I also caused an attested copy of this warrant to be published in the Reading Uhronicle in the issue of January 6, 1949, the same being more than one day prior to the date of the meeting. Leon G. Bent Constable of lgeading TOWN 1VI STING Highland School Auditorium January 10, 1949 Pursuant to the foregoing warrant and the Constable ' s Return thereon, a Town 'rieetin-- was held at the time and place specified in the warrant. 'The meeting was called to order by the I.ioderator, Charles P. Howard at 8:10 p.r,. 'The warrant was partially read by the Town Clerk, when on motion of Samuel H. Davis, which was seconded by Kenneth C . Latham, it was voted to dispense with furtzer reading; of the warrant, ex- cept the Constable ' s Return which was teen read by the Town Clerk. Article 1. Joshua T. Day, Jr. read the following report of the Joint Committee on Salaries and Vva es Classifications . On motion of Louis Davis it was voted to accept this report. REPORT OF JOINT C0I,1I1fiITTEE ON SALARY AND WAGE CLASSIFICATION '20: The Town Pdeeting Members . At the Annual 'Town Meeting held in fdarch, 1948, the subject matter of Articles 31 and 32 of the '�varrant, beim the Report of the Salary and ►vage Classification Committee, was referred jointly to the Finance Committee, Board of Selectmen, and Salary and 'mage Classification Committee for further study. A sub-committee of five members was then appointed by the Joint Committee as follows : Board of Selectmen, G. Lawrence Roberts; Salary and �vage Committee, Herbert G. Evans; Finance Committee, Joshua T. Day, Jr. , John L. Griffin, Emerson A. yvillard; and instructed to review the original report, make recommended changes, and such others as were necessary due to the revision by the Legislature in 14ay of the en- abling act, section 108-A of Chapter 41 of the General Laws . Your committee wishes again to call to your attention the really prodigious amount of fine work performed by the original Salary and 'wa;e Committee and submitted to you in their report at the last Annual Town Meeting. Vie have made several changes in the salary plan, as submitted by the original committee, the most important of which is the estab- lishing of a Personnel Board to administer the plan. ( See Section 3, 11own v'ieeting, January iU. IV4V 104 Regulations) . This removes administration from the Finance Commit- tee, as originally recommended, and to which serious objection had been raised. The principal duties of the Finance Committee to the Town should remain, in our opinion, exclusively advisory. All re- visions have been made with the intent to simplify the operation and future amendment of the plan. The committee unanimously believes that this plan will be of great benefit to the Town over the years . A great deal of hard work has been expended in formulating and setting up this salary plan, and while we recognize that it LJ may not satisfy everyone in every respect, we believe it should be adopted by the Town at this time and be placed in immediate oper- ation for the 1949 budgets, any subsequent changes to be made in the light of practical experience and within the ample framework of its regulations . �Respectfully submitted, JOINT SALARY AND WAGE COI�,ITVITMEE Board of Selectmen, Charles E. The committee was organized at this meeting and are to proceed with the study in anticipation of a report to the Annual Town Meet- ing in lViarch.
