' MINUTES OF THE Regular BOARD MEETING, May 2. 2011
A regular business meeting of the Reading Housing Authority was held on Monday, May 2, 2011 at 5:30
P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called
to order at 5:35 P.M. with the Chair, Diane Cohen, presiding. Those members present and forming a
quorum were Timothy Kelley, Kevin Mulvey, Karen L. Flammia and Mary Connors well as the
Secretary/Executive Director, Lyn Whyte.

11 -65 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month
end March, 2011 of the current fiscal year.
Personnel Matters:
- Katelyn Veglia has been attending available Section 8 training, as they become available.
- Executive Director and Katelyn will be attending additional training for the state Capital Planning
System that is scheduled to go live soon. This system will track state properties and all work done in
each and every unit on a regular and ongoing basis. Training is free and being offered locally.
Report of Programs:
Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. .
Sec 8 Report-
- Resident Service Coordinator- Current Tannerville Newsletter provided.
Update: Summer/Main insurance claim as a result of storm damage has been paid. All necessary work
has been completed and all insurance payments have been received in this regard. The out of pocket
expenses for the HA was $500 in this regard.
- Update: Bancroft and Tannerville insurance claim for storm damages. All work is complete; however,
RHA has only received a partial insurance payment for these damages. A certificate of completion
' was signed by the insurance adjuster and DHCD Construction Advisor and forwarded to the insurance
company for approval of final payments to the housing authority. Executive Director will follow up.
All deductibles were waived because the claim exceeded $10,000. There were no out of pocket
expenses for the HA in regard to this particular claim.
New Business:
' - A pre- construction meeting is scheduled for May 5' in order for RHA to issue a Notice to Proceed on
the Weatherization project to replace seven boilers at our state family developments. The contractor has
requested a start date of May 16's. The company hopes to complete that job in one workweek.
- RHA has scheduled the Middlesex Sheriff's Dept in early June to paint the Community Room, laundry
room, bathrooms and halls. They will be on site for four days only. If work in the Community Room is
completed early, they will move on to individual buildings.
- All materials related to the possible allocation of the Town of Reading's Affordable Housing Trust
Fund monies was presented for review to the RHA Board who along with the Selectmen oversee this
particular fund. The developer for the Oaktree project has requested the Town to allocate $400,000 of
those funds to their project. Tim Kelley became aware of this plan last week and in discussion with the
Selectmen informed them of his displeasure in the process and the lack of communication with the
housing authority board in this regard. He expressed concern that the RHA board cannot make a
decision of this magnitude without ample time to review the information. The Town Manager's office
has posted a joint meeting of the Board of Selectmen and the RHA for 8:OOpm on May 3" to discuss
the request from Oaktree for allocation from the Affordable Housing Trust Fund. The RHA Board may
have additional questions at that time. All RHA board members indicated their willingness to attend this
board meeting. Tim Kelley will attend the meeting but will abstain from voting due to his possible
conflict as an abutter to said development and as legal counsel for another not - for - profit agency within
the Town of Reading.
Real Estate Matter:
- 11 Grand Street: All monies due RHA from the sale of 11 Grand Street have been paid. The
attorney for the buyer forwarded the final share of escrowed funds in the amount of $2212.74 to
RHA legal counsel Brad Latham. He in turn provided that check to RHA to close that
transaction.
- 404 Gazebo Circle: At the present time there is an affordable two - bedroom unit for sale. RHA
has exhausted its wait list of potential buyers and is out - sourcing to other similar agencies with
the hope of finding a buyer for this affordable unit. The owner, although flexible, is asking
minimum of $180,000 for the unit but hopes for $190,000. If RHA cannot locate a buyer in the
next 30 days, RHA with right of first refusal have the option to purchase the unit. Otherwise, it
can be sold at a market price with any monies received above the owner's asking price to be set
aside in a restricted reserve. Upon discussion, the Board appeared interested in purchasing the
unit rather than letting it be sold at market price. Funds from the sale of 11 Grand Street could be
used towards a deposit or a request could be made to the Town to utilize Affordable Trust
monies. Further discussion will take place at the June meeting.
