An application was made to the ',fanning Board to hold . a public
hearing in accordance with the provisions of General Lanus ( Ter-
centenary ^dition) , Chapter 40, Section `-17, with respect to re-
zoning an area of approximately eighteen and four-tenths (18.4 )
acres of land located westerly of Haverhill Street and northerly
of Franklin Street, now included in a `residence A3 District (re-
quiring a minimum lot size of 40,000 square feet) , so that said
area would become a part of the "Zesidence A2 District (requiring
a minimum lot size of 15,000 square feet) .
After consideration the Board decided to increase the area under
consideration by including additi3nal adjoining lana of a similar
character to the extent that the entire area would comprise approx-
imately sixty ( 60) acres including the eighteen and four-tenths
(1,9.4 ) acres owned by the applicant.
Consequently , after due notice in conformance with the proVisions
of General Laws, Chapter 40, Section �7, the "'lanr,ing Board held a
public hearing on October 20, 1947 on the matter of the proposed
amendment to the Zoning 3y-Lav and Loring ":Tap. The area in cuesti or,
is described as follovys:
Beginning at a point two hundred and fifty (250) feet
northerly from the junction of Haverhill and ''rar.klin
Streets at the present Rpsiderce A2 District; thence
northerly by the center line of Haverhill ^treet sQven-
teen hundred and fifty (1750) f?et more or less to a
point onoosite thn northerly boundary line of land of
Oscar "”. Batchelder; thence turning and running north-
( v4esterIy by a stone wall marking the northerly lire of
land of said 3atchelder sever, hundred and fifty (750)
feet more or less, to a drill hole at an angle in said
stone wall; trenee turning and running westerly fifteen
hundred (1500) feAt more or less, to a i,oint two hun-
dred and fifty (2501 faet easterly from the center line
of ''earl Str-et at its most northeasterly point and the
present borndary line of the 'residence A2 District;
thence southerly and southeasterly by the existing boun-
dary line of the pr-sent Residence A2 District parallel-
ing ?'earl and ",ranklin Streets to the point of beginning.
At the hearing the petitioner stated that he felt that the alini-
mum lot size required by th�i .'.oning 3y-law for a Residence A;: Dis-
trict, namely forty thousand (40,000) scuare feet, was excessive ana
discouraged )rospective purchasers. Fe described the lun d as at-
tractive for residential building purposes.

Article 1. On motion. of John Devaney it was voted that thq
Town 0104 be and he hereby is authorized and instructed to mail
a copy of the Capital3ludget 7xpenditures to each gown I'Teeting
member, when available, cost of same to be taken, from available
funds.
Article 2. On motion of Charles 7. ITilkinson it was voted
that the sum of Two Hundred Tlifty -Dollars be appropriated
by transferring said sum from the unexpended balance in the In-
surance Account to the 1,1unicipal Building !-,,,Taintenance -Account
and the '.'own Accountant be and he hereby is authorized and em-
powered to transfer said sum to said account.
Article 3. On motion of Charles ',,!. Wilkinson it was voted
that the sum of One Thousand (1000) Dollars be appropriated by
transferring said sum from the unexpended balance in the miscel-
laneous '"ixpense Account to the ''olive Department 'Mainterl-ince
Account and the Tov,,n. Aocoun.tant be and he hereby is authorized
and empowered to trnnsfer said sum to said account.
Article 4* Or, motion, of G. Lawrence :Roberts it was voted that
the sum of 'r,'Aioht Thousand Seven Hundred 7ifty (8, 750-00) Dollars
be appropriated by transferring said sum from the Surplus Revenue
account to the Tire Department T�aintenance Account and the "town
A,-_,.countant be find he hereby is authorized and empowered to trans-
fer said sum to said account.
Article 5. On motion of C. Lawrence 2oberts it was voted that
the sum of "orty-nine and 15100 (49-15) Dollars be al)propriated.
by transferring said sum from the Overlay reserve Account for the
purpose of reimbursing rolice Officer award Hubbard for riledical
expen.ses and hospital charges resulting from injuries sustained in
line of duty and the Town Accountant be and he hereb.; is authorized
and empowered to transfer said sum to carry out the purpose of
this vote.
Article 6. On motion of Charles 'T';. ",ill-inson it alas voted that
the sum of Two Hundred T'ifty (250) *Dollars be appropriated by trans-
ferring said sum from the unexpended balance in the Insurance Ac-
count for the purpose or printing the report and incidental ex-
penses of the ""ago and lulary Classification Committne and the
Town A.countant be and he hereby is authorized and emi)ovjered. to
transfer said sum to carry out the purpose of this vote.
Article 7. On motior, of 1. Lawrence ',Ioberts it was voted that
a Committee of seven members be and hereby is established for the
purpose of studying and resurveying the zoning b,)7-lav) and building
code with a view of making such reco,-.-imendati.ons to meet the
present requirements of the Town., such Committee to consist of one
member of the Board of Survey, the Building Inspector and four

Survey to be chosen, and designated by their respective boards;
such Committee shall re-port the result of its study and resurvey

under authority of Chapter 265 of the Acts of 11347 such of the
.Lown Offices may be closed on any or all -13aturdays as may be deter -
mined

