' MINUTES OF THE Reaular BOARD MEETING, October 5.2009
A regular business meeting of the Reading Housing Authority was held on Monday, October 5, 2009 at
5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 5:37 P.M. with the Chair, Karen L Flammia, presiding. Those members present and
forming a quorum were Diane Cohen and Timothy Kelley as well as the Secretary/Executive Director,
Lyn Whyte.

10-15 VOTED: To accept for the record the Minutes of the Regular Business Meeting of September 14, 2009,
as presented.

10.16 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #2416-
2454 Payroll Summary as presented for September, 2009. Section 8 Voucher Program, #41664260 as
presented.

10-17 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end
August, 2009 of the current fiscal year.
' Personnel Matters:
The Executive Director presented the resume of Gail Donovan for review by the Board in order to fill
one of the two administrative positions open. She will work part-time as support to the Section 8
program. She comes to this agency with an advanced degree and previous housing authority
experience. The Board supported my decision to hire Mrs. Donovan.
- The administrative part-time student intern position will not be filled at this time.
- The RHA has requested the placement of an Operation Able 20 -hour employee to work in the front
office for overall support.
Report of Proerams:
- Vacancy Report- Mitch Hudzik, State Program Coordinator presented her monthly vacancy report
indicating that there were no new lease -ups this month and all state programs are fully leased. The
wait list for the family program is an approximate wait of 10 -15 years. The elderly wait list is now a
2 -3 year wait.
- Sec 8 Report- RHA has received no official notice on SEMAP scoring. That report should be
available soon. Also, we will be pulling from the centralized list by the end of October or early
November due to a small number of voucher holders who will be going off the program.
- Resident Service Coordinator- Current Tannerville Newsletter provided.
New Business:
- The property at 74 Bancroft Avenue is being painted with the assistance of the Middlesex Sheriffs
' Department. A work crew will be on that site from October 5' through October 16, 2009. All local
officials have been notified and RHA will be assigned to that site while the crew is there.
Local permits have been pulled for work being done at 41 -43 Wilson Street. Our contractor will begin
the work to install a vapor barrier in the basement area of that stmcture on October 7. Restricted
reserves from our RHA -Owned program will be used to cover the costs associated with this project.
Also, the Town of Reading engineering, health and DPW departments continue to work on a solution to
eliminate the swale on that property. RHA has been informed that the grade will be brought up in the
area to the rear of home in order to eliminate the standing water at that location. The Executive Director
will keep the Board informed of progress in that regard.
State budget guidelines have been issued indicating a negative 4.7% change. As a retained revenue
agency, this negative budget may not have a huge impact; however, recommendations may be a
conservative approach just the same. The Executive Director and our fee accountants are preparing the
fiscal year 2010 budget for a presentation at the November board meeting.
Real Estate Matter:
- The site known as Cedar Glen in Reading is being sold. The Town of Reading and the Reading
Housing Authority have been informed of this sale due to a clause in the initial comprehensive
permit that contains a right of first refusal in favor of the Town and the housing authority. A
meeting has been scheduled with all parties on October 16, 2009 at 10:30 am at the Town Hall to
discuss the details of this impending sale. Documentation was provided to the Board for their
review. The Executive Director and Board Member, Tim Kelley will most likely attend the
meeting representing the housing authority. Any additional details will be provided to the other
members at the November meeting.
- The Housing Authority, through the benevolence of a local resident, has been informed that a
home at 11 Grand Street, Reading, MA will be donated to us for use as an affordable unit. RHA
legal counsel, Brad Latham, is working with the attorney for this resident to prepare the necessary
paperwork associated with this transfer. The local resident has requested anonymity. The
Executive Director will provide more details as they become available.
