Board of Health meeting came to order at 5:32 pm on May 18, 2016 in the Berger Room of
Reading Town Hall.

Minutes of April 27, 2016 were presented. Docktor made motion to accept, seconded by
Shurland. Motion passed 3:0
Monthly Reports
Pierce stated the two sunscreen dispensers had been received from the Melanoma
Foundation. They will be placed in areas at the Birch Meadow Field Complex.
DiLauro advised that DPH will be offering a grant for inspectional software and will be
applied for when the grant becomes available. He is researching the procedure to adopt
the FDA Food Code which is the up -to -date standard used throughout the country as
opposed to the Merged Food Code of 1999 presently being used. Routine inspection at
Huang Kitchen, 672 Main Street, revealed multiple critical and non - critical violations. Due
to repeat critical violations that were previously cited on last routine inspection, fines
totaling $250 were issued. At the current time, all violations have been corrected; but
routine inspections will now be increased to three times a year.

Animal Control
Animal Control Officer Burns explained his duties include domestic animals only, i.e., dogs
and cats. Shurland inquired who was responsible for wildlife issues and was informed that
they fell under the jurisdiction of the Wildlife Fish and Game or Environmental Police. She
inquired what the policy was for stray animals (dogs) and was advised that residents should
contact the Police Department, an officer is then dispatched to the location, and if necessary
the animal would be taken to VCA Wakefield Animal Clinic. Chief Segalla will contact the
Environmental Police for up to date contact information and clarify with Dispatch the
procedure for calls regarding wild animals.
Jean Delios
Delios introduced herself as assistant town manager and wanted to communicate with the
Board items the Planning Division are working on and how it relates to public health. They
have identified priority development areas and are looking to expand the existing Downtown
Smart Growth District to include South Main Street in the area of the railroad tracks, Ash
Street behind Reading Municipal Light, and the Market Basket area to attract additional
mixed use, office, retail, restaurants, residential and to create walkable neighborhoods
within the district. She advised in 2014 the BOS adopted a complete streets policy where
the roadways would be safer for everyone to use; pedestrians, bicyclists, motorists. Also, a
"roadway diet" is being looked into for South Main Street. This is basically a shrinking of
the roadway where the number of travel lanes is reduced, to improve safety and provide
room for other modes of travel. Four lanes would be reduced to include one travel lane in
each direction, a center lane allowing for left turns and bicycle lanes on each side.

Investigation has continued regarding odor complaint at acupuncture business which occurs
once a month for a one hour period. The acupuncturist has been following proper
guidelines. The complaint does not fall under the nuisance bylaw and therefore is an
owner /tenant issue.
Open session for topics not reasonably anticipated 48 hours in advance of the meeting.
Friedmann gave a presentation before the Board of Selectmen on April 19, 2016. He
discussed with Delios the need for privacy during certain work tasks for the public health
nurse and requested additional work hours for her. Docktor suggested the possibility of
utilizing office space at the newly renovated public library to address the privacy issue.
DiLauro advised the Planning Department had received an application for a proposed
subdivision to be located on a parcel of land at 364 Lowell Street. The subdivision would
consist of one existing residential dwelling and four additional new dwellings. No action was
required by the Board.
