HomeMy WebLinkAbout2010-02-01 Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE Regular BOARD MEETING, February 1. 201 A regular business meeting of the Reading Housing Authority was held on Monday, February 1, 2010 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 5:39 P.M. with the Chair, Karen L. Flammia, presiding. Those members present and forming a quorum were Kevin Mulvey, Diane Cohen, and Mary Connors well w the Secretary/Executive Director, Lyn Whyte. Minutes Move Diane Second Mary Vote 4-0 10-37 VOTED: To accept for the record the Minutes of the Regular Business Meeting of January 4, 2009, as presented. Finances Move Mary Second Diane Vote 4-0 10-38 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #2601- 2638 Payroll Summary as presented for December, 2009. Section 8 Voucher Program, #4540 -4630 as presented. Finances Move Second Vote SO 10-39 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end December, 2009 of the current fiscal year. Personnel Matters: None at this time Report of Programs: - Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. . - Sec 8 Report- Kathy Rolli, Section 8 Program Director did not provide an official report at this time. However, she has pulled ten wait list applicants from the centralized list and expects to do a briefing before end of February to issue five additional vouchers to eligible applicants to replace expected vacancies within the program. An official report will be presented at Qtr. End March 2010. - Resident Service Coordinator- Current Tannerville Newsletter provided. New Business- - The Executive Director discussed the projected costly rehab of an elderly unit due to the former resident being a smoker. The unit is expected to be off -line for four weeks with an estimated $10,000 cost to repair the damaged unit. These types are repairs are one of the reasons that housing authorities statewide are instituting no smoking policies which may be a topic for later discussion. - The housing authority has received a request from the Town Manager and Selectmen Liaison, Rick Schubert to be added to the March 2010 agenda to discuss the potential use of the Affordable Housing Trust Fund to support the Oaktree project (Atlantic Market site). Upon discussion, board welcomed the addition of this discussion for our next scheduled meeting. Executive Director will confirm. - Due to damage caused by two heavy rainstorms at our Bancroft property, the Executive Director has requested an emergency procurement waiver from DHCD to replace the roof at 74 Bancroft Avenue immediately. The cost of this repair had initially been planned as a spring 2010 project and included in the 2010 approved budget. However, due to ongoing problems, the RHA is in the process of contracting with a company to perform the work as soon as possible. Costs are estimated to be in the $8000 range. Our tenant, DMR has been notified of the expected work and as previously agreed upon, will contribute $2000 toward this planned expenditure. Real Estate Matter: I1 Grand Street update: No changes as of this date. RIIA did receive a call from local police department who was following up on a call from a concerned neighbor who had noticed condensation on the windows. Executive Director informed the officer that RHA did now own the property, however, a living trust is in place that puts the burden of responsibility on the beneficiary of that trust.
