Board - Committee - Commission - Council: Board of Health IM FEB 22 P 3: 2 F Date: 2014 -08 -12 Time: 5:30 PM Building: Reading Town Hall Location: Berger Room Address: 16 Lowell Street Purpose: General Business Attendees: Members - Present: Barbara Meade, David Singer, Andrew Friedmann Members - Not Present: Others Present: Health Director Ruth Clay, Peg Sallade, Demetra Tseckares Minutes Respectfully Submitted By: Darlene Topics of Discussion: Request for Variance for Keeping Chickens 106 Oak Street - The applicant, Demetra Tseckares currently has 12 hens, an increase from the 9 she had last year. She does not plan or want to have any more than that in the future. She has not had any Issues with her neighbors and there have been no complaints filed with the Health Department. She did suggest the Board revisit the regulation pertaining to the number of chickens that are allowed. Friedmann made a motion to grant the variance, seconded by Singer. Motion passed 3:0 159 Wakefield Street - The applicant was not in attendance, however she had submitted her request for a variance to keep 15 hens, an Increase from the 8 of the previous year. Clay advised she didn't see any problem in granting the variance. There have not been any complaints filed with the Health Department. Meade made a motion to grant the variance, seconded by Friedmann. Motion passed 3:0 Reorganization of Board of Health Meade made motion to appoint Friedmann to chairman of the board. Motion seconded by Singer. Motion passed 2:0. Friedmann made motion to appoint Meade as vice chairman, seconded by Singer. Motion passed 2:0 Strategic Plan Discussion Clay Introduced Peg Sallade, Project Director of DanversCARES Prevention Coalition and a public health consultant. She approached Sallade as a facilitator to assist in the strategic planning process. Clay had applied for a mini -grant from DPH and advised that we have been awarded $1500 for our strategic planning process. Payment should be received in September. Sallade presented an outline of the scope of services to be performed. She will interview BOH members by telephone for their input on planning expectations. Meade inquired as to who would be invited to participate as a stakeholder. Possible suggestions were made to have representatives from health care institutions /providers, police, fire, elder services, RCSA, YMCA, school nursing, business owners, housing authority, and an assisted living facility. Friedmann asked what is the next step should the board decide to move forward. Sallade stated she would begin phone interviews with board members. The dates Page I 1 should be set for meetings and stakeholders should be invited. Friedmann made a motion to accept the scope of services provided by Sallade, seconded by Meade. Minutes of June 19, 2014 were presented. Meade made motion to accepted, seconded by Singer. Motion passed 3:0 Minutes of June 30, 2014 were presented. Singer made motion to accept, seconded by Meade. Motion passed 3:0 Clay advised that monthly reports would now be submitted on a quarterly basis to the department head. She reported there were two E.coli cases In Wakefield. There was one Reading case; however the cases were not related.
