Pursuant to the warrant and the Constable ' s Return thereon,
a Town P eetin�- was held at tze place specified in t:le warrant,
and was called to order at :3:10 p.m. by t.ie Ioderator, Charles P.
Toward.
The Clerk taen partially read tine warrant when on motion of
Kenneth C. Latham it was voted to dispense with the further read-
in,
of the warrant except for the officer' s return, which was
then read by the Clerk.
Article 1. On motion of Kenneta C . Latham it was noted that
Article 1 be laid on t_ne table.
Article 2. On motion of iienneth C . Latha-,,i it was voted that
Section 4 of Division No. 1 - Administration of the By-Laws for
the Construction of Buildins - be and t-ie same aereby Is amended
by insertin` after the first para`;raph t:nereof tine followin ,:
No buildinc; permit for a dwellinr- house stall be issued
until the Board of health '_ias approved of the proposed
lot as suitable from a sanitary point of view for TaLunan
habitation, and no building permit shall be issued for a
dwellinj house on an unsewered str,,et until a permit for
a cesspool has been obtained from the 3oard of ilea.lt_n.
Article 3. On motion of Charles _'. 'wilkinson it was voted
that tiie term of office of the three members at lar e of the
Capital Lxpenditures Planning Committee be fixed at three years,
and t.-,at the Selectmen sAall appoint one for a terra of one year,
one for a terra of two years, and one for a term of three years,
and -that annually t'_iereaf ter there shall be a-,poirnted by the
Selectmen a member for tze term of t:iree years in t_ne place of
t1ne member whose term is to expire; and t iat u-aon tae appointment
and qualification of tie t-nree members as provided in tris vote,
the terms of office of tne three then existin- members shall
terminate, and that in the event tiat a vacancy occurs in the
membership of the three appointed at large the same scall be
filled fortawitli by the Board of Selectmen for the unexpired term.
Article 4. On motion of C. Lawrence Roberts it ; as voted
gnat Section 2A of rirticle I of the By-Laws of the Town be and
the same ':nereby is f urt:ier amended by makin the Chairman: of
the Personnel Board a Town Meeting, T-iember at lar ;e, so as to read
as follows:
Section 2A. Any representative 'town Leetin, held under the
-provisions of Chapter 7, of the r'�cts of 1943, shall be limited
to the voters elected under Section 3 thereof, to-ether witri the
following; desi`;nated as Town Iti eetin- Ii embers at lar_-re; namely,
any member of the General Court of the Commonwealth, from the
Town, the Moderator, tae 'Town Clerk, the members of the Board of
Selectmen, the Chairman of the Scnool Committee, the Chairman of
the Finance Coramittee, the Chairman of the Board of Public `Works,
the Chairman of the Paiunicipal Light Board, the Chairman of the
Special Town Peeting, June 30, 1949

Board of Public Welfare, the Chairman of Trustees of the Public
Library, the Chairman of the 3o rd of Assessors, the Chairman of
the 0anning Board, the Chairman of the Board of Cemetery 1rustees,
the Chairman of the Board of health, the Chairman of tie Personnel
Board, the Town Accountant, the Town Counsel and the Town Treasurer.
Article 5. On motion of James E. Calvin it was voted tiat
the sum of live Thousand ( 05,000) Dollars be appropriated by
transferring said sum from the Water Available Surplus tothe later
Department Account for Salaries and that tie Town Accountant be
L,J and he hereby is authorized and instructed to transfer said sum to
said account.
Article 6. On motion of James E. Calvin it was voted t4a t
the sum of Twenty-five Thousand ($25,000) Dollars be raised and
appropriated for the purpose of laying water mains of net less
than six ( 6) inches but less than sixteen ( 16) inches in diameter
and for the development of additional wells including suction
mains of which sums Tan Thousand ($10,000) Dollars is for salaries
and Fifteen Thousand ( $15,000) Dollars is for materials and ex-
penses, and to meet said appropriation, the Treasurer, with the
Approval of the Selectmen, be and he hereby is authorized to borrow
Twenty-five Thousand ( 125, 000) Dollars under authority of Chapter
44 of the General Laws and to issue bonds or notes of the Town
therefor payable in not more than ton ( 10) years from the date
thereof or at such earlier date as the Treasurer and Selectmen
maydqtermine.

"rticle 7. On motion of 0. Lawrence Roberts it was voted
that the schedule of Minimum and Laxinru,.-,q Salaries to be paid to
employees in positions included in the Employees Classification
21an be and the same hereby is furtner amended in the followinS
manner:
insert after "Foreman" in Section 2, Supervisory Employees

Amend Section 1, Clerical Employees under the job title of
"Junior Clerk" by striking out the minimum weekly salary and

substituting in place thereof a minimum salar-;r of !124.38.
Amend Section f, Hoprly Paid Employees under the job title
of "Unskilled Labor by striking out the minimum hourly
rate and minimum weekly salary and substituting in place
thereof a minimum of, 1'1®til hourly, end a minimum weekly of
�144.95.
Article 8. On motion of Harold B. Currell it was voted that
Article 3, be postponed indefinitely.
Article l® On motion of Anneti Q . Latham it was voted that
Article 1 be taken from the table .

Article 1 be postponed indefinitely.
On motion of Kenneth C . Lqtham it was voted to adjourn, sine
die.
