Board - Committee - Commission - Council: Board of Health 2016 FEB 22 P 3 21' I Date: 2014 -11 -03 Time: 6:00 PM Building: Reading Town Hall Location: Berger Room Address: 16 Lowell Street Purpose: General Business Attendees: Members - Present: Andrew Friedmann, Barbara Meade, David Singer Members - Not Present: Others Present: Staff Ruth Clay, Facilitator Peg Sallade Minutes Respectfully Submitted By: Ruth Clay Topics of Discussion: Board of Health meeting came to order at 6:05 pm on November 3, 2014 in the Berger Room of Reading Town Hall. Strategic Plan Discussion Peg Sallade lead a discussion concerning a Five Year Improvement Plan listing the seven Essential Public Health Services identified from the previous process. People responsible for each of the Improvement Strategies were identified. The seven services were then prioritized to three: ES #3 Inform, educate, and empower people about health issues; ES #4 Mobilize community partnerships; and ES #7 Link people to needed personal health services. Sallade will draft a written report to be reviewed at the November 17th meeting. Clay will discuss with Jean Delios, Bob LeLacheur and John Halsey the process once the report is completed. Friedmann expressed that the Board should present a powerpoint presentation to the Board of Selectmen. Acceptance of Minutes Minutes of October 8, 2014 were passed unanimously with two changes in the first paragraph under "Strategic Plan Discussion ". Mystic Valley Tobacco Annual Update The Board expressed their appreciation for the letter from Maureen Buzby with updates about the regulation changes in the various communities within the tobacco coalition. Open session for topics not reasonably anticipated 48 hours in advance of the meeting: Clay provided a copy of a letter sent to the Saugus Board of Health endorsing their efforts to raise the minimum age for the sale of tobacco and nicotine products to 21. Their hearing and vote was at the same time as this meeting. Friedmann requested the year be included in the first paragraph and the PhD be added after his name when the letter is sent to additional communities. Page I 1 A variance request from Alice Miller of 44 Winslow Road was presented to the Board. She had a permit for two ducks and four chickens. One duck and one chicken had died; she had replaced the duck with two ducks and the chicken with two chickens which put her at two over the maximum allowed by the Keeping of Animal Regulations and violated her permit. The additional animals were noted by the Animal Inspector at the time of her animal inspection. Motion made by Meade, seconded by Singer to grant the variance and issue a $50 fine for the willful violation of the Keeping of Animal regulations. Motion passed unanimously. Taste of Metro North Variance Request Clay explained the request from John Doherty on behalf of the Taste of Metro North committee for the temporary food permit fee to be waived for out of town vendors (it is currently free for currently permitted Reading businesses). The members of the Board discussed that this request is the same as the request of the Fall Street Faire Committee from this past summer which was denied. Motion was made by Meade, seconded by Singer to deny the variance request. Motion passed unanimously.
