Board of Health meeting came to order at 5:35 pm on October 28, 2015 in the Berger Room
of Reading Town Hall.

Minutes of September 17, 2015 were presented. Docktor made motion to accept, seconded
by Shurland. Motion passed 3:0
Monthly Report
Pierce presented report. She explained the notification process for one case and its follow
up. The case was referred to the Stoneham Public Health Nurse for follow up as Reading
presently does not have the required vaccine if necessary.
DiLauro advised that 23 food establishment inspections were performed. He met with both
inspectors to discuss frequency of Inspections. Establishments considered low risk; i.e.,
gas stations, will only require a yearly inspection, allowing the focus to be on restaurants.
Tickets were Issued to Cafe Capri, $300, for repeated critical and non - critical violations.
The Reading Fall Street Faire went well. An SOP will be created for vendors participating in
next year's Faire.
DiLauro met with Maureen Buzby, who will continue as Reading's Tobacco Control
Coordinator for eight more months. After that time Reading will fall under the Jurisdiction of
the Greater Lawrence Tobacco Control Coalition. Docktor requested to have Buzby return
with the data collected from Winchester regarding the ban on Flavored e- cigarettes and
chewing tobacco. DiL.auro will visit Liquor Junction where it was reported that samples of
flavored e- cigarettes were being sampled and returned to the shelf.

5 Year Strategic Plan Goals
Friedmann requested that each board member review the strategic plan and prioritize their
goals. Goals should be submitted directly to DiLauro.
MRC Services
Lorraine Horn, member of the MRC of Greater River Valley since 2007 and North Shore Cape
Ann (Mass Response) explained services available to the Town of Reading. Members are
pre- credentialed and pre- trained in emergency dispensing sites, sheltering, incident
command system, and other emergency response topics. She stated that in September,
members receive notification of events being held in participating communities (Flu clinics)
and provide dates when they are able to volunteer their services.
Open session for topics not reasonably anticipated 48 hours in advance of the meeting
Mary Ellen O'Neill, resident of Summer Avenue, discussed her concerns regarding the
increased use of pesticides in the community, specifically those being used on tree lawns.
As part of an outreach campaign, research will be done to locate contractors who offer an
organic lawn treatment. It was also noted that some box stores sell Flowering plants that
have been treated with pesticides. DiLauro suggested putting information in the newspaper
in the spring. Docktor requested O'Neill to follow up with the Board in the spring as well.
Docktor inquired about the status of an internship from UMass Lowell or Regis. DlLauro will
set up an agenda to be presented to the universities in the spring.
Friedmann attended the showing of "If Only ", a film regarding opiate addiction. A panel
discussion followed the showing of the film, where the emphasis was on not remaining
anonymous or being secretive.
