' MINUTES OF THE Regular BOARD MEETING, October L 2012
A regular business meeting of the Reading Housing Authority was held on Monday, October I, 2012 at
5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 5:37 P.M. with the Chair, Kevin Mulvey presiding. Those members present and
forming a quorum were Diane Cohen, Timothy J. Kelley, Mary Connors and Karen L. Flammia well as
the Secretary/Executive Director, Lyn Whyte.

13 -019 VOTED: To accept for the record the Minutes of the Annual Business Meeting of September 10, 2012, as
presented.
Finances Move Mary Second Tim Vote 5 -0
13-020 VOTED: To approve and sign the checkrolVbilholl for the period for Accounts Payable Check #4229 -4278
Payroll Summary as presented for September, 2012. Section 8 Voucher Program, #7473 -7559 as presented.

13-021 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end August,
2012 of the current fiscal year.
Personnel Matters:
' - Office hours for upcoming holidays was discussed with the Board. In November, the Veterans Day
holiday will be recognized on Monday, 11/12/12. For the Christmas and New Year holiday weeks, the
RHA will be closed on both the Monday and Tuesday of each holiday week; namely, 1224 & 12/25,
12/31 & 01/01/13. Notices will be posted in advance. On call coverage will be available during this
time.
Renort of Proerams:
- Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. .
- Sec 8 Report- No official report submitted this month. Director informed Board that RHA had 124
vouchers leased for September with two vouchers still out. Staff are keeping close eye on funding
amounts each month in order to meet HAP obligations.
- Resident Service Coordinator- Current Tannerville Newsletter provided.
New Business:
RHA submitted request for reimbursement on 926/12 in the amount of $19,570.79 to DHCD for the
siding project at Bancroft Avenue.
- DHCD approved request for payment for roofing project at Oakland/Waverly development in the
amount of $18,747.63 and funds will be transferred electronically on 10/08/12.
- BHA is gathering documentation on completed kitchen project at Oakland/Waverly development.
Request for reimbursement will be submitted accordingly.
- Proposed budget items for FY2013 were discussed with Board for consideration. RHA has restricted
t reserves for approximately $55,000 that should be expended in a timely fashion. The Executive
Director proposed four potential projects for use of those funds; 1) rehab of 19 Pleasant Street,
approximate cost of $17,000, 2) elderly entryways so as to have easy handicap access, $9,750, 3) tree
removal and pruning at elderly development and Oakland/Waverly family development, $7,400, 4) roof
at Pleasant Street family building, $7,900. Expected use of these funds could total $42,050 with a
balance of approximately $12,950 left to utilize. BHA Board did acknowledge these projects as a good
use of funds and gave the Executive Director to proceed as need be. BHA fee accountants will be
informed of these proposed projects and will be added to the FYI budget.
The Board was informed by the Executive Director that RHA was initiating updated proposals for snow
removal and landscaping services for the present fiscal year. Every effort is being made to find the best
use of our budget dollars for all developments as we move forward in economic tough climate.
Real Estate Matter:
- 1004 Gazebo Circle: Ms. Graham returned a call to Executive Director indicating that she has
removed her unit from the market at this time. Executive Director spoke with RHA Legal
Counsel, Brad Latham and was advised to respond to her call by letter confirming her decision.
