Pursuant to the fore-oing warrant and the Constable ' s Return
t-_zereon, a Town Meetin was held at the time anx place specified
in the VGarrant.
The meeting was called to order by tie Iiloderator, Charles P.
Howard, at 8:05 P. !.
Tile �iarrant was partially read by the Town -lerk, when on
motion of 1ienneth C. Latham it was voted to dispense with further
reading of the warrant, except tie Constable ' s Return which was
then read by the Town Clerk.
Article 1. On motion of Charles N lkinson it was voted
to lay Article 1 on the table .
Article 2. Joshua T. Day, Jr. started to read Article 2 when
on motion of Louis Davis, . it was voted unanimously to dispense with
further reading of said article.
Article 2. On motion of Joshua T. Day, Jr. it was voted to
accept Article 2 as follows :
Pursuant to C:,qapter 351 of t-ae ticts of 1948 and the By-Law of
the 'Town adopted thereunder the following regulations be and the
same hereby is established for the administration, interpretation
and appl"cation of the 'Town Employees Classification Plan.
FKEGULATIONS RELA'T'ING �20 JOB CLASSIFICATIONS
1. Title
This plan shall consist of the following re,;ulations, job de-
scriptions and standard rates of salaries and wages to be estab-
lished by the Town, with such amendments as may be made from time
to time by the 'Town and shall be the Salary Schedule for the pay-
ment of salaries and wades in the 'Town of lleadinr,,.

2. Application
The Salary Schedule to be established by vote of the 'Town
shall apply to all officers and employees of the Town of Reading
other than those elected by popular election, those appointed or
employed by the School Committee, and those specifically exempted
herein or whose duties or compensation are otherwise regulated by
law.
3. Administration
There shall be a Personnel Board consisting of three members
as follows: one member of the Board of Selectmen, one member of `-J
the Finance Committee, such members to be chosen by their respect-
i-Ve Board and Committee, and a third member who shall be a citizen
of the Town appointed by the Board of Selectmen, such third member
shall not be a Town officer nor an employee of the Town. The first
appointment of the -third member shall be made forthwith after the
effective date of these regulations for a term expiring the follow-
ing April 15th or until his successor is appointed. Thereafter
appointed.
the third member shall be appointed on or before the fifteenth day,
of April for a term of three years .
The Town Ac:countant shall act as Executive Secretary to the
Personnel Board.
SECTION 3. A motion was made by Marion Symonds to amend Regulation
3, ADMINISTRATION, by striking out the entire regulation and sub-
stituting therefor the following new regulation:

"There shall be a Personnel Board consisting of five members,
as follows: One member of the Board of Selectmen, one member of
the Finance Committee, one member of the Municipal Light Board,
one member of the Board of Public Works, such members to be chosen
by their respective Boards and Committee, and a fifth member who
shall be a citizen of the Town appointed by the Board of Selectmen.
Such fifth member shall not be a Town officer nor an employee of
the Town. The first appointment of the fifth member shall be made
forthwith after the effective date of these regulations for a term
expiring the following April 15th or until his successor is ' appointed.
Thereafter, the fiftti member shall be appointed on or before the
fifteenth day of April for a term of three years . '
The Town Accountant shall act as Executive Secretary to the
Personnel Board. "
This motion was defeated by a voice vote.
4. Records
A central Personnel Record of all Town Employees, including
appointed officers, shall be established and maintained by the'lown
Accountant for the convenience of the Personnel Board and other
interested persons. It shall include all of the vital statistics
and other pertinent data of each and every person employed by the
Town of Reading.
5. Classification of Existing Positions
Each existino, suchposition, except such as are exempted by Rule
�D
2 shall be allocated to its appropriate place in the Schedule by
the Agency, Department, or branch of the Town having supervision
of that position, subject to review by the Personneli Board.
6. Interpretation of Standard hates of Salaries and wages
( a) Rates are in terms of dollars per calendar year, per
week, or per hour, as indicated in the Schedule.
(b) Part time employment shall receive compensation only
at the rate applicable to the same, job on a full time basis .
( c) 'These rates shall constitute the total remuneration for

any position, including pay in any form, unless specific exception

is noted. They shall not include actual and authorized expenses
necessarily incident to the employment .
( d) Rental charges on Town owned Properties, occupied by

employees shall be deducted from the money salary at the rates
specified in the Schedule.
( e) Employees regularly employed. by one department shall
be paid at their regular rate by any other department to which
they may be loaned, except in case of an emergency the employing
department may pay such rate as it may determine not exceeding
however the employee ' s regular rate, established under the Schedule.
7. Operation of Standard Rates of Salaries and WaZ2�s
( a) The Personnel Board shall approve the minimum as the rate
for entrance to any position. However, where a person is already
in the employ of the "'own, or a former employee is beinc, reinstated,
he may enter the position at the rate previously paid to him, or
the maximum-whichever is the lower. exceptions may be made by the
Personnel Board subject to the approval of a subsequent Town
eeting.
( b) An employee whose rate at the time of taping effect of
the Schedule exceeds the maximum for his position may continue at
.his present rate, as lonc�, as he continuously holds the same position

