of the Reading Housing Authority was held on Monday, June 1, 2009 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 5:30 P.M. with the Chair, Mary Connors, presiding. Those members present and forming a quorum were Kevin Mulvey, and Karen L. Flammia as well as the Secretary/Executive Director, Lyn Whyte. Absent was Diane Cohen and Timothy J. Kelley. Minutes Move Karen Second Kevin Vote 3 -0 09 -060 VOTED: To accept for the record the Minutes of the Regular Business Meeting of May 4, 2009, as presented. Finances Move Karen Second Kevin Vote 3-0 09 -061 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #2201 -2240 Payroll Summary as presented for May, 2009. Section 8 Voucher Program, #3776 -3876 as presented. Finances Move Karen Second Kevin Vote 3 -0 09 -062 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end April, 2009 of the current fiscal year Personnel Matters: None Report of Programs: - Vacancy Report-. Report presented by State Program Coordinator, Mitch Hudzik. 667 development fully leased. There was one vacancy in our 705 Oakland/Waverly development as of 5/4/09. The 3- BR unit was leased on 5/20/09 with an applicant from our wait list. Sec 8 Report- The program has 124 of 125 vouchers leased through May 2009. Additional vouchers have been issued. We hope to be fully leased by fiscal year end June 2009. - Resident Service Coordinator- Current Tannerville Newsletter provided. New Business: - Emergency repairs were done at Summer/Main Street properties. Executive Director informed Chair in advance of authorizing the work to be done as a result of leaking oil tanks. An invoice from Bennett Construction for $7850.00 was provided to board and discussed before approving the Finances Motion 09 -061. - Fenton, Ewald & Associates has proposed an increase for a separate service fee involving the monthly filing of HUD required documentation for the Section 8 program. HUD has changed their mandated reporting process from yearly, to quarterly, to monthly submissions. The $600 yearly fee ($50 monthly) is for accounting services not previously included in our accounting contract. This will be an additional administrative expense for the RHA, however, due to the complicated filing process, it would be beneficial to the RHA to have it done by our accountants. ED will try to negotiate the fee down if possible. Due to the July 0 holiday falling on a Saturday, state agencies across the state will be closed on the Friday, July 3rd. The Town of Reading offices is also closed. Executive Director informed the Board of an impending court eviction from one of our RHA owned properties due to serious breach of Housing Quality Standards and the end result of condemnation of unit by the Town of Reading, Board of Health on May 6, 2009. As of this date, the order has not been lifted, therefore, the RHA must proceed to evict and gain control of the unit. Court date is set for June ' 4, 2009 in Woburn District Court. Real Estate Matter: The Board was brought up to date on the potential purchase of a foreclosed property on the comer of Main and Cross Street in Reading. Timothy Kelley and Executive Director have been gathering available information on the property. As of now, it does not appear to be an affordable property but a standard foreclosure. The law firm is not local and the bank is from out of state. Status of building is unknown at this time. The building may have been foreclosed on during construction stages; therefore, we have no known cost figures as yet. Attempts will be made to pursue the property. Board member, Kevin Mulvey suggested that RHA pursue the possibility of requesting local housing fund dollars to make improvements to some existing RHA properties, namely, the Summer/Main location. The Executive Director will work with the maintenance department to prepare a capital improvement plan for that location and then draft a letter to the Town for thew assistance. By the time the Board meets in August, we might have a confirmation on expected budget levels for housing authorities for the FY2010 to use as a tool in preparing a modernization budget to present.
