May 6.2013 A regular business meeting of the Reading Housing Authority was held on Monday, May 6, 2013 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 5:36 P.M. with the Chair, Kevin Mulvey presiding. Those members present and forming a quorum were Diane Cohen, Timothy J. Kelley and Mary Connors as well as the Secretary/Executive Director, Lyn Whyte. Karen L. Flammia was absent. Minutes Move Tim Second Diane Vote 4 -0 13 -60 VOTED: To accept for the record the Minutes of the Regular Business Meeting of April 1, 2013, as presented. Finances Move Mary Second Tim Vote 4-0 13 -061 VOTED: To approve and sign the chcekrolVbillroll for the period for Accounts Payable Check #45854639 Payroll Summary as presented for April, 2013. Section 8 Voucher Program, #8096 -8183 as presented. Finances Move Mary Second Tim Vote 4 -0 13 -062 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end March, 2013 of the current fiscal year. ' Finances Move Tim Second Diane Vote 4 -0 13 -063 VOTED: To authorize the Executive Director to spend bond funds in the amount of $23,580.00 awarded to the Reading Housing Authority as part of DHCD Energy Conservation/Sustainability, Program FAC76 statewide contract to replace 53 older model refrigerators at our elderly 667 1 &2 development. Contract Award Safety Initiative Grant Move Tim Second Diane Vote 4-0 13 -064 VOTED: To authorize the Executive Director to enter into a service agreement with the low responsive bidder for installation of front entry doors at 667 elderly development for CPS Project No. 24666701013412. Personnel Matters: - Confirmation of submittal of Board Attendance to DHCD for month of April 2013 was provided to Board. - Executive Director discussed the possibility of layoffs as of July l due to federal cuts which will affect the administrative staffing for all programs. Overall budgets are being monitored monthly. Report of Proerams: - Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. . - Sec 8 Report- Report provided by K. Rolli. Excel worksheet analyzing the RHA's voucher program expenditures were provided to the Board for review and discussion. Sequester cuts have impacted the RHA. Based on information provided to us by HUD's Boston office, RHA will most likely encounter a shortfall in funding by September or October 2013. RHA has requested additional shortfall funding to cover our HAP payments to landlords. Every effort is being made to curb expenses in that program: deferring rental increases, adjusting RHA payment standards, requesting utility waivers when applicable, no re-issue of vouchers, etc. Updates will be provided monthly ' - Resident Service Coordinator- Current Tannerville Newsletter provided. Monthly Work Order/Maintenance Report for month ending April 30, 2013 was provided to the Board. New Business: Executive Director, per DHCD, requested approval from Board to spend bond funds in the amount of $23,580.00 as part of Energy Conservation/Sustainability Program FAC 76 statewide contract to replace 53 refrigerators within our 667 1 & 2 elderly development. Motion was presented. Updated Board on the status of our Safety Grant in the amount of $13,500 for entry doors at our senior development. Bids for that project close on May 8, 2013 at 4:OOpm. Those funds must be expended by June 30M' and projected costs related to that project were discussed in detail. A motion was presented to allow the Executive Director to enter into a service agreement upon close of bid with the lowest responsive bidder. This action was taken in order to expedite the project in a timely manner. The Executive Director will review results with the Chair prior to finalizing the agreement. Documentation received from DHCD April 11, 2013 regarding the status of housing authority regionalization proposal was provided to the Board for their review. Board member, Timothy Kelley represented the Reading Housing Authority at a recent Board of Selectmen meeting where a presentation was made by a consultant on the Affordable Trust Fund for the Town of Reading. The only change noted was in regard to an opportunity for joint Boards to authorize the expenditure of funds as an administrative cost to oversee the use of funds. All other guidelines as previously approved remained unchanged. Real Estate Matter: No additional items at this time.
