' MINUTES OF THE Reeular BOARD MEETING, January 9.2012
A regular business meeting of the Reading Housing Authority was held on Monday, January 9, 2012 at
5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 5:45 P.M. with the Chair, Timothy Kelley presiding. Those members present and
funning a quorum were Diane Cohen, Kevin Mulvey, and Karen L. Flammia well as the
Secretary/Executive Director, Lyn Whyte. Mary Connors was absent

12 -39 VOTED: To accept for the record the Minutes of the Regular Business Meeting of December 5,
2011, as presented.
Finances Move Kevin Second Karen Vote 4 -0
12 -40 VOTED: To approve and sign the checkrolllbillroll for the period for Accounts Payable Check
#3802 -3000 Payroll Summary as presented for December, 2011. Section 8 Voucher Program, #6681-
6000 as presented.

12-41 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month
end November, 2011 of the current fiscal year.
' 1004 Gazebo Move Kevin Second Karen Vote 4 -0
1242 VOTED: Authorized the Executive Director to inform the owner of 1004 Gazebo Circle that the
Reading Housing Authority declines its option to execute its right of refusal as it pertains to the resale of
this affordable condominium known as Unit 1004.
Personnel Matters:
- None at this time
Renort of Proerams:
- Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. .
- Sec 8 Report- Kathy Rolli, Section 8 Program Coordinator provided her monthly report.
- Resident Service Coordinator- Current Tannerville Newsletter provided.
New Business:
- Review of HUD correspondence regarding use of federal funds under section 234 of title 11 of Division
C of the Appropriations Act of 2012. None of these funds can be used to fund any amount of salary for
an executive officer.
- Review of DHCD correspondence pertaining to an open and transparent government. The
Commonwealth has launched the "Open Checkbook" database system to provide the public with access
to state government spending.
- Review of DHCD correspondence, Public Notice 2012 -01 regarding the re- issuance of Budget, Year -End Financial
and Executive Director Salary Certifications. The R14A had already forwarded budget and executive director salary
' certifications to the Commonwealth, therefore; only the newest form for Year End Financial Statements Certification
was signed by the Board and will be forwarded to DHCD as requested.
Real Estate Matter:
- 1004 Gazebo Circle: RHA has been notified by owner of an affordable unit, namely unit 1004, of
her intention to sell. This particular unit is identical to 904 Gazebo Circle that was sold at market
in November 2012. The Executive Director is working with Community Service Network,
Stoneham, MA to locate an eligible buyer for this affordable unit at a price not to exceed
$175,000. Most recently a potential buyer was located and the owner of said unit was provided
with the contact information to arrange a viewing of the unit. At this time, the results of that
meeting are unknown. In order to expedite the sale of this unit, RHA was given the opportunity
to purchase the unit if interested. It was the recommendation of the Executive Director to not
purchase this smaller two - bedroom unit and instead pursue availability of multi - family homes in
the Town itself Upon discussion, a motion was presented to the Board to declines its option to
execute its right of refusal as it pertains to the resale of this affordable unit. The Executive
Director will inform the present owner and RHA legal counsel of this decision. If a buyer cannot
be located, the unit will go to market.
