The meeting was called to order by the Moderator, Charles P.
Howard, at 7:48 P.M.

Your committee was authorized by vote of the Town mee' n held

1'iie,,ifoers of the Committee have attended conferences on the
subject sponsored by the :School of Government of Boston University,
the Graduate School of Public ;.1d Lnry str at•ion Pr d University

These conferences were largely Lt tended b members oZ several official
town study co;nmittees and interested town officers, l iclud g Select-
man and x:1,'4`tt>ers of Finance Committees. Many informal conferences
were 'gel S`,'it, i recognized authorities on municipal goverment n
finance. The committee met with the card of Selectmen of lsa,tin
to obtain the benefit of the view points of he members o that Board.
Brief hist2r.1 oy Manager Plan.
It has been in existance for forty years.
There are about 800 communities throughout the United States
operating under a Manager at the present time. About one in five
of all cities and towns in the 10,000 to 25,000 population group
have adopted the Plan. There has been over one hundred percent
growth in the Plan since 1930. Only 32 communities have abandoned
the plan since 1908.
The study has brought out that the 9 ?c -er Plan varies somewhat
in de tails but follows a well defined :^attern. The Plan consists
principally of a small Council elected at large which determines all

municipal policies and a Chief Executive or Administrator called the
Town Manager, who is appointed by and directly responsible to the Council. in "oadinZ v Council would undoubtedly be ~ rd

other two towns did not accept when the Act was first presented,
but will have the opportunity to consider again i 1949 and 1950.
The towns of Danvers and Ipswich have filet' petitions with the
current legislature. The proposed plans are both similar to tAe

Several Massachusetts towns, of which Norwood is the largest,
have employed Town Mara ers with limited s'Ji7fU'ers for periods of
twenty-five years or mo;e with varying degrees of success. Two
large cities in this State operate under City Managers, tt7' ilei four
more have adopted the plan and are in process of setting up he ~

Managers are selected entirely on the 5asis of ability,
training and experLence, and have general supervision over such
torn officers and departments as the tocrJn shall determine. School
Departments are not subject to supervision by the j-mot lager • The

Appointment, supervision and removal of department ''reads
and employees of those departments under his control subject,
where applicable, to civil service provisions.
Should the citizens of Reading petition for an Enabling Act to
establish Manager Form of Government, and should the Legislature
rant he petition authorizing a charter with provisions similar to
those authorized previously for other towns, the over11ment of
Reading would be affected as follows:
The Board of Selectmen, the school Committee and the
Moderator would continue to be elected as .`.:'t present. '1'(?e
Selectmen would continue to appoint the election officials,
the Ae`;istrars of Voters (except the Town Clergy;., who is a
member by statute) and the Town Accountant. The ?.Finance
Committee would be appointed, by the Selectmen (as at present)
or by the Moderator, as determined by the charter.
Members of other town boards and individual officers
would be appointed and be subject to removal by the p=an lger
and not elected by popular vote as is now the practice. These
boards and officers would, however, have all of the powers
and duties as provided by statute and town by-laws.
The Representative Town Meeting would continue unchanged
as the appropriating and le islative bode of the Town.

The arrangement is very similar to that followed by the or _ inary
business corporation in that the Selectmen corre.sC?ond to the Board
of Directors and he own Manager General
functions as a era Manager.
It is the responsibility of th`.', Town <anager to administer the affairs
of the Town efficiently, or be replaced. His performance shall be
judged by the Selectmen to whom he is directly responsible.

The Manager Plan permits the operations of the various depart-
ments within his control to be coordinated under a single authority
in contrast to the existing arrangement. The difficulties which

Plan the Board of Selectmen acquires new dignity and authority, in

Through the Manager, it coordinates most of the town functions
other than those of the drool Committee.
The present town governmental structure _.".s operated for malt'
