MINUTES OF THE Regular BOARD MEETING, November 7, 2011
A regular business meeting of the Reading Housing Authority was held on Monday, November 7, 2011
at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 5:58 P.M. with the Chair, Timothy Kelley presiding. Those members present and
forming a quonam were Karen L. Flammia, Kevin Mulvey, and Mary Connors well as the
Secretary/Executive Director, Lyn Whyte. Diane Cohen was absent

12 -27 VOTED: To accept for the record the Minutes of the Regular Business Meeting of October 3, 2011, as presented.

12 -28 VOTED: To approve and sign the checkrollfbillroll for the period for Accounts Payable Check #3682 -3754
Payroll Summary as presented for October, 2011. Section 8 Voucher Program, #6510 -6595 as presented.

12 -29 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end September,
2011 of the current fiscal year.

12 -31 VOTED: To certify that the Reading Housing Authority annual Operating Budget for Program 400 -1 for the
fiscal year beginning July 1, 2011 previously Bled with DHCD through BARS is complete and accurate in all respects.
Salary Certification FY 2012 Move Mary Second Kevin Vote 4 -0
12 -32 VOTED: To certify that the Reading Housing Authority Board has previously approved an employment contract
for the Executive Director of the Reading Housing Authority that is true and accurate and fully reflects the total
compensation for the Executive Director as reported in our FY2012 Budget submittal as complete and accurate in all
respects.
Personnel Matters:
- None at this time
Renort of Proerams:
Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report.
Sec 8 Report- Utilization report provided by Kathy Rolli for board review.
Resident Service Coordinator- Current Tannerville Newsletter provided.
New Business-
- Published Fair Market Rents for the RHA Section 8 program were presented for review and approval.
' These new bedroom rents will go into effect on December 1, 2011. The memo was presented to the
Board by the Executive Director and as prepared by Kathy Rolli, Sec. 8 Program Coordinator.
Correspondence from the Housing Authority Insurance Group indicating RHA award for a "Low Loss
Ratio" rating that resulted in our receiving a $1480.00 dividend for FY 2011.
- Correspondence sent to Reading Board of Selectmen showing RHA interest in acquiring tax title land
for development if available in the future was shared with the Board. At this time, we have no
knowledge of additional information or Town plans for use of some designated tax title land.
' - RHA was notified of its "High Performer" status as it relates to our SEMAP score for the FY end June
2011 in its Section 8 Program. Kathy Rolli oversees this program and was responsible for all required
HUD reporting.
Executive Director informed the Board of an upcoming award in the amount of $35,000 to replace
toilets in its elderly and family developments. This project will be done in house over the winter months
and will begin as soon as all documentation is in place. RHA is awaiting DHCD award letter.
- RHA family units will also be benefiting from an additional weatherization grant awarded to RHA
through the Greater Lawrence Community Action Council and in conjunction with the most recently
completed ARRA project to replace boilers. The grant will afford the HA the opportunity to add
insulation to attic spaces, walls and around plumbing and heating piping. A contractor, A &M General
Contracting of Peabody, MA has been secured by GLCAC to begin work mid November. Residents
will be notified upon verification of a start date.
Real Estate Matter:
- 904 Gazebo Circle: The closing on this unit was moved to November 8, 2011 at 2:OOPM. RHA
legal counsel, Brad Latham is handling all matters relating to the Housing Authority in this sale.
Any monies received from the sale of this unit will be forwarded to the HA and set aside in a
restricted reserve account for future affordable development.
