Four non handicap spaces will be moved to area c ' 2. The handicap spaces will not be moved 3. The suggested circular drop off will not be done 4. Porous pavement will be used 5. ® Vegetation will be planted to screen parking spaces from Summer Avenue 6. The driveway width will be changed from 24' to 20' 7. Trees will be planted on the right side of the travel portion 8. , The removal of parking signs He wanted to make clear any changes that the Historic District Commission (HDC) suggested the CPDC would need to approve. He said the proposal meets as many concerns as feasibly could. He asked If CPDC does not approve the suggested changes, then HDC approves as is. He stated the original proposal is not withdrawn; he is leaving it in place in case there is an appeal. Mr. Krockmalnic and Mr. Sullivan explained in detail the Items that Mr. Margolin stated The Historic District Commission reviewed the list for a Certificate of Appropriateness. After the HDC made suggestions and their questions were clarified the Commission stated they were satisfied with the list for a Certificate of Appropriateness. Motion made by Mr. Williams, seconded by Ms. Poehler, to approve the appropriateness list that were discussed. After a discussion, it was agreed the windows on the north and south side on the annex would go unchanged. The applicant agreed the doors material would be wood, and not metal as suggested In the ® presentation. The Commission discussed the procedure of the vote. Mr. Miyares suggested the HDC attend the CPDC meeting as a public hearing so if a vote is needed, it can be done the same night. The vote was 5 -0 -0 The Commission reviewed Attachment "A" of the Non - Applicability list. The Commission worked with the applicant to clear up some concerns. l Motion made by Mr. Williams, seconded by Ms. Poehler, to include Attachment "A" as part of any future issuance of a Certificate of Non - Applicability with questions as noted. Vote 5 -0 -0 Mr. Blodgett asked for discussion on the parking. Ms. Adams complimented Criterion Child Enrichment for meeting most of the suggestions. She stated she is pleased with the overall attempt. She understands the next challenge will be to convince other Town groups to be comfortable with the changes. Mr. Miyares questioned why they proposal came back without any reduction to the overall parking spaces. Mr. Margolin said after reviewing the request, it was decided the program would need the 38 spaces. Mr. Littleton explained further the Town had a concern about parking spilling onto Summer Avenue, this parking plan will allow this concern to be met. © Mr. Miyares asked Mr. Littleton, sometime in the future, If the proposed configuration of the parking area would allow shared parking with the Town's middle school. Mr. Sullivan answered with changes to the parking spaces, shared parking could be done. Mr. Littleton said he would consider but does not want It part of this approval. Page 12 Mr. Blodgett discussed his concern with the proposed site plan in regards with parking next to the building and not the handicap parking spots. Mr. Williams asked for the trees to be all the same species. • Mr. Blodgett opened up the discussion to the public. Ll Ms. O'Neil disagreed with having the same type of trees planted. She asked that the Town Tree Warden be approached for his approval. Ms. Godwin asked the material of the porous pavement. She questioned how the wells would be affected with the oil and other containments leaching into the ground. Mr. Sullivan explained the material, and stated the applicant would need to have an Operation and Management plan. Mr. Lupi stated a study showed 80% porous pavements fail. Mr. Blodgett agreed with Mr. Sullivan, and said the porous pavement will be discussed at the CPDC meeting. Mr. Lamb asked where the location of the 4' that was removed from the driveway entrance He questioned why only 4 spaces were moved and not the handicap spaces as discussed at the last public hearing. Mr. Margolin said the parking spaces would remain in the front for the casual use of visitors during the day. The back parking spaces will be used primary by the employees. Ms. Adams asked for hard copies of the site plan that was discussed. Mr. Blodgett distributed the draft decision. Motion made by Mr. Williams, seconded by Ms. Poehler, to continue the Public Hearing until November 4, 2015 at the Selectmen Meeting Room. Vote was 5 -0 -0. Mr. Blodgett let the Commission know Engineering changed the address of 201 West Street to 201 Prescott Street. The property will remain in the Historic District. Ms. Adams discussed with Mr. Blodgett adding to the mailing that goes to the abutters, letting them know they have 10 days to make comments. Motion made by Ms. Adams, seconded by Ms. Poehler, to adjourn at 9:15 p.m. Vote was 5 -0 -0 Page 13
