Call to order by lean Delios.
Laurie Stanton presented a summary ofthe bi- monthly report.
Bob Luongo has taken a new position as planning director with the Town of Weymouth. His last day with
Saugus was February 19`". He is still available to Saugus on an on -call basis. Saugus was awarded a
$15,000 grant for a Housing Production Plan (HPP), and will hire MAPC to prepare it. Laurie Stanton
attended the first meeting with Karina Milchman of MAPC, Bob Luongo, Mike Procopio, a local
developer, and Thomas Traverse, a local mortgage broker, and Laura Glynn, Director of the Saugus
Housing Authority. Topics discussed included Saugus' housing status, both affordable and market rate,
as well as Town barriers — no META, school quality.
Wilmington has 5 affordable units for sale, Whispering Pines, with a restriction that 1 person in each
household be over 55. There is a large project (Shawsheen River Estates) with no condominium
association in the Town; as a result, Wilmington staff and the Housing Coordinator field a wide variety of
calls from owners who live there.
Reading has added 3 units to the SHI. There was a Development Review Team meeting regarding the
40B project known as Reading village. The proposal is for 77 units on 35,000 SF; 20 units will be
affordable. There is only 1 parking space per unit, with no visitor parking. No mixed use is planned. Town
staff and residents are concerned with the project's density, among other things.

North Reading is applying for a PATH grant for an HPP. Julie Mercier and Laurie assisted Danielle
McKnight on part of the application. If the grant is awarded, Liz Rust will help Danielle put together an
itemized budget and scope of work in order to determine which aspects of the HPP the RHSO can assist
with.
Jean distributed a draft of the Inter Municipal Agreement (IMA) for FY17 and 18. The group made a few
minor changes. Laurie sent copies to Bob and Alan Drake ( Lynnfield).
Laurie will set up a meeting with Lynnfield in March, when Alan is available, to discuss their interest in
joining the RHSO.
Liz had recently given a presentation to the Mass Association of Assessing Officers, which she shared
with the group. The group discussed how each town evaluates their affordable housing for property tax
purposes.
