Board of Health meeting came to order at 5:35 pm on April 27, 2016 in the Berger Room of
Reading Town Hall.

Minutes of March 23, 2016 were presented. Docktor made motion to accept, seconded by
Shurland. Motion passed 3:0
Monthly Reports
A successful game night was held March 24, 2016 at the Pleasant Street Center with four
enthusiastic participants. Library personnel were in attendance. Friedmann will contact
participants to see if there is an interest in future game nights. DiLauro suggested better
promotion may be beneficial to attract more participants.
DiLauro attended DPH conference regarding medical marijuana. He has been researching
the possibility of having a mobile blood drive in the future. He advised that Portland Pie
ceased operation April 15, 2016 and the ownership of Pizza World is in the process of being
sold. The public health nurse applied for a grant from the Melanoma Foundation for free
sunscreen dispensers and received notification that two dispensers would be awarded to the
town. The Recreation Department will assist in determining the best locations for the
dispensers and will also contribute to maintaining the supply of sunscreen. Chief Mark
Segalla has been invited to attend next month's meeting to discuss animal control. Jean
Delios expressed an interest in attending a meeting to learn about what's happening in
public health and what the planning /zoning department has to offer in the future.

Maureen Buzby, Tobacco Control Co- Coordinator, gave an informative presentation on
progress being made in regulating youth access to tobacco and nicotine products. She
discussed a number of updates to regulations that surrounding communities have adopted,
to protect the health of residents and especially the youth population. After adoption of new
or amended regulations, she visits retail establishments within three months to provide
educational information relative to the changes.
The Board discussed the information Buzby provided and decided to move forward and
update the tobacco regulations. Docktor made a motion to begin to draft language to
1) restrict the sale of flavored tobacco products, except in adult -only tobacco stores;
2) enact a minimum sale price cap of $2.50 for a single cigar and $5.00 for a multi -pack;
3) enact a proximity ban where no tobacco product sales permits would be issued to new
retailers within 500 feet of a school;
4) enact a permit cap to limit the number of tobacco sales permits;
5) amend Environmental Tobacco Smoke regulation to ban the use of any tobacco or
nicotine products in or on town owned property Including parks and playgrounds
Motion was seconded by Shurland. Motion passed 3:0
