' MINUTES OF THE Regular BOARD MEETING, September 14 2009
A regular business meeting of the Reading Housing Authority was held on Monday, September 14, 2009
at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 5:35 P.M. with the Chair, Karen L Flammia, presiding. Those members present and
forming a quorum were Kevin Mulvey, Diane Cohen, Timothy Kelley and Mary Connors as well as the
Secretary/Executive Director, Lyn Whyte.

10-11 VOTED: To accept for the record the Minutes of the Regular Business Meeting of August 3, 2009, as
presented.
Finances Move Tim Second Diane Vote 5-0
10 -12 VOTED: To approve and sign the checkroll/bilholl for the period for Accounts Payable Check #2358-
2415 Payroll Summary as presented for August, 2009. Section 8 Voucher Program, #4073 4165 as
presented.
Finances Move Diane Second Mary Vote 5-0
10-13 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end
July, 2009 of the current fiscal year.
' Personnel Matters:
None at this time.
Renort of Programs:
- Vacancy Report- Monthly report provided by State Program Coordinator, Mitch Hudzik indicated full
lease up in all programs with no turnovers in the past month.
- Sec 8 Report- Executive Director received verbal notice that RHA received 100% on their SEMAP
report and that ranking results in the housing authority being considered a "high performer ". We are
awaiting written confirmation from HIJD. RHA is also over 95% leased in the Section 8 program at
this time. The Board asked that congratulations be extended to Program Director, Kathy Rolli for a
job well done.
- Resident Notices- Current Tannerville Newsletter detailing weekly events was provided.
New Business:
- The exterior painting of the two buildings at our Summer/Main location was completed in the month of
August. This work was done with the use of the Middlesex Sheriffs Department's Work Release
Program. The overall cost of this project was well under $1000.00 per building.
- The RHA will engage the services of the Middlesex Sheriffs Department in early October 2009 to
repaint the exterior of our 74 Bancroft property. We are using the remaining paint from our Summer
Street project to do this work. The approximate budget for this project is $950.00.
- The Board was informed of two ongoing projects at our Wilson Street property. 1) The Town of
' Reading's engineering, health and conservation commissions are working on eliminating the swale
located on the property. All parties have met on site to review the issue and have agreed to address this
potential health hazard by filling the wet area to eliminate the possibility of standing water. RHA hopes
that this matter is addressed in early fall. 2) RHA is continuing with its plans to install a vapor barrier in
the cellar area of the existing house in order to eliminate moisture issues. The expected cost of this
project remains just under $10,000 and our restricted reserves in our RHA- (Tuned program will be
used to offset these costs. This project is on schedule to be completed by mid to end October 2009.
' - An RHA state family student received a $1000 Mass NAHRO Scholarship for this upcoming school
year. On behalf of the Board, the Executive Director forwarded a letter of congratulations to Ms. Hoyt
with wishes for continued success.
Real Estate Matter:
- None at this time, however, the Board would like to continue its efforts to acquire additional
affordable housing if available.