Article 9. Or, motion of G. Lawrence '?oberts it was voted that
the 9oard of "electm. en be and they hereb-1 are authorized and em-
powered to sell upon s;-1.3h terms and condi.tions as they may deter-
mine a parcel ol, land owned by th.,s, -.2o7n and situated on the Forth-
erly side of 7il-low Street, containing 28,120 square feet of land,
and said 3oard of Felectmen are further authorized and empowered
to execute for and in behalf of the `town such. deeds and other
instruments w1hich may be necessary conveying said prenqdses to the
purchaser thereof.

that the zoning b7-law and zoning map be and the same hereby is
amended by extending the '3esidence ""A2" District so as to in-
elude therein the area hereinafter described :

Article 11. On motion of Charles 147. 17ilkinson it was voted
that the sum of Three Hundred (300) Dollars be appropriated by
trans-If'errir,r7 said sum from the unexpended balance in the Insur-
ance Account to the Town Clerk' s 174xpense Account and the Town
,Accountant be and he hereby is authorized and empowered to trans-
fer said sum to said account.
,Article 12. On motion of Clarence J. Stalliday it was voted
that the sum of Tzelve Hundred (1200) Dollars be appropriated by
transferring said sum from the unexpended balance in the Insur-
ance Account as follows- Six Etindred (600) Dollars to 77elfare
General Aid Account and Six Six Hundred (600) Dollars to Aid to De-
pendent Children Account, and the Tlown Accountant be and he here-
'by is authorized and empowered to transfer said sum to said
accounts.
Article 13. On motion of Joseph Ynight it was voted that the
sum of One Hundred :sixty (160) Dollars be appropriated under
authority of Section 64 of Chapter 44 of the General Laws by
transferring said sum from the Surplus 'Revenue Account for the
payment Of a certain unpaid account due in 1946 , covering rent
for quarters for an individual aided by the Town, and the Town
Accountant be and he hereby is authorized and empowered to trans
for said sum to carry out the -purpose of this vote .

Article 14. On. motion of Philip R. 'Shite it was voted that
the provisions of Chapter 615 of the Acts of 1947, being an Act
to increase the amounts of pensions payable to cortnin former
public employees who have been retired, be and the same hereby
are accepted.

article 15. On motion of Harold ",'% "lutrinam it vas voted
that the sum of Twenty-- ixHundred (2600) Dollars be appropri-
ated by transferring said sam from the ""ater Department Avail-
able Surplus Account to the "later 'Department, 1'�aintenance'
Operation and Construction Salary Account and the '.own Account-
ant be and he hereby is authorized to transfer said sum to said
account.
Article 16. On motion of Harold. 77. Putnam it was voted that
the sum of '"fifteen Thousand (15,000) Dollars be raised and ap-
propriated for the purpose of laying vja-ter mains and for the
developMent of additional wells including the suction mains, of
which sum Six Thousand (6000) Dollars is a for salaries and 'Nine
Thousand (9000) Dollars for materials and expenses , and to meet
said appropriation, the Treasurer with the approval of the
lelectmer, be and he hereby is authorized to borrow 'Tifteer, Thou-
sand Dollars under authority of the provisions of
Chapter 405 of the Acts of 1889 and Chapter 44 of the General
Laws and to issue bonds or notes of the Town, therefore payable
in not more than ter, (10) *,years from the date thereof or at
such earlier date as the Treasurer and Selectmen may determine ,
such bonds or notes shall bear on their face the words "Reading
77ater Loan."

Article 17. On motion of Harold 17. 7ntrjam it was voted that
the sum of 7'ifteen Hundred (1500) Dollars be appropriated by
transferring said sum from the surplus Revenue Account to the
-,now and Ice Account as follows: Twelve Hundred (1200) Dollars
for salaries and Three Hundred (300) Dollars for expenses and
the Town Accountantl be arid, he hereby is authorized and. instruct-
ed to transfer said sum to said account.
Article 18. On motion of Harold "". Putnam it was 'voted that
the sum of Two Thousand (2000) Dollars be appropriated by trans-
ferring said sum from the unexpended balance in the 'Road 17achin-
er3 Pund for the maintenance, repair, purchase and operation of
road machinery and equipment for the use of, and under the di-
rection of the Board of -"Liblic T,,!orks and that the Town Account-
ant be and he hereby is authorized and empowered to transfer
said sum to said account.
Article 19. On motion of Harold Tq. Putnam it was voted that
the sum of Sixty-five Thousand( 65,000) Dollars be raised and ap-
propriated for the purpose of constructing sew ers, Five Thousand
� (5000) Dollars of which sum shall be re-appropriated b.,q trans-
ferring same from the Surplus revenue Account and the Town Ac-
oountant be and he hereby is authorized and instructed to trans-
fer said sum of ?sive Thousand (5000) Do-LIlars to carry out the
purpose of this vote, and to meet the balance of the appropri-
ation of Sixty Thousand (60,000) Dollars the Treasurer with the
approval of the Selectmen be and he hereby is authorized to
borrow Sixty Thousand (60,000) Dollars under authority of Chap-
ter 314 of the Acts of 1909 and Chapter 44 of the General laws
and to issue bonds or notes of the Town therefore, payable in
not more Char, fifteen (15) years from the date thereof or at
such earlier date as the Treasurer and Selectmen may determine ,
such bonds or notes shall bear on their face the words "Readirg
Sewerage Loan, Act of 1909"' .