or unless a general salary decrease is later voted by the Town.
( c) Advancement from minimum to maximum shall be by success-
ive steps, annually, but shall not be mandatory; individual ad-
van-cement within the prescribed spreads shall be on the basis of
merit and ability ( not necessarily on length of service) and shall
be subject to the approval of the Personnel Board after they have
received evidence, satisfactory to -them, that such advancelentis
merited.
( d) In certain broad classifications, such as the clerical
scales, qualification for placement in any given ranee shall not
necessarily mean that the position shall automatically rate regu-
lar increases, to the maximum of that range. Placement and sub-
sequent increases, even within the range shall depend entirely on
the rating of the job and the individual by the emplo-
yin� Agency,
Department or Iranch of the Town and approval of the Personnel
Board.
8. Classification of New Positions
Whenever a new position is established, except by statute or
by a vote of the Town Meeting setting forth its title, duties and
compensation -- the Personnel Board and tile Agency, Department
or Branch of the Town involved shall allocate such position to
its appropriate place in the Schedule. If no such place exists,
the Personnel Board may create a new classification subject to
the approval of the 'Town at the next Annual Town 'Meeting.

SECTION 8. On motion of Harold IN . Putnam it was voted to amend
regulation 8 - "Classifications of New Positions" - by striding
out the word "Annual" as it appears in the last line -thereof so
that said. regulation 8 will read as follows:

O . Revision of Rates and Classifications
Revisions of rates, either increase or decrease, and revisions
of classifications may be made in cases of emergencies by the Per-
sonnel Board subject to the approval of, the Town at a subsequent
Town b-leeting, and availability of funds.

10. Overtime
All compensation for any position to which an hourly rate
applies in the schedule ahall be made at this hourly rate for the
standard work week of the respective department. Overtime at the
rate of and one-half time the regular rate shall be paid for the
number of hours worked In excess of the standard work week in any
given week. Men called for emergency work outside of their regu-
lar working hours shall be credited with a minimum of three hours'
time. If an hourly rate is not shown on the schedule no overtime
will be paid.
11. Holy days
Town employees shall be entitled to the followinc, holidays
with pay when they fall within the regular work week. January first,
February twenty-second, April ninteenth, May thirtieth, July fourth,
the first Monday of September, October twelfth, \lovember eleventh,
Thanksgiving Day and Christmas. Day, or the day following when any
of the five days first mentioned, October twelfth, November eleventh,
or Christmas Day occurs on Sunday.
If an employee is required to work on any of these holidays
he shall be compensated for the number of hours worked, at his regu-
lar hourly wage.
SECTION 11. On motion of Harold 'W. Putnam it wqs voted to amend
regulation 11 - Holidays 4 by adding to the final sentence thereof,
the words "up to the number of hours in the regular work day and
all hours in excess at time and one-half" so that said regulation
11 will read as follows:
"Town employees shall be entitled to the following holidays
with pay when they fall within the regular work week. January first,
February twenty-second, April nineteenth, May thirtieth, July fourth,
the first Monday of September, October twelfth, November eleventh,
Thanksgiving Day and Christmas Day, or the day following when any
of the five days first mentioned, October twelfth, November eleventh,
or Christmas Day occurs on Sunday.
If an employee is required to work on any of these holidays,
he shall be compensated for the number of hours worked, at his regu-
lar hourly wage, up to the number of hours in the regular work day
and for all hours in excess at time and one-half."
12. Leave of Absence
Except for the provisions of these regulations all Leave of
Absence shall be without compensation.
13. Compensation to Conform to Man
In compliance with the Town By-Laws, no compensation shall
be paid to any officer or employee of the Town whose salary or wages
is subject to tl-le Schedule, except in accordance with the applicable
provisions of the law and these regulations and all employing auth-
orities are charged with this responsibility.
14. appeals
If any request under the Schedule is denied by the Personnel
Board, the Agency, Department or Branch of the Town involved may
appeal to the Town for a final decision at the next annual Town
Meeting in, a special article in the Town Warrant.
S.uCTIOI~ 14. I~arold W. Putnam made a motion to amend. regulation 14 -
Appeals - by striking out the word "Annual" as it a ppears in the
third line thereof so that said regulation 14 will read as follows;
"If any request under the Schedule is denied by the personnel
Board, the Agency, Department or Branch of theTown involved. may appeal
to the Town f or a final decision at the next Town Meeting in a special
article in the Town 'tivarrant."
This motion was defeated by a voice vote.

15. Amendment and Review
The Schedule may be amended from time to time by vote of
any Town Meeting. Five years after the adoption of the Schedule
and every fifth year thereafter the Personnel Board shall review
the Schedule and shall report at the next Annual Town I'vleeting
making such recommendations for revisions and amendments to the
Schedule_.as they may determine.
Article 3. Joshua T. Day, Jr. Moved that pursuant to
Chapter 351 of the facts of 1943 and the By-:maw of the Town adopted
thereunder the following schedule of minimum and maximum salaries
to be paid to the employees in positions included in the Employees
Classification Plan be and the same hereby is established.
