Ellison Town Clerk ,- Annual Town Meeting �I Security lull, March 15,1948 The meeting was called to order by the Moderator, Charles P. iiow�jrd at 8.00 P.IVI. The fact that this meeting was an adjourned meeting of the March 1, 1948 meeting, no notice was required by -the Town Clerk. The new TownMeeting Members were requested to stand and be sworn to office ley the Town Moderator. The Town Clerk partially read the warrant when on the motion of Charles H. Wilkinson it was voted to dispense with the further reading of the warrant, except for the Constable' s Return, which was then read by the 'Town Clerk. The report of the VV'a�res and Hours Classification Article 2, Committee was read by the Chairman, William J. Tonks. On motion of Samuel H. Davis it was voted. to accept the reoort of this committee with an,, expression of appreciation for��reat amount of time and pains taKing effort expended in the study, and to place -the report on file. On motion of .Kenneth C . Latham it was voted to lay Article 2 on the table. Article 3. On motion of Charles E. Wilkinson it was voted to lay Artic6 3 on the table. Article 31. On motion of William J. Tonks it was voted to take up Article, 31. l`E'Ir. Tonks moved that Article Vlll of the By-Laws of the Town be amended by. adding thereto a new section to be designated as Section. 4: On motion of Samuel H. Davis it was voted to dispense with the further reading of -this motion. Louis Davis moved that the subject matter of Article 31 be referred to a , com=mittee consisting of the Salary and Wage Classification Committee, the Board of . Selectmen and the Town Meeting, Mar.15,1948 Finance Committee for further study, such committee to report at the next Town Meeting. The substitute motion was voted and the original motion was lost. Article 32. On motion of Louis Davis it was voted to take up Article 32. 1 On motion of Mr. Davis it was voted that the subject matter of Article 32 to referred to a committee consisting of the Salary and Wage Classification Committee, the Board of Select- men and the Finance Committee for further study, such committee L-J to report at the next Town Meeting. Article 3. On motion of Charles E. Wilkinson it was voted to take up Article 3. On motion of Yr. Wilkinson it was voted that all Boards, Committees and Heads of Departments of the Towd 0 e, and they hereby are instructed to make all the salary raises of all officers and employees of the Town effective as of and from April l' of the current year. , Article 3. On motion of Charles E. Wilkinson itowas voted that the following be chosen to serve as Measurers of Lumber for the ensuing year., Harold B. Currell Fred F . Smith Maurice H. Donegan And that the following be chosen to serve as Measurers of Wood and Bark: Percy N. Sweetser Harold B.Currell Thomas F. Brogan On motion of Mr. Wilkinson it was voted that Article 3 be laid on the table. Article 3. On motion of Newell H. Morton it was voted to take article 3 from the table. On motion of Mr. Morton it was voted that the Reverend William E. Billingham be and he hereby is elected a member of the Recreation Committee to fill the vacancy created by the resignation of the Reverend Charles F. Lancaster. On motion of Mr. Wilkinson it was voted to lay Article 3 on the table. Article 4. On motion of G. Nutter it was voted that the sum. of Fifteen undred Dollars (;,,,1500) be appropriated from the Cemetery Reserve Fund receipts from the sale of lots and graves in Laurel -Hill Cemetery and Forest Glen Cemetery for maintenance, care, improvinent and embellishment of said cemeteries, under the provisions of Section 15 of Chapter 114 of the General Laws* Article 10. Article 11. On motion of Samuel i. 'Davis it was voted that ,Article 11 be laid on the table. Article 12. On motion of Samuel Davis it was voted that the Plumbing Regulations of the By-laws for -the construction of buildings be and -the same hereby is amended by inserting in Division No. 19 after Section 1 thereof the following new Section to be designated as Section 1-A: Section I-A. The following fees shall be paid by the applicant on receipt of permit: For permit for each new house, not exceeding six fixtures 52.00 For remodelling not exceeding six additional fixtures 1.00 For each fixture in excess of six .25 For installation of single fixture .50 The Board of-, health shall endorse upon the 'pack of the application the amount to be char,-,ed for the Dermit. The Inspector shall .pay this amount to the Town Treasurer who will give the Inspector a receipt for same. Article 13. On motion of A. Lloyd David it was voted that a committee be and hereby is established to make a study of the Manager Form of Town Government, so called, said committee to consist of one registered voter residing in each of the four precincts to be chosen by ballot by the town meeting members from the respective precincts together with one registered voter from the town to be chosen by -the moderator; that said committee be chosen as promptly as practicable after authorization by the town meeting and it is hereby instructed to report its findings with recommendations to a special town meeting -to be held not 1 hundred later than December 31,19481- and that the sum of ' One Dollars ( ,' 100) be and hereby is raised and appropriated for the use of said corriuittee. Article 14. On motion of _Tarold Putnam it was voted that the sum. of Thirty-three Thousand Six Hundred ( 33, 600) Dollars be raised and ap_Dropriated by transferring 'twenty 'Thousand ( 20,000) Dollars of said sum from the load I,iac',iinery fund to the Road Machinery Operatin,~r Account and the remaining sum of Thirteen Thousand six Hundred ( 1 , 600) Dollars be raised from the 'fax Levy and that the total sum of Thirty-three Thousand Six Hundred ( 33,600) Dollars be appropriated for the maintenance, repair and operation of road machinery and for the purchase by the 2,oard of Public VVorks of one lar.-e tractor, two small tractors, two small dump J trucks and one pick up truck and that the proceeds received. from the old equipment not exceeding Ti.io Thousand rive -jundred Dollars shall be appropriated in addition to the above mentioned sum of Thirty-three Thousand Six Hundred ( 33,600) Dollars as part of the purchase price for the above mentioned equipment, and that the Town Accountant be and he h:)reby is authorized and instructed to transfer said amount to carry out the purpose of this vote. Article 19. On motion of arold Putnam it was voted that the sum of Five 'Thousand 05,000.00) Dollars be raised and approp- riated for the purpose of improvin`, and constructin; a portion of Lowell Street from near P4iddlesex Avenue Southeasterly toward Reading Square together with such sums as may be provided by the State and County under Section 34, Chanter 90 of the General Laws.
