' MINUTES OF THE Reeular BOARD MEETING, March 1. 2011
A regular business meeting of the Reading Housing Authority was held on Tuesday, March 1, 2011 at
5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 5:40 P.M. with the Chair, Diane Cohen, presiding. Those members present and
forming a quorum were Timothy Kelley, Kevin Mulvey and Karen L. Flammia and the
Secretary/Executive Director, Lyn Whyte. Mary Connors was absent.

programs administered by the RHA.

11 -50 VOTED: To approve and authorize the tenant at #14-2 to have a cat in accordance with the rules for Pet
Ownership promulgated by DHCD and the Reading Housing Authority Pet Policy after assurance that all conditions for pet
ownership are in place.
Personnel Matters:
- Frank Veglia was injured at home and was out for over one week. He has returned to work but on light
duty for now.
- Katelyn Veglia continues to attend training sessions for the Section 8 program when available and in
the immediate area. The Executive Director supports her attendance at a 2 -Day Nan Mckay training in
April 2011 at a cost of approximately $600.

' - Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. .
Sec 8 Report- Entering final quarter of FY End June 2011. This year is a SEMAP reporting year.
Resident Service Coordinator- Current Tannerville Newsletter provided.
New Business:
- Board members signed new signature cards for the Reading Cooperative Bank so that RHA can open
new money market accounts for each of our programs. The current MM rates are better than present
' Certificate of Deposit rates.
Executive Director discussed the possibility of Restricted Reserve funds in our state programs being
recaptured by the Commonwealth of MA at year-end. Plans are underway to expend these funds to best
serve the RHA; new roofs on Community Room building, kitchens at Oakland/Waverly, new windows
at Oakland/Waverly or siding at 74 Bancroft are potential uses for these funds. The Executive Director
will present more information in this regard at the April meeting for further discussion.
- A thank you letter was forwarded to John Ferguson for his gift of painting the interior of our new
addition.
- Copy of the Annual Report to the Town of Reading was presented for review. The report was submitted
to the Town prior to February month end.
- Insurance claims totaling approximately $20,000 for damages caused by ice dams have been submitted
for reimbursement. There was damage caused to the garage area on Main Street as well as unit damage
to both 175 and 177 Main Street from water. RHA also experienced significant damage at our 74
Bancroft property from water leaks as well as damages at our Tannerville location. Adjusters have been
assigned for both the state and federal properties and plans are underway to address the repairs.
- The bid to replace boilers in our state family developments will be going out to bid on March 9, 2011.
Site visits are scheduled for March I and bid opening has been scheduled for 10:00am on March
23r°. This Weatherization grant will replace a total of seven boilers at both Oakland/Waverly and
Pleasant/Parker locations. Once bids are approved, work is expected to begin immediately.
- A pet waiver was presented to the Board for their consideration and approval for an elderly resident to
house a cat. All paperwork and conditions for pet ownership are in place. Board approved the motion.
' Real Estate Matter:
- Grand Street: Escrow monies are still due the RHA from buyer Peter Marino. Brad Latham is
aware of this and has made numerous attempts to resolve this outstanding issue. The buyer, Peter
Marino was contacted on February 24, 2011 regarding this situation. The attorney's office for the
buyer has indicated in conversations with RHA legal counsel Brad Latham that the balance due
us is forthcoming. Brad Latham will begin legal action if not resolved in a timely fashion.
