MINUTES OF THE Regular BOARD MEETING, September 10, 2012
A regular business meeting of the Reading Housing Authority was held on Monday, September 10, 2012
at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 5:30 P.M. with the Chair, Kevin Mulvey presiding. now members present and
forming a quorum were Diane Cohen, Timothy J. Kelley, Mary Connors and Karen L. Flammia well as
the Secretary/Executive Director, Lyn Whyte. Mary Connors was absent

13 -014 VOTED: To accept for the record the Minutes of the Annual Business Meeting of August 6,
2012, as presented.
Finances Move Mary Second Diane Vote 5 -0
13 -015 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check
441844228 Payroll Summary as presented for August, 2012. Section 8 Voucher Program, #7381-
7472 as presented.

13 -016 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month
end July, 2012 of the current fiscal year.
Net Income Limits -State -aided Housing Programs Move Diane Second Karen Vote 5-0
13 -017 VOTED: To approve the following income limits per DHCD correspondence by household size
for determining admission to State -aided housing programs effective August 9, 2012:
Boston Area: 1 person $45,500
2 persons $52,000
3 persons $58,500
4 persons $65,000
5 persons $70,200
6 persons $75,400
7 persons $80,600
8 persons $85,600
Personnel Matters:
- None at this time
Report of Programs:
- Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. RHA had
one vacancy in the elderly development for August and one in our family development. The family
unit will he leased to another tenant who is presently over housed. She will lease up the two bedroom
unit on September IP and we will then begin an extensive rehab on the three bedroom unit left
' empty by this administrative transfer.
Sec 8 Report- Kathy Rolli provided a monthly report to board indicating that 124 vouchers are leased
for September with two vouchers still out with participants searching for housing. In addition, she
provided an updated utilities schedule used in our Section 8 program.
- Resident Service Coordinator- Current Tannerville Newsletter provided. Our annual cookout will he
on September 12' and an invitation to attend was extended to all Board members.
New Business:
- Funds for our 689 -1 and 667 elderly programs that were in MMDT accounts have been closed out and
transferred to existing program accounts at Reading Cooperative Bank as of August 2012. Discussions
in this regard were held at our August board meeting.
Per previous board discussions, plans are underway to modify four existing mortgages held at Reading
Cooperative Bank. There will be a $500 fee for each loan to cover cost of documenting and recording
per email from bank president, Julie Thurlow. The rate option for each loan will be 4.50% for 15 years.
Over the course of the new loans, approximate savings to the RHA will be $125,000. Overall monthly
costs for all four loans will increase by approximately $180.00 for the remainder of the term.
- Documentation from DHCD regarding revised income limits for admission to state programs was
presented to the Board for review and motion to accept. New limits were adopted by the RHA Board
effective August 9, 2012.
- Executive Director updated Board regarding ongoing Capital Funding projects. Documentation from
DHCD approving this years projects was provided to the Board for review. RHA staff has met with
DHCD construction supervisors to review our plans. Projects did begin in a timely fashion for the start
of the fiscal year, July 1, 2012. The roofs at Oakland/Waverly family development have been done and
the request, dated 9/10/12, for reimbursement totaling $18,747.63 will be submitted to DHCD. Kitchen
project at Oakland is complete as well and the siding project at our Bancroft property is underway.
Once complete all requests for reimbursement for each project will be forwarded in a timely fashion to
DHCD with required documentation. RHA plans are to complete all proposed projects for FY2013 by
end of October 2012.
Real Estate Matter:
- 1004 Gazebo Circle: At this time we have had no communication with the owner as to the status
of the potential sale of her unit. Executive Director has left a message asking her to confirm the
present availability of this unit.
